Digitalisation of the public sector has emerged as a separate field, focusing on effective government and the provision of universal services. In this paper, building on the platform literature, we extend this perspective, suggesting that a particular class of platforms, which we call Sovereign Digital Platforms, can serve the needs of the public sector, but also contribute to efficiency and growth in the private sector.
Our empirical evidence is Altinn, a Norwegian public-sector platform, which was established in 2003. Altinn is more than a technical platform; it is also the core of a government-business ecosystem of innovation and participation, enabled by trust emerging from key public registers and their institutional custodians. We use the unique experience of Altinn to develop some key concepts of the Sovereign Digital Platform, and to discuss the implications for digitalisation policies.

We frame our study with two perspectives; a historical institutional perspective that traces the roots of Altinn back to the Middle Ages, and an architectural perspective that allows for a more detailed analysis of the consequences of digitalization and the role of platforms. We offer two insights from our study: we identify three evolutionary mechanisms of national registers, and we discuss a future scenario of government platforms as “digital commons”

Case study of alumni-run solar energy project Francis D'Silva
Collaborating to deliver a proof-of-concept project around solar energy in off-grid networks. An alumni network, a solar energy social entrepreneur and a school in rural Maharashtra, India teamed together to implement a simple solar solution.
Lessons learned and a "how-to" description is documented in this case study.

Nøkkelen til konkurransekraft og verdiskaping

Norge står overfor mange spennende muligheter. Ved å modernisere dagens digitale
tjenesteinfrastruktur kan den utgjøre en robust plattform for å bygge forbruker- og
innbyggertjenester som skaper nye forretningsmodeller og forvaltningsformer. En slik digital
tjenesteinfrastruktur vil også fungere som en plattform for innovasjon og tjenesteutvikling.
Markedsinnsikt og erfaringer som kommer fra bruk og utvikling av tjenester samt tilhørende
fagkompetanse og forvaltningskunnskap kan ha en høy eksportverdi. Aktører i næringsliv, akademia
og det offentlige må være kreative og samarbeide for at Norge kan bli en pilotnasjon for nye
digitale produkter og tjenester – noe som kan både skape nye selskaper og arbeidsplasser i Norge,
og samtidig tiltrekke seg utenlandske teknologiselskaper.
Årets Nobelfredsprisvinner, Al Gore, fikk mye kritikk da han som presidentkandidat hevdet at det
var han som tok initiativet til å etablere Internett. Kanskje en klønete formulering i valgkampens
hete, men allerede på 70-tallet var Al Gore en sentral forkjemper for etableringen av et
høyhastighetsnettverk som skulle bidra til økonomisk vekst og utdanning.
Hva har så dette med norsk konkurransekraft og verdiskaping å gjøre? Norge har vært tidlig ute
med praktisk anvendelse av informasjons- og kommunikasjonsteknologi. Som det første landet
utenfor USA, fikk Norge så tidlig som i 1974 tilgang til ARPANET, som er forgjengeren til Internett.
Før dette hadde flere norske virksomheter – private så vel som offentlige – tatt i bruk IKT for å øke
produktivitet og tjenestekvalitet. Særlig etableringen av Bankens Betalingssentral i 1972, utviklingen
av et bilagsløst lønnsoverføringssystem i 1973 og deretter lanseringen av betalingstjenester, var
viktige i denne sammenheng. At kommersielle aktører, som banker, på denne tiden kunne
samarbeide for å etablere en digital tjenesteinfrastruktur, for så konkurrere på andre deler av
verdikjeden, er imponerende. Dette har ført til avanserte forbrukertjenester som vi i dag tar for gitt.
Flere OECD-land bruker til sammenligning fortsatt sjekk som betalingsmetode.
Det finnes flere eksempler på digitale tjenesteinfrastrukturer både i det offentlige og det private;
Brønnøysundsregistrene, Folkeregister, legemiddelsregister, betalingsnettverk, helsenettverk og
telekommunikasjonsnettverk for å nevne noen. Disse infrastrukturene har en viktig
teknologikomponent, men den skjulte verdien ligger i grunnmuren av lover og regler samt beste
praksis i forvaltning fra offentlig-, bank- og telekomsektorene. I dag finnes flere tjenester i Norge
som utnytter den infrastrukturen og potensialet for flere er stort.
Digitale tjenester kan betraktes fra fem perspektiver: Underholdning, innbyggertjenester, utdanning
og jobb, økonomi og handel samt helse og trygghet. Underholdningstjenester som f.eks deling av
egenprodusert media der man kan bla i fotoalbumer på TV sammen med en som befinner seg et
annet sted. Innbyggertjenester som det offentlige tilbyr eller pålegger innbyggere, gjerne tilbudt
over digital TV også. Tjenester som gir mobilitet og informasjonsdeling innen utdanning og jobb kan
bidra til økt fleksibilitet og samhandling både i skoler og virksomheter – også mellom disse.
Tjenester innen økonomi og handel beriket med tillitstjenester kan øke handel samtidig som det
forenkler styring av egen økonomi. Helse og trygghetstjenester digitalisert ved f.eks bruk av
sensorteknologi og helseelektronikk som blodtrykksmålere som kan kobles til en online helsejournal
som kan deles med fastlegen eller legevakten. Intelligente overvåknings- og sikkerhetstjenester kan
øke livskvaliteten til både de som gir og får omsorg. Kunsten er å kombinere tjenester som beriker
måten mennesker lever og arbeider. I Accenture Technology Labs ser vi på scenarier der tjenester
2. kombineres og forbrukerens behov settes i sentrum. Vi oppdager stadig nye former for verdiskaping
og tilsvarende utfordringer som må løses på det teknologiske, menneskelige og politiske planet.
Norges størrelse, som ofte er sett på som en svakhet hva gjelder skala og volum, kan i det digitale
samfunnet være en styrke. Nettopp fordi integrasjon av tjenestene er mye lettere å få til her enn
andre steder i verden og at denne integrasjonen kan være dypere og derfor mer verdifulle. Det er
mye som ligger til rette. Norge er allerede i forkant på en rekke områder men det er fremdeles mye
som må endres for å konkurrere i en globalisert verden. For å få til dette må vi ta spranget med full
tyngde og bruke de mulighetene vi har og som vi har investert i. Gjør vi dette vil den digitale
infrastrukturen sannsynligvis ikke bare gi oss konkurransekraft og verdiskaping, men vil også kunne
være en inntektsbringende eksportartikkel. Mulighetene er utallige. Vi har vært tidlig på banen
tidligere og vi kan gjøre det igjen. Vi må tørre å tenke stort og utenfor landegrensene.
