Extension • If an extension of time to submit work is required, a Special Consideration Application must be submitted directly to the School's Administration Officer, in Melbourne on Level 6 or in Sydney on Level 7. In the event of a major disease outbreak, senior managers need to respond in a timely fashion. To be able to do so, one needs to have all the latest information and data to make an appropriate decision. The County Health Department (CHD)’s strategic plan specific es increasing capacities for the program evaluation and response to major communicable disease outbreaks. Senior managers have identified ed the need to improve informatics capacity as an important step toward meeting these goals. Currently, each community health services program of CHD has information systems that effectively track specific information for their assigned work. However, the systems were designed reactively without considering future expansions or an updated public health data plan. Each data base is almost a standalone system. While the state data bases are linked to CHD’s data bases, the environmental data bases are not linked with communicable disease data bases. Representatives from the Tuberculosis (TB) program, for example, had to enter identical client information in four different places. Moreover, the state mandates the public health department report the health conditions of its citizens and control infectious diseases. In order for this to happen, one needs informatics systems that are capable of tracking infectious diseases and reporting all investigations in a timely manner. While the benefits of an integrated data base stand out, most employees in CHD are reluctant to change, particularly with regard to adopting and using a new technology as evidenced by the implementations of the EMR systems and other specifically designed data bases. To ensure success of the implementation, the project manager must provide relevant information to the stakeholders on a regular basis. This case focuses on project communication management, especially within the communication plan.

It all began when a new epidemiologist, hired by CHD, articulated the need to have an integrated public health informatics system. With the new system, the reporting of infectious diseases as well as possible future outbreaks could be done in a timely fashion. The decision makers can then make an appropriate decision.
The communicable disease section of the county health department has taken the lead in championing this project. The team includes two IT engineers and the epidemiologist, who will be overseeing the project. The team is responsible for gathering business processes and information system requirements, working closely with stakeholders, and at the same time, training IT engineers using the best practices developed by the Public Health Informatics Institute (PHII).

In current healthcare settings, it is in the best interest of hospitals to have project management as the central focus and input to high performance. Project management solves unforeseen issues that may undermine the delivery of services since it is a performance road map that demands significant supervision, an organization, and strategy. The paper outlines the scope and charter's critical concepts for running the entire project using the available approaches and resources.
Scope Statement
A project requires a well-written scope statement that illustrates the whole thing. Aspects such as deliverables and their characteristics; and stakeholders of interests get considered by the scope. Most significantly, objectives and goals that measure the success form an integral part of the project scope. Project managers may write the scope or assign the role to one of the team members. He closely works together with their teams to have a full understanding of the scope value. This understanding involves assembling of viable techniques, tools, and processes for use (Guanci, 2019). Non-essential activities do not support the scope and need not be performed to ensure the project is completed behind schedule and deliver customer expectations. Signatures of the project manager and sponsor in the scope indicate an agreement for what is included in the plan in the course of the project execution
Project Charter
Any successful project must have a charter. Charter states the objectives, the process of project execution, and identifies the project's stakeholders. It forms the most critical ingredient in project planning as it is used in the entire lifecycle of the project. Summarily, project charter documents: reasons for the project, objectives and challenges of the project, identified risks, the significance of the project, overview of the budget, and key stakeholders. A well-created charter is the one that project goals and objectives are well understood, the project organization is defined, the implementation plan is ready, and likely challenges listed (Putlitz, 2019). So, the charter is an integral part of the project management process and get approved by a steering committee comprising of stakeholders or by leadership.
Conclusion
Both project scope and charter define the chances of successful project management process and implementation. The two aspects are the project manager's blueprint and provide the necessary tools and resources for the execution. So, a wrongly-written scope or charter cannot identify some of the unforeseen risks that are likely to sabotage the achievement of the project's main objectives and overall purpose, leading to change.

Purpose
Communication is a key element for every successful project. A project manager is required to identify all the project’s communication needs and their timeline. Project manager use communication plan to reach key stakeholders for the purpose of providing them with direction, information, and any update regarding the project’s status or progress (Muller & Turner, 2017). Communication is crucial in ensuring that stakeholders align their efforts with the goals, requirements, and schedules of the project being implemented (Binder, 2016). Through effective communication, all the key stakeholders can be engage in fruitful discussions which lead to better understanding and decision making.
Communication dominates the real landscape of project management. Project managers need to communicate the project scope, expectations, and objectives to the project team. On the other hand, project sponsors and steering committee require updates on the project progress and budget estimations (Muszynska et al., 2015). Project manager will encourage regular communication with project team members so as to get a glimpse of the issues and challenges they encounter in the course of implementing the project within the given timeline. Thus, a communication plan helps the project manager to provide direction to stakeholders and drive the overall project success (Leach, 2014).
Project Overview
project covered in this paper involves the upgrade of IRTC Manufacturing Enterprise’s legacy billing system. Notably, the current system has been in existence for over ten years now and due to technological advancements, there is need to upgrade the system in order to meet the organizational needs. This major upgrade is geared towards refining the current business processes, enhance efficiency, reduce the cost of operations, as well as improve customer satisfaction. The sheer size and significance of the project to the organization calls for effective planning and execution.
Notably, communication remains at the center of the project implementation (Austin & Pinkleton, 2015). As a project manager, communicating with my team is crucial so as to get all relevant information regarding this key upgrade. Moreover, I will be required to communication regularly with the project supervisors, sponsors, and steering committee in order to give them all the updates regarding issues and status of the project. Notably, there is need for me to develop a detailed communication plan that will guide the communication needs throughout the project (Kerzner, 2017).

We have already introduced the topic of information system risks and risk assessment in Chapter 8. In this chapter, we describe the specific risks to information systems projects and show what can be done to manage them effectively.Dimensions of Project Risk
Systems differ dramatically in their size, scope, level of complexity, and organizational and technical components. Some systems development projects are more likely to create the problems we have described earlier or to suffer delays because they carry a much higher level of risk than others. The level of project risk is influenced by project size, project structure, and the level of technical expertise of the information systems staff and project team.
· Project size. The larger the project—as indicated by the dollars spent, the size of the implementation staff, the time allocated for implementation, and the number of organizational units affected—the greater the risk. Very large-scale systems projects have a failure rate that is 50 to 75 percent higher than that for other projects because such projects are complex and difficult to control. The organizational complexity of the system—how many units and groups use it and how much it influences business processes—contributes to the complexity of large-scale systems projects just as much as technical characteristics, such as the number of lines of program code, length of project, and budget. In addition, there are few reliable techniques for estimating the time and cost to develop large-scale information systems.
· Project structure. Some projects are more highly structured than others. Their requirements are clear and straightforward, so outputs and processes can be easily defined. Users know exactly what they want and what the system should do; there is almost no possibility of the users changing their minds. Such projects run a much lower risk than those with relatively undefined, fluid, and constantly changing requirements; with outputs that cannot be fixed easily because they are subject to users’ changing ideas; or with users who cannot agree on what they want.

Process Description:
Currently (AS-IS), the Graduate pre-registration process is as follows for Process University: – the goal is to have students select appropriate classes for the next semester as efficiently as possible without jeopardizing the business rules and prerequisite rules of the University. These rules are as follows:
· A student is not allowed to preregister until they have been officially accepted into the program.
· If a student has an outstanding bill with the university they will not be able to preregister.
· The Student is allowed to meet with a graduate adviser to advise course selection (even if they have an outstanding bill). (it is the student’s choice to do so)
· Students must adhere to the prerequisites of classes – therefore each course selected must be checked to see if the student has completed the required prerequisites of each course pre-selected. Courses will not be approved until course prerequisites are satisfied. In rare cases the student may get approval from administration if they do not have the appropriate prerequisites.
· Once a course is approved, a seat in that course is assigned to the student if there are still seats available (if course is not closed) and the course is added to the roster of the student.
· If a course is closed, the student may request a meeting with a graduate adviser to see if the student is eligible to be added into the course.
· If a course is closed and the student does not wish to take further action, or the student was denied further action; the student is asked to select another course.
· If the student opts not to complete the preregistration, the registrar (administration) and the student’s adviser are notified.
(TO-BE) Process University will be implementing on-line pre-registration in the near future. Design and model the TO-BE process with this in mind, however all the business rules listed above still must be maintained in addition to the new rule below.
· A student is prompted and asked if they would like to register for another course, once the student has indicated they do not want to register for any more courses OR they have registered for the maximum number of courses (which is four), the system will print a list of courses they registered for.

Methodologies and Strategies, I will implement to meet the Goals
The methodologies and strategies used to implement a project in a hospital depend on the objectives and the risk one wants to take. The formulation of a strategy for the implementation of the project can be seen from two perspectives: Degree of propensity or aversion to change and Specific goal (Chapman, 2011). The Degree of propensity or aversion to change Typically follows three paths to which are: Implementation of an elementary version, Implementation in a single effort and Implementation with deployment. The Implementation of an elementary version Sometimes is said that it starts with the "out of the box" which means that the system is accepted as it is ("as is") to then add, gradually, additional functions once the basic functions work and do it satisfactorily. On the other hand, Implementation in a single effort strategy is the most ambitious strategy which makes it is possible to propose different approaches, ranging from the implementation of isolated modules, which will gradually be linked to the legacy systems of the project until the implementation of the complete system. Finally, the Implementation with deployment or roll out is variant to both (Bakeev, 2010).
Business Functions that will be impacted by My Action Plan
The main responsibility of a project team is developing a plan and supervising the execution of the project, which will maintain relationships with external programmers (consultants), administrators and cooperative members. It will also impact business plans such as the human resource because the action plan must Determine all the tasks necessary to achieve each objective where fundamental human resources, capital and budget needs, express analysis of risks, training plans, pilot plan, and execution plan are put into consideration, and they involve human recourse. The action plan has to Define the duration and resources required for each task, and it also has to Determine and calculate the costs that will be used in the project thus affecting the accounting and bookkeeping function of a business. Consultation strategy is very crucial to implement the strategy across business functions. Involving all the stakeholders in every stage of implementation will also ensure that the action plan is fully implemented and every stakeholder will feel being part of the plan (Sheikh et al., 2011).

A B S T R A C T : 'Virtual memorials' intended to memorialize the lives of children imply significant shifts in the conceptualiza-
tion of death, particularly for grieving parents. Created by parents in memory of their deceased children, on-line memorials
constructed using templates reflect strong cultural beließ about the nature of childhood deaths, grief and the development of a
kind of distal afterlife. Yirtual memorials create a new social value for the deceased and shift death and bereavement from
private into more public experiences. Building upon this work, we describe a kind of 'on-line immortality' created through
virtual memorials where the virtiud presence of the deceased in text and images, and practices intended to sustain a relation-
ship with the deceased can extend bereavement and the social lives of the dead indefinitely. While such memorials can offer
solace, they also potentiate business opportunities for those hoping to create lasting customers. As such, they may also extend
mourning indefinitely. This may be especiaUy true for certain kinds of deeply problematic deaths, such as those of children.

Though many people sit night after night intheir living rooms watching various kinds of
'death' and irmumerable dead bodies as a form
of entertainment (e.g., CSI, Bones), the death of
loved ones and the grief which follows are still
mosdy sequestered from everyday life in eco-
nomically and technologically advantaged coun-
tries, including Canada. Grief and bereavement
are confmed to specific times and places, and are
mainly private, or secluded experiences. Most
deaths take place in hospitals, nursing homes, and
hospices, and are managed by health care profes-
sionals who also inform the bereaved of what is
'normal' and what is 'pathological' in the grief
process, and offer ways to 'resolve' grief and to
grieve properly. Anthropological research has
long established that the dead in many cultural
contexts have social lives (Baydala, Hampton,
Rinunwa, Kinunwa, & Kinunwa, 2006; Counts
& Counts, 2004; Hattori, McCubbin, & Ishida,
2006; Keesing, 1982; Rodman & Rodman,
1983). But, until recendy the dominant approach
in Canadian bereavement care has been that
survivors should view death as fmal and they
should 'wor.

Purpose
Communication is a key element for every successful project. A project manager is required to identify all the project’s communication needs and their timeline. Project manager use communication plan to reach key stakeholders for the purpose of providing them with direction, information, and any update regarding the project’s status or progress (Muller & Turner, 2017). Communication is crucial in ensuring that stakeholders align their efforts with the goals, requirements, and schedules of the project being implemented (Binder, 2016). Through effective communication, all the key stakeholders can be engage in fruitful discussions which lead to better understanding and decision making.
Communication dominates the real landscape of project management. Project managers need to communicate the project scope, expectations, and objectives to the project team. On the other hand, project sponsors and steering committee require updates on the project progress and budget estimations (Muszynska et al., 2015). Project manager will encourage regular communication with project team members so as to get a glimpse of the issues and challenges they encounter in the course of implementing the project within the given timeline. Thus, a communication plan helps the project manager to provide direction to stakeholders and drive the overall project success (Leach, 2014).
Project Overview
project covered in this paper involves the upgrade of IRTC Manufacturing Enterprise’s legacy billing system. Notably, the current system has been in existence for over ten years now and due to technological advancements, there is need to upgrade the system in order to meet the organizational needs. This major upgrade is geared towards refining the current business processes, enhance efficiency, reduce the cost of operations, as well as improve customer satisfaction. The sheer size and significance of the project to the organization calls for effective planning and execution.
Notably, communication remains at the center of the project implementation (Austin & Pinkleton, 2015). As a project manager, communicating with my team is crucial so as to get all relevant information regarding this key upgrade. Moreover, I will be required to communication regularly with the project supervisors, sponsors, and steering committee in order to give them all the updates regarding issues and status of the project. Notably, there is need for me to develop a detailed communication plan that will guide the communication needs throughout the project (Kerzner, 2017).

We have already introduced the topic of information system risks and risk assessment in Chapter 8. In this chapter, we describe the specific risks to information systems projects and show what can be done to manage them effectively.Dimensions of Project Risk
Systems differ dramatically in their size, scope, level of complexity, and organizational and technical components. Some systems development projects are more likely to create the problems we have described earlier or to suffer delays because they carry a much higher level of risk than others. The level of project risk is influenced by project size, project structure, and the level of technical expertise of the information systems staff and project team.
· Project size. The larger the project—as indicated by the dollars spent, the size of the implementation staff, the time allocated for implementation, and the number of organizational units affected—the greater the risk. Very large-scale systems projects have a failure rate that is 50 to 75 percent higher than that for other projects because such projects are complex and difficult to control. The organizational complexity of the system—how many units and groups use it and how much it influences business processes—contributes to the complexity of large-scale systems projects just as much as technical characteristics, such as the number of lines of program code, length of project, and budget. In addition, there are few reliable techniques for estimating the time and cost to develop large-scale information systems.
· Project structure. Some projects are more highly structured than others. Their requirements are clear and straightforward, so outputs and processes can be easily defined. Users know exactly what they want and what the system should do; there is almost no possibility of the users changing their minds. Such projects run a much lower risk than those with relatively undefined, fluid, and constantly changing requirements; with outputs that cannot be fixed easily because they are subject to users’ changing ideas; or with users who cannot agree on what they want.

Process Description:
Currently (AS-IS), the Graduate pre-registration process is as follows for Process University: – the goal is to have students select appropriate classes for the next semester as efficiently as possible without jeopardizing the business rules and prerequisite rules of the University. These rules are as follows:
· A student is not allowed to preregister until they have been officially accepted into the program.
· If a student has an outstanding bill with the university they will not be able to preregister.
· The Student is allowed to meet with a graduate adviser to advise course selection (even if they have an outstanding bill). (it is the student’s choice to do so)
· Students must adhere to the prerequisites of classes – therefore each course selected must be checked to see if the student has completed the required prerequisites of each course pre-selected. Courses will not be approved until course prerequisites are satisfied. In rare cases the student may get approval from administration if they do not have the appropriate prerequisites.
· Once a course is approved, a seat in that course is assigned to the student if there are still seats available (if course is not closed) and the course is added to the roster of the student.
· If a course is closed, the student may request a meeting with a graduate adviser to see if the student is eligible to be added into the course.
· If a course is closed and the student does not wish to take further action, or the student was denied further action; the student is asked to select another course.
· If the student opts not to complete the preregistration, the registrar (administration) and the student’s adviser are notified.
(TO-BE) Process University will be implementing on-line pre-registration in the near future. Design and model the TO-BE process with this in mind, however all the business rules listed above still must be maintained in addition to the new rule below.

Methodologies and Strategies, I will implement to meet the Goals
The methodologies and strategies used to implement a project in a hospital depend on the objectives and the risk one wants to take. The formulation of a strategy for the implementation of the project can be seen from two perspectives: Degree of propensity or aversion to change and Specific goal (Chapman, 2011). The Degree of propensity or aversion to change Typically follows three paths to which are: Implementation of an elementary version, Implementation in a single effort and Implementation with deployment. The Implementation of an elementary version Sometimes is said that it starts with the "out of the box" which means that the system is accepted as it is ("as is") to then add, gradually, additional functions once the basic functions work and do it satisfactorily. On the other hand, Implementation in a single effort strategy is the most ambitious strategy which makes it is possible to propose different approaches, ranging from the implementation of isolated modules, which will gradually be linked to the legacy systems of the project until the implementation of the complete system. Finally, the Implementation with deployment or roll out is variant to both (Bakeev, 2010).
Business Functions that will be impacted by My Action Plan
The main responsibility of a project team is developing a plan and supervising the execution of the project, which will maintain relationships with external programmers (consultants), administrators and cooperative members. It will also impact business plans such as the human resource because the action plan must Determine all the tasks necessary to achieve each objective where fundamental human resources, capital and budget needs, express analysis of risks, training plans, pilot plan, and execution plan are put into consideration, and they involve human recourse. The action plan has to Define the duration and resources required for each task, and it also has to Determine and calculate the costs that will be used in the project thus affecting the accounting and bookkeeping function of a business. Consultation strategy is very crucial to implement the strategy across business functions. Involving all the stakeholders in every stage of implementation will also ensure that the action plan is fully implemented and every stakeholder will feel being part of the plan (Sheikh et al., 2011).

Death and grief on-line: Virtual memorialization and changing
concepts of childhood death and parental
bereavement on the Internet

A B S T R A C T : 'Virtual memorials' intended to memorialize the lives of children imply significant shifts in the conceptualiza-
tion of death, particularly for grieving parents. Created by parents in memory of their deceased children, on-line memorials
constructed using templates reflect strong cultural beließ about the nature of childhood deaths, grief and the development of a
kind of distal afterlife. Yirtual memorials create a new social value for the deceased and shift death and bereavement from
private into more public experiences. Building upon this work, we describe a kind of 'on-line immortality' created through
virtual memorials where the virtiud presence of the deceased in text and images, and practices intended to sustain a relation-
ship with the deceased can extend bereavement and the social lives of the dead indefinitely. While such memorials can offer
solace, they also potentiate business opportunities for those hoping to create lasting customers. As such, they may also extend
mourning indefinitely. This may be especiaUy true for certain kinds of deeply problematic deaths, such as those of children.

Though many people sit night after night intheir living rooms watching various kinds of
'death' and irmumerable dead bodies as a form
of entertainment (e.g., CSI, Bones), the death of
loved ones and the grief which follows are still
mosdy sequestered from everyday life in eco-
nomically and technologically advantaged coun-
tries, including Canada. Grief and bereavement
are confmed to specific times and places, and are
mainly private, or secluded experiences. Most
deaths take place in hospitals, nursing homes, and
hospices, and are managed by health care profes-
sionals who also inform the bereaved of what is
'normal' and what is 'pathological' in the grief
process, and offer ways to 'resolve' grief and to
grieve properly. Anthropological research has
long established that the dead in many cultural
contexts have social lives (Baydala, Hampton,
Rinunwa, Kinunwa, & Kinunwa, 2006; Counts
& Counts, 2004; Hattori, McCubbin, & Ishida,
2006; Keesing, 1982; Rodman & Rodman,
1983). But, until recendy the dominant approach
in Canadian bereavement care has been that
survivors should view death as fmal and they
should 'wor.

1. Introduction
Technical indicator is widely used to generate trading signals by practitioners to make
trading decisions. The usual rule is to trade with the trend. In this case, the trader initiates a
position early in the trend and maintains that position as long as the trend continues.
In this assignment, you are asked to study the statistical properties of returns for applying
the oldest and most widely used method in technical indicators—moving averages.1
The structure of this paper is given as follows. Section 2 defines the trading rule (or
strategy). In Section 3 and 4, we formulate the trading return based on a given trading rule and
state the corresponding statistical properties, respectively. The questions for you to answer are
listed in Section 5. Finally, references and appendix are given in Section 6 and 7, respectively.
2. Trading rule
Suppose that at each time 𝑡, market participants predict the direction of the trend of asset
prices using a price-based forecast 𝐹#, where 𝐹# is a function of past asset prices

OVERVIEW
The Native Americans left few written records of the arrival of the Spanish conqueror
Hernán Cortés in Tenochtitlán (today's Mexico City) in 1519. From them, however, Miguel
León Portillo, a Mexican anthropologist, constructed an eyewitness account of how Cortés
treated the Native Americans and seized Montezuma (also known as Moctezuma) before
going on to destroy the city and to take over much of what is present-day Mexico.
GUIDED READING As you read, consider the following questions:

he Spaniards arrived in Xoloco, near the entrance to Tenochtitlan. That
was the end of the march, for they had reached their goal.
Motecuhzoma now arrayed himself in his finery, preparing to go out to
meet them. The other great princes also adorned their persons, as did the
nobles and their chieftains and knights. They all went out together to meet the
strangers.
They brought trays heaped with the finest flowers—the flower that
resembles a shield; the flower shaped like a heart; in the center, the flower with
the sweetest aroma; and the fragrant yellow flower, the most precious of all.
They also brought garlands of flowers, and ornaments for the breast, and
necklaces of gold, necklaces hung with rich stones, necklaces fashioned in the
petatillo style.
Thus Motecuhzoma went out to meet them, there in Huitzillan. He
presented many gifts to the Captain and his commanders, those who had
come to make war. He showered gifts upon them and hung flowers around
their necks; he gave them necklaces of flowers and bands of flowers to adorn
their breasts; he set garlands of flowers upon their heads. Then he hung the
gold necklaces around their necks and gave them presents of every sort as gifts
of welcome. . . .

The messengers reported to the king. They told him how they had made
the journey, and what they had seen, and what food the strangers ate.
Motecuhzoma was astonished and terrified by their report, and the description
of the strangers' food astonished him above all else.

He was also terrified to learn how the cannon roared, how its noise
resounded, how it caused one to faint and grow deaf. The messengers told
him: "A thing like a ball of fire comes out of its entrails: it comes out shooting
sparks and raining fire. The smoke that comes out with it has a pestilent odor,
like that of rotten mud. This odor penetrates even to the brain and causes the
greatest discomfort. If the cannon is aimed against a mountain, the mountain

SUMMARY OVERVIEW
This chapter is concerned with relationships among public-sector organizations, an issue that has
become an increasingly important focus for public administrators at all levels. Given the
complexity of modern society, the work of a public administrator likely will involve an intricate
set of relationships with a variety of groups external to the administrator’s own agency, including
public, nonprofit, and private organizations. The chapter includes a comprehensive discussion
about the concept of intergovernmental relations (IGR), which the authors define as “the complex
and interdependent relationships among those at various levels of government as they seek to
develop and implement public programs,” and federalism, which is the relationship and division
of power between the federal government and state governments.
This discussion addresses the changing patterns of funding for public programs, which is
instrumental to an understanding of intergovernmental relations, and touches on the various
approaches to federalism that have been employed in the United States. This includes a
description of how recent presidential administrations, from Reagan to Obama, have approached
the relationship between the federal government and the states, and offers insights into the courts’
influence in this area as well. This chapter also addresses IGR from the perspective of states and
localities, including funding and the use of preemptions and mandates, and includes a discussion
of subnational relationships, including state-to-state, state-to-local, and local-to-local.
This is followed by an examination of the relationships between governmental and
nongovernmental organizations in the public sector, highlighting the role of the latter in the
policy process. As the authors note, not only have nonprofit, for-profit, and faith-based
organizations taken a leading role in delivering public services, they also play an important part in
bringing issues to the public agenda and influencing decisions about public problems. An
important theme running throughout this discussion concerns a description and an evaluation of

Knowing that Mrs. Mallard was afflicted with a heart trouble, great care was taken to break
to her as gently as possible the news of her husband's death.
It was her sister Josephine who told her, in broken sentences; veiled hints that revealed in
half concealing. Her husband's friend Richards was there, too, near her. It was he who had been
in the newspaper office when intelligence of the railroad disaster was received, with Brently
Mallard's name leading the list of "killed." He had only taken the time to assure himself of its
truth by a second telegram, and had hastened to forestall any less careful, less tender friend in
bearing the sad message.
She did not hear the story as many women have heard the same, with a paralyzed inability to
accept its significance. She wept at once, with sudden, wild abandonment, in her sister's arms.
When the storm of grief had spent itself she went away to her room alone. She would have no
one follow her.
There stood, facing the open window, a comfortable, roomy armchair. Into this she sank,
pressed down by a physical exhaustion that haunted her body and seemed to reach into her soul.
She could see in the open square before her house the tops of trees that were all aquiver with
the new spring life. The delicious breath of rain was in the air. In the street below a peddler was
crying his wares. The notes of a distant song which some one was singing reached her faintly,
and countless sparrows were twittering in the eaves.
There were patches of blue sky showing here and there through the clouds that had met and
piled one above the other in the west facing her window.
She sat with her head thrown back upon the cushion of the chair, quite motionless, except
when a sob came up into her throat and shook her, as a child who has cried itself to sleep
continues to sob in its dreams.
She was young, with a fair, calm face, whose lines bespoke repression and even a certain
strength. But now there was a dull stare in her eyes, whose gaze was fixed away off yonder on
one of those patches of blue sky. It was not a glance of reflection, but rather indicated a
suspension of intelligent thought.

Case 1: Arnold, a 62-year-old plumber, had been experiencing a series of symptoms, including increased thirst, frequent urination, and
unusual weight loss. After some prodding from his wife, he went to see his family physician, Dr. Lopez. The doctor gave him a physical
exam, ordered some blood work, and scheduled a follow-up appointment. On the return visit, Arnold sat down with the doctor to discuss
his diagnosis. Dr. Lopez explained, “You have noninsulin-dependent diabetes or type 2 diabetes, which is a chronic condition that affects
the way your body metabolizes glucose. Insulin is a pancreatic hormone that transforms dietary glucose into energy for your cells. If you
had type 1 diabetes, it would mean that your pancreas produces little or no insulin. However, with type 2 diabetes, your pancreas produc-
es sufficient amounts of insulin, but your cells are no longer utilizing it efficiently, which causes fluctuation in your blood glucose levels. To
treat your condition, you’ll need to start eating a healthy diet, start exercising regularly, and monitor your blood sugar. I’m writing you a
prescription for Metformin and a glucose monitor.” After finishing his explanation, Dr. Lopez asked Arnold if he had any questions. Slightly
stunned, Arnold just shook his head and replied, “No.” Dr. Lopez also told him that his practice has a diabetes fact sheet posted on their
website and suggested that he look it up and read it. Arnold thanked him and left. He went to the pharmacy to have his prescription filled
and also bought a bottle of glucosamine, a dietary supplement used by some people to treat joint pain. When his wife asked what the
glucosamine was for, Arnold said, “I think I’m supposed to be taking it. The doctor mentioned it a few times.”

Introduction
Is our democracy in danger? It is a question we never thought we’d be
asking. We have been colleagues for fifteen years, thinking, writing, and
teaching students about failures of democracy in other places and times—
Europe’s dark 1930s, Latin America’s repressive 1970s. We have spent years
researching new forms of authoritarianism emerging around the globe. For
us, how and why democracies die has been an occupational obsession.
But now we find ourselves turning to our own country. Over the past two
years, we have watched politicians say and do things that are unprecedented
in the United States—but that we recognize as having been the precursors
of democratic crisis in other places. We feel dread, as do so many other
Americans, even as we try to reassure ourselves that things can’t really be
that bad here. After all, even though we know democracies are always
fragile, the one in which we live has somehow managed to defy gravity. Our
Constitution, our national creed of freedom and equality, our historically
robust middle class, our high levels of wealth and education, and our large,
diversified private sector—all these should inoculate us from the kind of
democrat.

Berkshire Instruments
Al Hansen, the newly appointed vice president of finance of Berkshire Instruments, was eager to talk to
his investment banker about future financing for the firm. One of Al’s first assignments was to
determine the firm’s cost of capital. In assessing the weights to use in computing the cost of capital, he
examined the current balance sheet, presented in Figure 1 below.
In their discussion, Al and his investment banker determined that the current mix in the capital structure
was very close to optimal and that Berkshire Instruments should continue with it in the future. Of some
concern was the appropriate cost to assign to each of the elements in the capital structure. Al Hansen
requested that his administrative assistant provide data on what the cost to issue debt and preferred
stock had been in the past. The information is provided in Figure 2 below.
When Al got the data, he felt he was making real progress toward determining the cost of capital for the
firm. However, his investment banker indicated that he was going about the process in an incorrect
manner. The important issue is the current cost of funds, not the historical cost. The banker suggested
that a comparable firm in the industry, in terms of size and bond rating (Baa), Rollins Instruments, had
issued bonds a year and a half ago for 9.3 percent interest at a $1,000 par value, and the bonds were
currently selling for $890. The bonds had 20 years remaining to maturity. The banker also observed that
Rollings Instruments had just issued preferred stock at $60 per share, and the preferred stock paid an
annual dividend of $4.80.
In terms of cost of common equity, the banker suggested that Al Hansen use the dividend valuation
model as a first approach to determining cost of equity. Based on that approach, Al observed that
earnings were $3 a share and that 40 percent would be paid out in dividends (D1). The current stock
price was $25. Dividends in the last four years had grown from 82 cents to the current value.
The banker indicated that the under-writing cost (flotation cost) on a preferred stock issue would be
$2.60 per share and $2.00 per share on common stock. Al Hansen further observed that his firm was in a
35 percent marginal tax bracket.
With all this information in hand, Al Hansen sat down to determine his firm’s cost of capital. He was a
little confused about computing the firm’s cost of common equity. He knew there were two different
formulas: One: One for the cost of retained earnings and one for the cost of new common stock. His
investment banker suggested that he follow the normally accepted approach used in determining the

Organizational Buying?Business market
Consists of all the organizations that acquire goods and services used in the production of other products or services that are sold, rented, or supplied to others
Frederick E. Webster Jr. and Yoram Wind define organizational buying as the decision-making process by which formal organizations establish the need for purchased products and services and identify, evaluate, and choose among alternative brands and suppliers. Any firm that supplies components for products is in the business-to-business marketplace. More dollars and items change hands in sales to business buyers than to consumers.

Business marketers contrast sharply with consumer markets in some ways. The business marketer normally deals with far fewer, much larger buyers than the consumer marketer does, particularly in such industries as aircraft engines and defense weapons. Because of the smaller customer base and the importance and power of the larger customers, suppliers are frequently expected to customize their offerings to individual business customer needs. Business goods are often purchased by trained purchasing agents, who must follow their organizations’ purchasing policies, constraints, and requirements. More people typically influence business buying decisions. Buying committees consisting of technical experts and even senior management are common in the purchase of major goods. A study by McGraw-Hill found that it took four to four-and-a-half calls to close an average industrial sale. The demand for business goods is ultimately derived from the demand for consumer goods. The total demand for many business goods and services is inelastic—that is, not much affected by price changes. The demand for business goods and services tends to be more volatile than the demand for consumer goods and services. The geographical concentration of producers helps to reduce selling costs. Business buyers often buy directly from manufacturers .

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

As a competent project manager working for a consulting company, the Program manager has called you in for advice on the current project communication plan. Please bear in mind that you are acting independently, and as an experienced PM write a report on the following points: 1. Report your assessment of the current project communication plan. 2. Compare your assessment with sound project management practices. 3. Recommend a communication plan for future project involving stakeholders from different sectors 4. Justify your recommendation Case Study: Improving Public Health Informatics In the event of a major disease outbreak, senior managers need to respond in a timely fashion. To be able to do so, one needs to have all the latest information and data to make an appropriate decision. The County
- 5. Health Department (CHD) ’ s strategic plan specifies increasing capacities for the program evaluation and response to major communicable disease outbreaks. Senior managers have identified the need to improve informatics capacity as an important step toward meeting these goals. Currently, each community health services program of CHD has information systems that effectively track specific information for their assigned work. However, the systems were designed reactively without considering future expansions or an updated public health data plan. Each data base is almost a standalone system. While the state data bases are linked to CHD ’ s data bases, the environmental data bases are not linked with communicable disease data bases. Representatives from the Tuberculosis (TB) program, for example, had to enter identical client information in four different places. Moreover, the state mandates the public health department report the health conditions of its citizens and control infectious diseases. In order for this to happen, one needs informatics systems that are capable of tracking infectious diseases and reporting all investigations in a timely manner. While the benefits of an integrated data base stand out, most employees in CHD are reluctant to change, particularly with regard to adopting and using a new technology as evidenced by the implementations of the EMR systems and other specifically designed data bases. To ensure success of the implementation, the project manager must provide relevant information to the stakeholders on a regular basis. This case focuses on project communication management, especially within the
- 6. communication plan. THE BIG PROJECT: It all began when a new epidemiologist, hired by CHD, articulated the need to have an integrated public health informatics system. With the new system, the reporting of infectious diseases as well as possible future outbreaks could be done in a timely fashion. The decision makers can then make an appropriate decision. The communicable disease section of the county health department has taken the lead in championing this project. The team includes two IT engineers and the epidemiologist, who will be overseeing the project. The team is responsible for gathering business processes and information system requirements, working closely with stakeholders, and at the same time, training IT engineers using the best practices developed by the Public Health Informatics Institute (PHII). The project duration is expected to be from six to twelve months Project Management Page 3 of 8 Copyright © 2015-2018 VIT, All Rights Reserved. and the team will provide monthly updates as well as ad hoc updates whenever specific information is
- 7. needed by the stakeholders. The team has extensive experience in working together on previous successful projects such as the EMR implementation, EPIC implementation, and the communicable disease data bases ’ state wide expansion. It is the team’s firm belief that this project, to integrate a variety of data bases into a system that can communicate to one another, is doable. PM: The initial idea of this project was formulated several years ago but it did not get the support it needed. Now we are bringing it back to life. And I know that you guys (IT engineers) are in favour of it and are ready to take the lead in this, with interoperability and data sharing in mind, while at the same time conforming to Public Health Informatics Institute ’ s best practices. Dan: Correct. However, I am wondering who is going to fund this project as the health department is struggling and currently lacks the necessary resources. PM: There is a grant from the Robert Wood Johnson Foundation (RWJF) which is affiliated with the Public Health Informatics Institute who specifically funds the struggling local health department ’ s public health information systems to meet their daily operational needs. I am going to put together the grant proposal and I need inputs from you guys. Tim: Let me know what you need.
- 8. Dan: Do we have full support of the department leadership this time? PM: Yes, this time we have the absolute support of the entire leadership team. However, we have to make sure that we keep them updated with project status. In fact, learning from past projects, communication is very important for system implementation. We have to make sure that we communicate well with all project stakeholders. Tim: I agree. But, all stakeholders? That will be tough. COLLABORATIVE PROCESS AND COMMUNICATION PLAN To engage project stakeholders, the team followed a collaborative process (Figure 10.3 ). By following the process, external and internal stakeholders understood the information system’s support role as well as how it worked. The team also developed a communication plan and used it to avoid communication breakdown and, more importantly, to ensure that appropriate correspondence existed between all stakeholders in the project.
