This document provides information about a side-event conference on the expected short-term impact of a universal climate agreement on the Eastern European energy industry. The conference is organized by the CAESAR Foundation and Sciences Po Energy Association on December 7, 2015 in Paris. The conference will discuss how a climate agreement reached at COP21 may influence the creation of the European Energy Union and the deployment of low-carbon technologies in Eastern Europe. The objectives are to analyze short-term impacts on the energy industry, identify solutions and decarbonization scenarios likely to be deployed. Speakers include analysts from the IEA, CEPS and representatives from the French Atomic Energy Commission and a Romanian solar project.

1. What is the theme of the conference?
The theme of our conference is the transformation of the European energy industry post-COP21. We
assume that a universal and legally-binding climate agreement will be found during the 21st
Conference of the Parties (COP 21) to the 1992 United Nations Framework Convention on Climate
Change (UNFCCC), which will take place this year in Paris. We will mainly discuss about the short-
term impact of an international climate agreement on:
● the Eastern European energy industry, with focus on the electricity sector;
● the creation of the European Energy Union;
● the liberalization of the energy markets across Europe;
● the deployment of low-carbon technologies in the transport and electricity sector.
2. What are the objectives of the conference?
Based on the CAESAR vision and having the Romanian Ministry of Foreign Affairs (MAE) as a
strategic partner, the main objective of our conference is to discuss the immediate impact of a
universal agreement on climate change. More precisely, this conference aims to:
● analyze the short-term impact of the agreement on the Eastern European energy industry,
with focus on the electricity sector;
● discuss about how the agreement could influence the creation of an European Energy Union;
● discuss the role of Romania, as a member of the European Union, in the deployment of low-
carbon energy technologies;
● identify the main technological solutions that are highly likely to be deployed in the short-term
as a positive consequence of the agreement; and to
● identify decarbonization scenarios post-COP21 for Eastern European countries.
3. Who are the organizers?
The CAESAR Foundation
The event is organized by the CAESAR Foundation (The Center for Accessing the Expertise of
Students and Alumni from Romania) and SPEA (Sciences Po Energy Association). CAESAR is a
research, educational, and civic action institution devoted to Romania’s development. SPEA acts as a
networking organization for Sciences Po students and professionals in the energy industry.
As a leading think tank with a global presence, CAESAR brings together a community of Romanian
experts from around the world, selected based on their top academic background and remarkable
results in their professional career. United by the shared values of integrity, responsibility, and
excellence, CAESAR members are committed to offering solutions in areas of strategic importance for
Romania’s future.
CAESAR collects this global knowledge and, through its civic action platform, promotes development
policies at the local, regional, and national level in Romania. CAESAR colloquia have brought to the
forefront of the public agenda several topics identified as vital for Romania’s long-term development.

Sciences Po Energy Association (SPEA)
The Sciences Po Energy Association (SPEA) operates as a non-profit student association within the
Paris School of International Affairs (PSIA) of Sciences Po Paris. It has around 350 members of which
130 are current active students of the Sciences Po Master in International Energy, with the rest being
former alumni of the program. Its mission is to create a network between Sciences Po students and
private and public stakeholders in the energy sector. To this end, SPEA organizes excursions,
conferences and small-scale roundtable workshops with energy professionals so as to allow its
members to deepen their knowledge of energy-related issues. At the same time, SPEA aims to help its
members in finding internships or employment during or after their studies at Sciences Po. SPEA is
legally recognized under French law through the “Journal Officiel des Associations et Fondations".
