7. Main results
• As more collaborative the relationship between government
and its stakeholders are, more effective its actions shall be.
• Local governments analyzed does not practices relationship
management with their stakeholders in a systematic way.
• There are both hospitality and hostility relations between the
local governments and its stakeholders, and between other
entities among themselves.

8. Main results
• The municipalities seem to develop little dialogue and
maintain few joint actions to promote regional tourism.
• The ineffectiveness of the Municipal Tourism Councils tend to
push down the quality level of the products and services
offered by the local tourist trade, which diminishes the
competitiveness of the tourism destination at all.
