4. Overview of Andhra
Pradesh:
Location:
Andhra Pradesh, situated on the southeastern coast of India,
is the seventh-largest state in the country. It shares borders
with Telangana to the northwest, Chhattisgarh to the north,
Odisha to the northeast, Karnataka to the west, and Tamil
Nadu to the south. The state also has a long eastern coastline
along the Bay of Bengal.
5. Demographics of A.P:
Andhra Pradesh boasts a diverse population with a rich cultural heritage. As of the latest
available data, it is one of the most populous states in India. Key demographic details include:
Population As per the Population projection report of Census India, the
estimated projected population of Andhra Pradesh in 2023
is 53,156,000 (5.3 Crore). The population of Andhra Pradesh
in 2022 was 52.251 million.

• In recent times, Andhra Pradesh region has faced the dual challenges of a global pandemic
and the impact of a cyclone. This convergence has necessitated a comprehensive and
effective disaster management approach.
Significance of Effective Disaster Management:
• Effective disaster management is not just a necessity; it's an imperative cornerstone
(foundation) for the survival and prosperity of any community. As we navigate through the
complexities of the COVID-19 pandemic and the aftermath of a cyclone, the significance of
a well-orchestrated (organised) disaster management strategy becomes even more apparent.
Today, we explore how Andhra Pradesh tackled the dual calamities of COVID-19 and
Cyclone, underscoring the importance of a well-prepared and adaptive disaster management
framework.

8. COVID-19 Impact in Andhra Pradesh:
Key Statistics: During the COVID-19 pandemic,
Andhra Pradesh faced significant challenges. As
of September 10, 2021, the state
reported 537,687 confirmed cases, with 4,702 deaths
and 435,467 recoveries . These statistics underscore the
magnitude of the impact on public health and
necessitate a robust response from the government.
Covid-19 cases in India – 29,99,77,861 total confirm
cases, 3,89,302 total no of death,2172 cases per 1 lakh
population and death per 1 lakh population 28 only.
State level Secretariats Employees & Volunteers
attendance report – Total secretariats employees
1,26,902, Total Volunteers 2,54,000. Volunteers are
doing good services from time to time during the
Covid-19, and their services are appreciated by the A.P.
Government and Public.
A.P. Government Measures for COVID-19
Management: Andhra Pradesh implemented a series of
proactive measures to curb the spread of COVID-19 and
safeguard public health. Some key initiatives include:

9. Strengthening the healthcare system and Infrastructure
9. Coronavirus SARS-CoV-2, has been one of the most significant global challenges in recent history. Since its
emergence in late 2019, the virus has spread across the world, impacting societies, economies, and
healthcare systems. In these tough times the Andhra Pradesh government made incredible efforts for the
safeguarding of the citizens. A few of the activities that were undertaken by the government are as follows:
Cryogenic ISO Containers:
25 Nos. of 20 KL ISO containers for transportation & storage of
Liquid Medical Oxygen (LMO) were purchased with an amount of
Rs. 15.25 Cr.
PSA Generation Plants:
92 Nos. of PSA Plants in 81 hospitals were established including civil
& electrical works (DG sets & transformers) with an amount of Rs.
189.50 Cr.
32 Nos. of PSA Plants were established in 28 hospitals under
PMCARES through GoI.
With the initiative of GoAP, a total of 43 Nos. of PSA Plants were
established under CSR funds.
Oxygen Pipelines:
Phase I: 18,268 Nos. of oxygen pipelines were laid with an amount of
Rs. 40.07 Cr.
Phase II: 6,151 Nos. of oxygen pipelines works were laid including
other allied works with an amount of Rs. 50 Cr.
LMO Tanks:
35 Nos. of LMO Tanks with a total capacity of 489.5 KL has been setup with
an amount of Rs. 15 Cr.
VRDL Labs:
12 VRDL Labs were established with an amount of Rs. 24.7 Cr.
Civil & Other Electrical Works:
Civil, Electrical & other works were taken up with an amount of Rs. 21.93 Cr.
Works under ECRP II:
Providing additional Oxygen pipelines, LMO tanks & other requirements
under ECRP II
o Establishment of 20 bedded paediatric care unit (oxygen supported beds) in
the existing infrastructure at 183 CHCs with an amount of Rs. 64.05 Cr.
o 23 Nos. of LMO tanks with a total capacity of 230 KL are provided with an
amount of Rs. 8.05 Cr.
10. Andhra Pradesh Chief Minister
YS Jagan Mohan Reddy has
implemented several welfare
schemes in the state during the
COVID-19 pandemic. Some of
the schemes include:
1.YSR
Aasara
The scheme was launched by the government of Andhra
Pradesh to waive off loans to debt-ridden women SHGs in
the state. The amount given under the scheme can also be used
for their future prospects if they have repaid their loan
already. The scheme was launched on September 11, 2020.
The government has disbursed Rs. 7.67 crore to 1,136 people
under this scheme.
2.YSR
Cheyutha
The scheme was launched by the Department of Panchayati
Raj and Rural Development, Govt. of Andhra Pradesh to
provide financial assistance to women belonging to BC, SC,
ST, and Minority Communities who are in the age group of 45
– 60 years (except the women beneficiaries already covered
under YSR Pension Kanuka) with a sum of ₹ 75,000/- in four
phases (in four years) through various Welfare
Corporations. The scheme was launched on August 12, 2019.
This scheme aims to empower women by providing financial
assistance to them. The government has disbursed Rs. 470.40
crore to 2,50,929 beneficiaries under this scheme.
11. The scheme was launched by the Government of Andhra Pradesh to reimburse bank loan
out standings of SHGs as on 11.04.2019 in four installments. The scheme was launched
on September 11, 2020 This scheme provides financial assistance to women’s self-help
groups. During the pandemic, the government has credited Rs. 53.51 crores to 59,661 women
under this scheme.
The scheme was launched by the Government of Andhra Pradesh to provide financial
assistance to the elderly, widows, and disabled persons in the state. The scheme was launched
on May 30, 2019 This scheme provides financial assistance to senior citizens, widows, and
other vulnerable sections of society. The government has increased the pension amount from
Rs. 2,250 to Rs. 2,500 per month.
Chief Minister Y.S. Jagan Mohan Reddy on April 20, 2021 launched the 'YSR zero per cent
interest subsidy loan scheme' to the farmers where the government has credited Rs. 128 crore
to the accounts of 6.2 lakh farmers who have taken crop loans of up to Rs. 1 lakh during
2019-20 season and repaid within a year.

13. Cyclone Impact in
Andhra Pradesh:
Key Statistics and Damages:
Andhra Pradesh faced the formidable impact of Cyclone Hudhud (Visakhapatnam and the
districts of Vizianagaram and Srikakulam in 2014), Cyclone Asani (2013), and Cyclone
Michaung (Bapatla coast on Tuesday, December 5, 2023) which caused widespread damage
in the state made landfall. The cyclone brought destructive winds, heavy rainfall, and storm
surges, resulting in significant damages, affecting nearly 40 lakh people from 194 villages
and two towns.
Affected Population: Over 4 million residents were directly affected by the cyclone,
experiencing disruptions to their homes, livelihoods, and daily lives.
Casualties: Nearly 40 lakh people from 194 villages and 2 towns were affected by
Michaung’s impact, including the inundation of 25 villages. The storm damaged 770-
kilometre roads, uprooted 35 trees, and killed 3 livestock, among others. Regrettably, 3 lives
were lost due to the cyclone, highlighting the severe human impact of the natural
disaster.three

integrated disaster management approach in addressing both the
challenges of the COVID-19 pandemic and the impact of the cyclone. The
state adopted a holistic strategy that seamlessly integrated efforts from health
and disaster management authorities to ensure a coordinated response.

20. The government of Andhra Pradesh is utilizing all
the modern technologies, such as
Early Warning Dissemination System (EWDS) under
NCRMP, a world Bank project under which 1 SEOC (State
Emergency Operation Center), 9 (District Emergency
Operating Centers, 76 Mandal Emergency Operation Centers,
219 Multi-Purpose Cyclone centers are operating through
which messages are being sent and also sirens will be spread
through cyclone centers on weather.
During the Covid-19 pandemic, the A.P government has taken
several measures to control the spread of the virus. The
government has established quarantine centres and isolation
wards to treat Covid-19 patients. The state has also
implemented a door-to-door survey to identify people with
symptoms of Covid-19 and provide them with necessary
medical assistance.World
In addition, the state government has taken several
measures to tackle the challenges posed by Cyclone. The
government has established cyclone shelters and multi-
purpose evacuation centers to provide shelter to people
during the cyclone. The government has also stockpiled
essential commodities such as food, water, and medicines
to provide relief to people affected by the cyclone.
