4. HUMAN RIGHTS APPROACH IN DELI
 Create awareness of on socio-economic rights of migrants
 Foster awareness about diversity and equality issues (migrants’ equal
access to public and private contracts)
 Encourage the development of policies and strategies that are
inclusive of all community members
 Encourage participation of local stakeholders on issue of inclusive
entrepreneurship
 Stimulate the right of local stakeholders to participate in the affairs
of a local authority.

6. DELI KEY FOCUS :
 Support the development of local partnership platforms based on multi-
stakeholder and cross-departmental approach;
 Facilitate access of migrant-owned SMEs to public and private
procurement;
 Develop quality management standards and assessment tools for local
governments supporting the design and implementation of economic
policies consistent with the principles of equal treatment, integration and
diversity management.

7. PARTNERSHIP PLATFORMS: WHAT FOR?
Designing diversity and inclusive entrepreneurship policies
based on a sound understanding of successful structures and of
challenges requires a multi-stakeholder and cross-departmental
approach.
Concret objectives :
 create consensus about what needs to be achieved
 perform participatory self-assessment
 define collective communication messages
 ensure sustainability of the project

8. QUALITY MANAGEMENT STANDARDS:
WHAT FOR?
 Support key local actors in designing support strategies and activities for
migrant entrepreneurs
 Support key local actors in designing migrant-friendly procurement
policies, including social clauses in procurement
To meet these standards, partners will:
 Perform self-assessment

 Exchange good practice
 Establish benchmarking

9. BETTER ACCESS TO PUBLIC
AND PRIVATE PROCUDREMENT: WHY?
 Need to increase awareness of opportunities for entrepreneurship,
including better access to public and private procurement.
 Better access to procurement could be achieved by establishing
procedures that ensure that businesses from diverse communities have an
equal opportunity of competing for collaborative procurement
contracts to supply goods and services to publicly-owned and privately-
owned companies, universities, schools, hospitals and other buying
institutions.
