The SME Innovation Instrument, Horizon2020 and Talent Europe. A discussion by...Alberto Minin
I provide a quick introduction to the Meridian Fellowship on Social Innovation and to my project, Talent Europe,
I will then present some of the latest numbers regarding the implementation of the SME Innovation instrument, one of the most innovative parts of the 8th presentation Framework program called Horizon 2020
I will briefly share with you three concepts that I think might be interesting to explore as a basis of a useful comparison between Europe and US science and technology Policy.
What I am seeking to do as a Meridian Fellow is to expand my expertise on science and technology policy and to contribute to the debate around this topic that is developing in Europe. I think that there are better ways to engage and to empower EU talent, and to make it become key player of EU Economic Recovery and competitiveness
The US had been a continuous source of inspiration for the EU debate on science and technology, and more in general on innovation policy.
Later on I will discuss about the SME innovation instrument that had been inspired in part by the SBIR program here in the US.
Not only policy makers and scholars have been guiding this exchange of ideas and experiences, but also US Embassies in Europe have been very important in sharing with Europe some news. I am very familiar with the case of the US Embassies in Italy. The past three Ambassadors have been evangelists of messages and priorities. Ronald Spogli emphasized the role of high tech entrepreneurs in society, David Thorne has focused on the role the digital economy can have a driver of growth, more recently the sitting ambassador, John Phillips is very vocal about the benefits that Italy could derive by a more efficient judiciary system
My experience as scholar, and teacher is telling me that the debate on innovation in Europe is desperately in need of some fresh air and new ideas.
I believe that there are four areas where we can look.
The first one has to do with new original ways to communicate the relevance of sicence and technology for society.
The second has to do with the way we mentor and assist scientists and engineers that seek to become entrepreneurs. What is the role of universities, government and private sector to achieve this task.
Third area is corporate entrepreneurship, industrial venturing and the attitude EU large corporations have towards change.
Finally demands side innovation policy: public procurement and the setting of challenges and ambitious goals, where sometimes the role of the government should not be to provide the means to achieve these goals, but to promise to act as first buyer for the best solutions for a specific challenge.

The global demand and supply equation has become increasingly difficult to solve, so new thinking is critical for the sustainable future of the globe. We at VTT believe bioeconomy represents this new kind of thinking. Growing national and global interest in sustainable
development is expected to make bioeconomy an essential part of the economic system in the years to come.
The Bioeconomy is especially important for Finland. It already accounts for about EUR 60 billion of GDP, and a doubling of this amount by 2030 is considered possible. The Bioeconomy does not happen by itself, but it requires a strong will, ambitious targets, and action towards these targets. New technical, societal and business innovations are needed along the way, with science and technology as the key enablers. A successful bioeconomy requires a multidisciplinary approach, combining disciplines ranging from chemistry to design. As a cross-cutting approach it has an effect on the whole of society, linking food security and people´s well-being to the sustainable use of raw materials and natural resources.
VTT forms a platform for an innovation ecosystem attracting industrial and other stakeholders from Finland and elsewhere to make the Bioeconomy happen.
Durante la Semana de la Agricultura y la Alimentación, el Programa de Investigación del CGIAR en Cambio Climático, Agricultura y Seguridad Alimentaria – CCAFS, la Organización de las Naciones Unidas para la Alimentación y la Agricultura, FAO, y el Centro Internacional de Agricultura Tropical – CIAT, apoyaron la II Reunión Internacional de Ministros y altas autoridades de agricultura sobre agricultura sostenible y cambio climático con un documento base y su presentación sobre los retos que representa el cambio climático para la agricultura en Latino América y el Caribe.

A first definition … The new bio-economy, a concept synthesized by the OECD as “the aggregate set of economic operations in a society that uses the latent value incumbent in biological products and processes to capture new growth and welfare benefits for citizens and nations” (OECD,2006), is increasingly seen as a workable alternative to move today’s economies in thedirection of more sustainable natural resource use and economic growth. The transition toeconomies and societies based on this concept is already underway and there is clearevidence of its potential and impacts in a wide arch of application sectors, going from foodand health to transportation, construction and, even, the recreational industry.

Industry: anticorrosion, water treatment, purification processes, special lubricants, packings... Transport: fuel, lubricants, antifreeze and other fluids, plastics, anti-corrosives… Textiles: fibers, fabrics, rugs, fillings, dyes, lycra, spandex…. 15. OUR issue … ..... The new bio-economy is increasingly seen as a workable alternative to move today’s economies in the direction of more sustainable natural resource use and economic growth. In its essence it’s the coming together of biology, chemistry, materials sciences, genomics and information technology to better exploit natural resources both in agriculture and industry.... The questions and challenge is whether the new concepts are of relevance for the small scale and what are the needed policies to promote and guide investments and the new institutions to ensure the safety of the new technologies and the equitable distribution of the benefits of the ensuing economic growth....

EU-Latin American and Caribbean senior officials meeting in Brussels gives boost to cooperation in research and innovation Senior officials from Europe, Latin America and the Caribbean met on 28-29 March 2011 in Brussels, for the first time under the umbrella of a new EU-LAC Joint Initiative for Research and Innovation. Building on existing cooperation between the EU and countries in Latin America and the Caribbean, this Joint Initiative adopted by the Madrid Ministerial Forum and EU-LAC Summit in 2010, aims to deliver greater benefits from scientific cooperation between the two regions. The meeting, attended by senior officials from 32 countries, the Commission and the European External Action Service, endorsed the development of new pilot initiatives in science and technology.

EU-Latin American and Caribbean senior officials meeting in Brussels gives boost to cooperation in research and innovation The workshop focused on how to enhance cooperation in pilot activities (Joint Initiatives for Research & Innovation) which reflect major challenges to European, Latin American and Carribeansocieties. Working groups co-led by one country from each region address the pilots. These are: 1. Developing the bio-economy to guarantee food security; 2. Confronting biodiversity and climate change; 3. 53. Eco-efficiency…. The term eco-efficiency was coined by the World Business Council for Sustainable Development (WBCSD) in its 1992 publication "Changing Course". It is based on the concept of creating more goods and services while using fewer resources and creating less waste and pollution. According to the WBCSD definition, eco-efficiency is achieved through the delivery of "competitively priced goods and services that satisfy human needs and bring quality of life while progressively reducing environmental impacts of goods and resource intensity throughout the entire life-cycle to a level at least in line with the Earth's estimated carrying capacity." This concept describes a vision for the production of economically valuable goods and services while reducing the ecological impacts of production.
