The second annual conference on the theme - EMPLOYMENT OF PERSONS WITH DISABILITIES AND
AMMENDED COMPANIES ACT 2019 ON CSR " named LIGHT THE SPARK was held on 14th November
2019 at The Hotel Country Inn and Suites Gurgaon Sector 29, and was organized by NABET INDIA the
National Association For The Blinds Employment & Training Manesar.
The focus of the conference was on identifying and exploring ways to provide more employment
opportunities for persons with disabilities (PWDs) and to highlight the steps and achievements of
government and private sector in this regard. The forum also deliberated on hiring PWDs and the
benefit it gave to the organization to invest in this available human resource.
Brain storming sessions by the elite panelists and industry participants from all the major private and
government sectors found ways and methods of having a composite workforce with adequate
representation from this section of e people. The ongoing programmes of skill development for such
PWDs youth has given rise to a new set of human capital which needs to be absorbed into the industry
and success stories of their inclusion brought hope to the other deserving candidates.
With the advent of the New Companies Act 2019, CSR has found a new meaning in Indian context. CSR
intervention in the field of PWDs empowerment has emerged as the forerunner for various leading
companies . The main premise of the conference was to build on new avenues for CSR to work towards
maximum utilization of resources such as technology and business know-how in order to build a better
educated and skilled and an inclusive society /nation

vehicles free of costs to rescue people hit by flash flood in Uttrakhand.
b) Polaris vehicles are made disabled friendly and they have invited divyangjan for their various vehicle
launch.
c) Priority areas is educating the girl child and improving female literacy in the region. Polaris as a
company recognizes the disabled as specially abled and has been supportive of organizations like

a) NSDC has a target of making 500 disabled people as entrepreneurs and to create 1 lac employment
for this segment of the society.
b) The current generation of divyangjan are in the best phase as the economic growth of the country
will usher in new opportunities and growth to this segment of the society.
C) Emphasized the need of addressing divyangjan as specially abled and create a sense of equality and
equal opportunity to such potential candidates.
d) The specially abled resources should be promoted to decision making roles within the private and
government sector. This will help in breaking the barriers and societal restrictions on such resources.
e) Including the specially abled into the workforce will help increase organizations productivity and
increase the country's GDP.

a) Companies Act 2019 provides benefits for companies to hire specially abled people and also passes
the benefits to such candidates who find employment in such establishments.
b) Government is mulling over the aspect of increasing the reserved seats for such PWD candidates to
5% from the current 4 % .
c) Corporates who are in violation of the CSR Act or on the provisions of the companies act 2019 will be
monetary penalized for their violations.
d) Companies should ensure accessible workplaces for PWD candidates and give special facilities to
include such resources into their workforce.

current status of scavengers to swachh entrepreneurs and given the social equality status through their
efforts.

a) Spark Minda group has been at the forefront of disability inclusion at the workplace.
b) Spark Minda works on the aspects of assisting divyangjan in getting disability certificates so that they

KEY HIGHLIGHTS OF THE PANEL DISCUSSIONS
1. Dr. KK Upadhyay -- PWDs generally aspire for a secure government jobs without realizing that their
USP is loyalty and honesty which are key ingredient for any entrepreneur. Emphasized on the need of
creating an eco system for the betterment of the society by upskilling such talent and giving them micro
enterprises to run. Such an effort will benefit the society at large.
2. Shri Adil Feroze -- Highlighted the importance of enterprise management and financial development
of the PWDs before asking them to step into the entrepreneurial world. CSR can focus on developing
such skill set in a PWD resource before asking them to set up an enterprises. Key to implementation is
in investing in the right idea at the right market.
3. Mr. Mallikarjun -- Mindset change of the society is required before any collaborative activity for the
PWD community is done. key learning from the western world needs to be implemented in the Indian
context. Potential Divyangjan need to be identified and through skill development make such individuals
stand out from the rest. Society mindset and action of discrimination makes it tougher for a divyangjan
to come into the mainstream. identify an opportunity and let the PWD resource achieve it through his
own skills.

4. Shri Tarun Parihar -- Efforts of the skill council (SCPWD) has been to create more micro
entrepreneurs as the PWDs have aspirations and their own desires to be streamlined into the
mainstream. A key aspect that need to be put in place in creation of entrepreneur is to provide skill
development to such beneficiaries and the council is committed to realize the dreams of the PWDs.
Disability sensitization of potential employers is also a key focus area of the council.
5. Shri Maneesh Mishra -- There has been considerable efforts by Corporates through their CSR
funding for skill training of the PWDs and now there is a need for funding for setting up small businesses
for such PWD resources. Collaboration with the district committees is important to achieve grass root
level impact. Another way of ensuring effective programme implementation is through running
fellowship programmes with management or tech schools. Their students can assist on the ground
implementation. Assistance can also be sought from such management schools in developing BPlan for
implementing the business successfully. Focus has to be enhancing the capacity of the beneficiary.
6. Shri Naval Goel -- The start up community of India has been at the helm of identifying
implementable solutions for some complex social problems. There is a growing need of content writers
in the dot com industry and this one area of expertise which lies untapped. Such jobs can be done from
their base location and requires little technical acumen but loads of indigenous skills to write content.
CSR Activities needs to be presented as CSR opportunities .

To remove such stigma there has to be education of masses and to begin with we need to sensitize
school children or college children across India about disability not being any sort of bias or
discrimination but needs compassion to include such people into their daily lifestyle.
A sense of despondence stems in disabled candidates as they fear lack of suitable job opportunities for
them. This needs creative solutions like options of work from home or 3 day workplace reporting
routines which can aid and assist such candidates.

for their safety and well being. Counselling sessions of middle management is required to eliminate such stigma.
Persons With Disability have generally
experienced social stigma and it has given rise to a
general sense of feeling of discrimination.
Disability has also given rise to depression and
there is a change of attitude of such persons
which is a result of the societal classification of
such persons. There is also a sense of
discrimination in the salaries and work
expectations of such candidates. This gives rise to
a sense of mental turpitude and sense of being
lost.
There is a need to address the aspect of silent bullying
of disabled co workers because of their disability. Such
acts are not visible because its done behind closed
doors or in an surreptitious manner. Senior
management needs to ensure equality and fairness in
their organizations and bonding sessions needs to be
regularly organized.

Key Highlights Of The Session
1. Smt Lata Krishnamurthy :: CSR as subject was introduced in the year 2014 with a clear
mandate to improve the lives of the people and community at large. One needs to engage
empathetically with specially abled people and not with a sense of sympathy. Sympathetic approach can
only be a superficial remedy to a complex societal problem. Corporates and individuals need to respect
and give dignity to such people and only when we address such challenges through a composite plan of
action by giving rightful opportunity of work and life culture only then we can solve the issue.

There should be general focus on the industry and the private sector and the social sector to work
together for any successful programme and if it needs to be implemented on the ground then such an
arrangement is required.
Highlighted the achievement of
VodafoneIdea Ltd. partnership with Nabet
India in upskilling PWDs youth in order to
perform call centre jobs with
professionalism and sincere commitment.
Transfer of skills to the PWDs has given
rise to a set of human resource which are
high performing assets to the organization.
She highlighted that Change is welcomed
in any organization but it can only be
successful if there is no compromize in the
standard of delivery or without affecting
the organizational service delivery and
work ethics. Vodafone’s partnership with
NABET is purely professional not CSR.
Change towards the community or society
begins by conditioning young minds and for
such beginning has been seen in the Govt run
schools of Haryana.
For any programme implementation it is
imperative that there be a co existence with
the local government for a successful project
implementation.
Working with the government requires
adherence to a strict documentation rule but in
the long run it is this documentation effort that
can shape policy formation and impact.

and all the assistance by the ministry will be given to the NGOs or Corporates who through their CSR
activities can assist in creating more employment for such youth. The ministry works at rural level and
there is a special focus on inclusion of SC/ ST Candidates in the training and placement efforts.

The Ministry of Rural Development, a
branch of the Government of India, has
implemented skill training to more than 1
Lac youths. The number of PWD youth
trained is around 15,000 + but the
number of PWD employed is around
1922. This large gap between youth
trained and youth employed is a cause of
concern for any ministry. The ministry
aims at achieving 70 % placement.
For any corporate to include PWDs into their workforce
there needs to be a strong sense of believing in the abilities
possessed by such candidates. Mahindra group is been
known to take challenges and work on alternate thinking.
Such a demonstration is given by the partnership with Nabet
India in outsourcing the 1800- toll free to them which is
managed exclusively by PWDs youth. The effort gone into the
training of such candidates has seen an increase in our
Customer Satisfaction Index Scores. Trust and faith in their
abilities is the cornerstone of our partnership. This faith is
intact. Biasnes should be removed and everyone needs to be
treated equally.Whenever there is a new challenge there are
associate risks and when these challenge get addressed then
the true essence of the work is realized. Mahindra and

intended to benefit the masses. Gurugram
administration pays special attention to the
divyangjan population of the region and is
committed to their well being and
empowerment. There is also a need to identify
the potential exhibited by the informal sector
and mainstreaming them is a priority area.
The administration is committed to work for
the welfare and benefit of the community and
also to make sure that the benefits of the
policies of the state and central government

Nabet India came into being to address the
challenges of arguably the most underserved
section of the society. The blind in particular
are deprived of benefits of our economic
progress and social turnaround NABET
believes that economic empowerment is the
best way to make lasting and effective
changes in their lives. Education and matching
skills mapped with actual job market needs is
the key. We train our handicapped resources
on IT/ITES skills and identify corporate who
need such resources. We have now diversified
to arts and crafts which caters to those who
have better skilled in art /craft, We provide
training and provide market access to our
trainees. Over the years we have trained over
1800 such handicapped people

The focus of the conference was on identifying and exploring ways to provide more employment opportunities for persons with disabilities (PWDs) and to highlight the steps and achievements of government and private sector in this regard. The forum also deliberated on hiring PWDs and the benefit it gave to the organization to invest in this available human resource. Brain storming sessions by the elite panelists and industry participants from all the major private and government sectors found ways and methods of having a composite workforce with adequate representation from this section of e people. The ongoing programmes of skill development for such PWDs youth has given rise to a new set of human capital which needs to be absorbed into the industry and success stories of their inclusion brought hope to the other deserving candidates. With the advent of the New Companies Act 2019, CSR has found a new meaning in Indian context. CSR intervention in the field of PWDs empowerment has emerged as the forerunner for various leading companies . C) Emphasized the need of addressing divyangjan as specially abled and create a sense of equality and equal opportunity to such potential candidates. d) The specially abled resources should be promoted to decision making roles within the private and government sector. This will help in breaking the barriers and societal restrictions on such resources. e) Including the specially abled into the workforce will help increase organizations productivity and increase the country's GDP. 3. Shri Kishore B. Surwade - DDG Department of Empowerment of Persons With Disabilities Ministry of Social Justice and Empowerment Key Points Highlighted a) Companies Act 2019 provides benefits for companies to hire specially abled people and also passes the benefits to such candidates who find employment in such establishments. b) Government is mulling over the aspect of increasing the reserved seats for such PWD candidates to 5% from the current 4 % . c) Corporates who are in violation of the CSR Act or on the provisions of the companies act 2019 will be monetary penalized for their violations. d) Companies should ensure accessible workplaces for PWD candidates and give special facilities to include such resources into their workforce.

Dr. KK Upadhyay -- PWDs generally aspire for a secure government jobs without realizing that their USP is loyalty and honesty which are key ingredient for any entrepreneur. Emphasized on the need of creating an eco system for the betterment of the society by upskilling such talent and giving them micro enterprises to run. Such an effort will benefit the society at large. 2. Shri Adil Feroze -- Highlighted the importance of enterprise management and financial development of the PWDs before asking them to step into the entrepreneurial world. CSR can focus on developing such skill set in a PWD resource before asking them to set up an enterprises. Key to implementation is in investing in the right idea at the right market. 3. Mr. Mallikarjun -- Mindset change of the society is required before any collaborative activity for the PWD community is done. key learning from the western world needs to be implemented in the Indian context. Potential Divyangjan need to be identified and through skill development make such individuals stand out from the rest. Society mindset and action of discrimination makes it tougher for a divyangjan to come into the mainstream. identify an opportunity and let the PWD resource achieve it through his own skills.

Shri Tarun Parihar -- Efforts of the skill council (SCPWD) has been to create more micro entrepreneurs as the PWDs have aspirations and their own desires to be streamlined into the mainstream. A key aspect that need to be put in place in creation of entrepreneur is to provide skill development to such beneficiaries and the council is committed to realize the dreams of the PWDs. Disability sensitization of potential employers is also a key focus area of the council. 5. Shri Maneesh Mishra -- There has been considerable efforts by Corporates through their CSR funding for skill training of the PWDs and now there is a need for funding for setting up small businesses for such PWD resources. Collaboration with the district committees is important to achieve grass root level impact. Another way of ensuring effective programme implementation is through running fellowship programmes with management or tech schools. Their students can assist on the ground implementation. Assistance can also be sought from such management schools in developing BPlan for implementing the business successfully. Focus has to be enhancing the capacity of the beneficiary. 6. Shri Naval Goel -- The start up community of India has been at the helm of identifying implementable solutions for some complex social problems. There is a growing need of content writers in the dot com industry and this one area of expertise which lies untapped. Such jobs can be done from their base location and requires little technical acumen but loads of indigenous skills to write content. CSR Activities needs to be presented as CSR opportunities .

Dr. Brahm Deep Sindhu -- Chief Medical Officer Gurugram. 2) Dr Apurva Jha -- Fortis Memorial Research Institute Dr. Brahm Deep Sindhu -- To remove such stigma there has to be education of masses and to begin with we need to sensitize school children or college children across India about disability not being any sort of bias or discrimination but needs compassion to include such people into their daily lifestyle. A sense of despondence stems in disabled candidates as they fear lack of suitable job opportunities for them. This needs creative solutions like options of work from home or 3 day workplace reporting routines which can aid and assist such candidates. Dr Apurva Jha for their safety and well being. Counselling sessions of middle management is required to eliminate such stigma. Persons With Disability have generally experienced social stigma and it has given rise to a general sense of feeling of discrimination. Disability has also given rise to depression and there is a change of attitude of such persons which is a result of the societal classification of such persons. There is also a sense of discrimination in the salaries and work expectations of such candidates. This gives rise to a sense of mental turpitude and sense of being lost. There is a need to address the aspect of silent bullying of disabled co workers because of their disability. Such acts are not visible because its done behind closed doors or in an surreptitious manner. Senior management needs to ensure equality and fairness in their organizations and bonding sessions needs to be regularly organized. Disabled resources generally perceive themselves as second grade employees as the management fears

Smt Ambika Patyal Smt Ambika Patyal being Felicitated By Commissioner Gurugram There should be general focus on the industry and the private sector and the social sector to work together for any successful programme and if it needs to be implemented on the ground then such an arrangement is required. Highlighted the achievement of VodafoneIdea Ltd. partnership with Nabet India in upskilling PWDs youth in order to perform call centre jobs with professionalism and sincere commitment. Transfer of skills to the PWDs has given rise to a set of human resource which are high performing assets to the organization. She highlighted that Change is welcomed in any organization but it can only be successful if there is no compromize in the standard of delivery or without affecting the organizational service delivery and work ethics. Vodafone’s partnership with NABET is purely professional not CSR. Change towards the community or society begins by conditioning young minds and for such beginning has been seen in the Govt run schools of Haryana. For any programme implementation it is imperative that there be a co existence with the local government for a successful project implementation. Working with the government requires adherence to a strict documentation rule but in the long run it is this documentation effort that can shape policy formation and impact.

The ministry works at rural level and there is a special focus on inclusion of SC/ ST Candidates in the training and placement efforts. Mrs Akanksha Awasthi The Ministry of Rural Development, a branch of the Government of India, has implemented skill training to more than 1 Lac youths. The number of PWD youth trained is around 15,000 + but the number of PWD employed is around 1922. This large gap between youth trained and youth employed is a cause of concern for any ministry. The ministry aims at achieving 70 % placement. For any corporate to include PWDs into their workforce there needs to be a strong sense of believing in the abilities possessed by such candidates. Mahindra group is been known to take challenges and work on alternate thinking. Such a demonstration is given by the partnership with Nabet India in outsourcing the 1800- toll free to them which is managed exclusively by PWDs youth. The effort gone into the training of such candidates has seen an increase in our Customer Satisfaction Index Scores. Trust and faith in their abilities is the cornerstone of our partnership. This faith is intact. Biasnes should be removed and everyone needs to be treated equally.Whenever there is a new challenge there are associate risks and when these challenge get addressed then the true essence of the work is realized. The blind in particular are deprived of benefits of our economic progress and social turnaround NABET believes that economic empowerment is the best way to make lasting and effective changes in their lives. Education and matching skills mapped with actual job market needs is the key. We train our handicapped resources on IT/ITES skills and identify corporate who need such resources. We have now diversified to arts and crafts which caters to those who have better skilled in art /craft, We provide training and provide market access to our trainees.
