HCA deputy director of regulation Jonathan Walters talks about the key challenges for social housing providers at this National Housing Federation event (14 January 2016).
The document discusses the changing business model of social housing providers. It notes that assumptions about rented products, funding models, and rent increases are changing. As a result, providers' business models and financing are becoming more complex, incorporating factors like asset sales, new development, and diversification. The regulator seeks to understand how providers are managing risks in this shifting environment and ensure boards have the capacity to do so, but does not determine business strategies or risk appetite. The role is to assess compliance with regulatory standards and work with providers to remedy issues when concerns arise.

The Accelerated Construction (AC) initiative uses two models, the Contractor Model and Equity Model, to build homes on public land faster than the market. The Contractor Model involves the HCA procuring a partner to develop land, with the contractor responsible for planning, building, and selling homes. To mitigate risk, the HCA guarantees to buy unsold homes after 12 months. The Equity Model involves the HCA and contractor investing equity in a joint venture, with profits shared based on equity proportions. AC aims to increase homebuilding pace, diversify builders, and promote modern construction methods. Interested builders can bid to join regional Delivery Partner Panels to access large AC opportunities.

Causes Supporting Charity for Elderly PeopleSERUDS INDIA
Around 52% of the elder populations in India are living in poverty and poor health problems. In this technological world, they became very backward without having any knowledge about technology. So they’re dependent on working hard for their daily earnings, they’re physically very weak. Thus charity organizations are made to help and raise them and also to give them hope to live.

Editor's Notes
Introduce me
We have heard a lot today about …..
Sustainability is also about efficiency and using time and resources wisely.
It is likely that you will need to procure services and works.
designers, contractors, planners, developers, architects, engineers, ecologists
Procurement for public sector clients is challenging, time consuming and complicated.
One of the reasons FW panel are important
We are now all under great pressure to procure homes quickly and efficiently.
We have a lot to do – we need to comply with EU legislation, procurement rules, get best value, work efficiently. Treat people fairly
In short procurement is something of a nightmare. – this is my procurement nightmare.
Build relationships with companies.
We have been operating framework panels in HCA fro 10 years
HCA has operated Framework Panels for over 10 years
Some in their 3rd or 4th generation
We have made these available to LAs and RPs for around 8 years.
…over that time we have learnt a great deal
A lot of the procurement has already been done
Access to a pre-vetted list of companies
No need for OJEU - already done so 6 months faster than traditional OJEU procurement
Simple tender process that work for public and private sector
Suite of prepared information
Clear and simple handbook
Available free
Used by over 200 public bodies over the years so it is a…Well trodden path
3 main panel at the moment
Property – advice , valuation, buyingand selling of land
Multi D
And Delivery Partner – procurement of development and construciton
Will focus mainly on Multi D today
There are our Multi D Panel members
On next few slides I have examples of some of the work they have done
WSP were commissioned through the framework by Oxfordshire County Council to develop a vision and strategy to push Oxford towards being recognised as a world-class cycling city. They teamed up with SUSTRANS
The cycle strategy contributed to Oxford’s growth agenda; helping to sustainably facilitate an 11% increase in population and 14,000 more jobs in the City.
The strategy was aspirational, yet practically deliverable.
Peter Brett working with Karusevic Carson
The Colville Estate regeneration project replaces 438 homes with 925 new apartments in medium and high rise construction.
The first phase, Bridport House, incorporates a cross laminated timber frame structure that avoids intrusive columns, reduces construction time and provides large reductions in the building’s embodied energy
Peter Brett applied their integrated approach to design homeshell structures that provide high-quality energy efficient dwellings working with Rogers Stirk Harbour + Partners and
SIG Insushell.
Manufactured off site and assembled quickly, they bridge the gap between design and operational performance.
In 2011 the Gov announced that it intended to accelerate the release of public sector land
DCLG identified £33m from HCA receipts
HCA identified sites that would benefit from investment.
Parsons Brinckerhoff led the production of a development brief and the submission of an outline planning application in an environmentally sensitive location.
Dev brief developed with Waverly Council and HCA and adopted as supplementary planning guidance
HCA completed procurement of a developer.
Parsons Brinkerhoff novated to developer to complete detailed design of infrastrucutre.
