Data Driven Governance Project in Chandrapur
Data Driven Governance was a unique project for microplanning of village development plans. The data for the overall development of the village was captured by tab based survey where 1000 volunteers worked with community to gather data and dashboard was created to monitor the progress of development in villages. The project provided very good platform for district administration to monitor the development in villages and also to track the budget expenditure with latest project updates. The project was appreciated at national level and United Nations selected it as a model project to showcase across India. This project then helped us to work on "Action Room to Reduce Poverty" policy initiative.

Abstract:
The Census is the only national public policy tool that collects data with a large enough sample size to report findings at small sub-municipal geographic scales. The loss of the long-form census may impede researchers and community based organizations from conducting neighbourhood analysis. Other surveys conducted by Statistics Canada do not have a large enough sample size to fill this gap. Canadians may be left with analyzes on a variety of public policy issues only at the city or metropolitan area scale. This would impede the ability for place based analysis and location specific action. Neighbourhood scale research using Census data will be discussed, The Cybercartographic Pilot Atlas of the Risk of Homelessness created at the Geomatics and Cartographic Research and other examples from community based research initiatives such as the Community Data Consortium will be presented. This will include maps and data about social issues in Canadian cities & metropolitan areas (e.g. Calgary, Toronto, Halton, Sault Ste. Marie, Hamilton, Ottawa, Montreal, & others) to demonstrate the importance of local analysis. The impact of the loss for evidence based decision making for communities in Canada’s will be the key element of the discussion."Community Conversation: Preparing for Growth" in Johnson County

Six years of community mapping in rural Tanzania
This document summarizes 6 years of community mapping efforts in rural Tanzania led by Crowd2Map and Tanzania Development Trust. Over 16,000 volunteers have mapped over 5.3 million buildings, 300,000 km of roads, and 12,000 sq km across Tanzania. The mapping helps connect over 10,000 people living in areas not shown on any map. Through training local digital champions, the maps also help protect girls from female genital mutilation and gender-based violence by allowing them to find safe houses. In total, the mapping efforts have helped over 3,000 girls avoid being cut and coincided with a 75% reduction in FGM death rates over 5 years.
Community Engagement for Complete Communities
In our everyday lives, we interact with people who look, act, and think like us. In the course of our jobs as planners, we interact with the public—that entire collection of human variability that exists in communities. To engage effectively, we are required to get outside our comfort zone and reach out to the entire collection of residents that make a complete community. This workshop held at the National Regional Transportation Conference (June 2019, Columbus, OH) presented in an interactive format how a planner can develop a community engagement strategy based upon the five I’s of public involvement—Identify, Invite, Inform, Involve, and Improve. Workshop participants were briefed on the concepts of environmental justice, recent public involvement tools and strategies, and then interact in groups to develop a public participation plan for a community scenario.

A group of citizens in Gresham, Oregon are pursuing a ballot initiative to amend the city charter to require city council members to be elected from six geographic districts, aiming for the November 2012 election. Currently the city has an at-large election system. The document discusses concerns that the at-large system reduces neighborhood representation and citizen involvement in local governance. It provides details on neighborhood associations and committees from the city code and questions whether the current system adequately represents all areas of the city.

The Black & Veatch 2017 Strategic Directions: Smart City/Smart Utility Report investigates the progress made by communities and utilities as they continue their evolution toward smarter infrastructure. Around the globe, cities and utilities are beginning to see tangible results from preliminary efforts and are gaining confidence in what a smart city can be.
Municipalities are starting to understand the power of data and how it can foster and support master planning, and how a roadmap can define, drive and ultimately enable smart city initiatives. Utilities are working to integrate advanced technologies—such as evolving to accommodate distributed energy resources (DER) and improving network connectivity—to determine a successful path forward in a changing landscape.
Most importantly, communities and utilities are coming to the understanding that proactive data management—from collection to visualization and analytics—is critical to the smart city movement because it will allow them to prioritize efforts, commit funding and allocate resources in a tactical manner.
The 2017 Strategic Directions: Smart City/Smart Utility Report also discusses potential hurdles that may impede success. For example, key gaps remain in the areas of planning, funding and technology through data management that will force governments and utility providers to revisit how they approach these efforts.

The annual Black & Veatch 2017 Strategic Directions: Smart City/Smart Utility Report is a compilation of data and analysis from an industrywide survey. This year’s survey was conducted online from 19 October 2016 through 4 November 2016. A total of 741 qualified utility, municipal, commercial and community stakeholders completed a majority of the survey. Because the survey was administered online, the amount of self-selection bias is unknown, therefore, no estimates of sampling error have been calculated.

Dynamic policy enforcement is becoming an increasingly important topic in today’s world where data privacy and compliance is a top priority for companies, individuals, and regulators alike. In these slides, we discuss how LinkedIn implements a powerful dynamic policy enforcement engine, called ViewShift, and integrates it within its data lake. We show the query engine architecture and how catalog implementations can automatically route table resolutions to compliance-enforcing SQL views. Such views have a set of very interesting properties: (1) They are auto-generated from declarative data annotations. (2) They respect user-level consent and preferences (3) They are context-aware, encoding a different set of transformations for different use cases (4) They are portable; while the SQL logic is only implemented in one SQL dialect, it is accessible in all engines.

In these slides, we discuss how LinkedIn implements a powerful dynamic policy enforcement engine, called ViewShift, and integrates it within its data lake. We show the query engine architecture and how catalog implementations can automatically route table resolutions to compliance-enforcing SQL views. Such views have a set of very interesting properties: (1) They are auto-generated from declarative data annotations. (2) They respect user-level consent and preferences (3) They are context-aware, encoding a different set of transformations for different use cases (4) They are portable; while the SQL logic is only implemented in one SQL dialect, it is accessible in all engines.

End-to-end pipeline agility - Berlin Buzzwords 2024
We describe how we achieve high change agility in data engineering by eliminating the fear of breaking downstream data pipelines through end-to-end pipeline testing, and by using schema metaprogramming to safely eliminate boilerplate involved in changes that affect whole pipelines.
A quick poll on agility in changing pipelines from end to end indicated a huge span in capabilities. For the question "How long time does it take for all downstream pipelines to be adapted to an upstream change," the median response was 6 months, but some respondents could do it in less than a day. When quantitative data engineering differences between the best and worst are measured, the span is often 100x-1000x, sometimes even more.
A long time ago, we suffered at Spotify from fear of changing pipelines due to not knowing what the impact might be downstream. We made plans for a technical solution to test pipelines end-to-end to mitigate that fear, but the effort failed for cultural reasons. We eventually solved this challenge, but in a different context. In this presentation we will describe how we test full pipelines effectively by manipulating workflow orchestration, which enables us to make changes in pipelines without fear of breaking downstream.
Making schema changes that affect many jobs also involves a lot of toil and boilerplate. Using schema-on-read mitigates some of it, but has drawbacks since it makes it more difficult to detect errors early. We will describe how we have rejected this tradeoff by applying schema metaprogramming, eliminating boilerplate but keeping the protection of static typing, thereby further improving agility to quickly modify data pipelines without fear.
