Risk tolerances will vary from organization to organization, as well as sector to sector, depending on business plans, resources, operating structure, and regulatory environments. They also differ between the private sector and the government based on underlying constraints. Different entities are likely to have different priorities with respect to security investment as well as potentially differing judgments as to what the appropriate point of risk tolerance may be. Private sector organizations generally can increase investments to meet their risk tolerances and provide for their community of stakeholders, but investments in security and resilience have legitimate limits. The government must provide for national security and public safety and operates with a different set of limits in doing so. We looked at the actions other organizations are taking with these issues to understand those that are well-addressed and those that are not. We examined the cost-benefit analysis of the issues and effective interventions. Could NSC devote the resources necessary to make measurable impact? If so, how many injuries could be prevented?
How many lives could be saved?
The result of this analysis is an NSC strategy encompassing five core issues:
• Safety At Work: A Journey to Safety Excellence – A model to improve worker safety and enable any employer to advance toward workplace safety excellence
• Safe Communities: A Model for Community Prevention – A model for community engagement and leadership in injury prevention
• Prescription Drug Overdoses – A strategy to address injuries and fatalities caused by pain medications
• Distracted Driving – A strategy to reduce motor vehicle crashes, injuries and deaths associated with cell phone use while driving
• Teen Driving – A strategy to reduce the involvement of teens in motor vehicle crashes

is because if this is a descriptive fact, a truth, then it would pose a problem for Mill’s inductive
proof of Utility, which hinges on the observation that happiness is desired and therefore
desirable. If there are people who genuinely value virtue as the criteria of right and wrong, of
how one should act, then, at very least, happiness is not the only first principle, which is what the
Utilitarian claims. The solution to this problem for utilitarianism is to either swallow the
intuitively unsavory conclusion that virtue is without value, or show that virtue actually has
value belonging to, part of, or from happiness.
Mill states that where opponents make their mistake is in believing that utility is incompatible
with virtue. Mill holds that virtue is not only valuable as a means to pleasure, but in fact as an
end in itself. Virtue and happiness are perceived to be different, but Mill attempts to show that
this is superficial. It is by seeking virtue disinterestedly and for its own sake that virtue can
become part of pleasure, Mill claims.
