|Our strategy 
On 1 April 2014 we published our strategic plan to be “Simpler. 
Better. Safer.” 
We now have an ambition to transform our business: 
- making licensing simpler for the customer, 
- increasing our capabilities 
- becoming a digital centre of excellence for government.

|How we’ll get there 
Simpler delivery: 
Removing reliance on a prime contractor: Effectively managing our exit from the 
Partners Achieving Change Together (PACT) contract, plus the commercial and 
service transition necessary to move to a new operating model. 
Better services: 
Responding to customer needs: Accelerating and expanding our digital 
transformation, transferring customer-facing services on to a new digital 
platform. Ensuring our paper services are also fit for purpose. 
Safer business operation: 
Keeping the lights on: Keeping existing systems operating and supported until the 
end of transformation, thus safeguarding the collection of vehicle tax and other 
core functions. Better support of compliance and data-sharing.

- Our ‘View Driving Record’ exemplar goes live in September 
- We are now offering online services to Northern Ireland motorists 
for the first time 
- We’ll be abolishing the tax disc from October 1st. 
- Our other exemplar services will be live in early 2015 along with a 
new digital services platform

- We want to help create a vibrant market of technology talent in Swansea. 
- We are forming partnerships with local and national universities and aim to put 
DVLA technologies into universities so students can use them for their courses. 
- This will provide a conveyer belt of local talent for the agency

| Supporting a digital Swansea 
We are linking with local start up companies through the Swansea TechHub. 
This partnership will allow us to: 
- mentor start-ups 
- provide a pathway to use local SME’s to support us moving forward. 
We’re on track to hit a goal of 25% of central government expenditure on SMEs by 
2015.

  • 4. |Our strategy On 1 April 2014 we published our strategic plan to be “Simpler. Better. Safer.” We now have an ambition to transform our business: - making licensing simpler for the customer, - increasing our capabilities - becoming a digital centre of excellence for government.   • 5. |How we’ll get there Simpler delivery: Removing reliance on a prime contractor: Effectively managing our exit from the Partners Achieving Change Together (PACT) contract, plus the commercial and service transition necessary to move to a new operating model. Better services: Responding to customer needs: Accelerating and expanding our digital transformation, transferring customer-facing services on to a new digital platform. Ensuring our paper services are also fit for purpose. Safer business operation: Keeping the lights on: Keeping existing systems operating and supported until the end of transformation, thus safeguarding the collection of vehicle tax and other core functions.   • 6. | Delivering at pace - Our ‘View Driving Record’ exemplar goes live in September - We are now offering online services to Northern Ireland motorists for the first time - We’ll be abolishing the tax disc from October 1st. - Our other exemplar services will be live in early 2015 along with a new digital services platform Driver and Vehicle Licensing Agency

  • 8. | Supporting a digital Swansea - We want to help create a vibrant market of technology talent in Swansea. - We are forming partnerships with local and national universities and aim to put DVLA technologies into universities so students can use them for their courses. - This will provide a conveyer belt of local talent for the agency Driver and Vehicle Licensing Agency
  • 9. | Supporting a digital Swansea We are linking with local start up companies through the Swansea TechHub. This partnership will allow us to: - mentor start-ups - provide a pathway to use local SME’s to support us moving forward.
