the doing
 Policy - Problem Solving – defining the issues,
working out the options, developing the steer and
setting out solutions
 Pursestrings – balancing the budgets and getting
VFM, cutting the costs, achieving income
 Partnerships – who, what, how gaining 
commitment, sharing the costs/risks,
 People – leadership, influencing, customers
 Performance – managing, measuring, driving
 Projects/Programmes, delivering on plans and
making it happen, setting the pace, mitigating the
risks
 Procurement/Commissioning, developing the
market and buying and managing contractors
 Politics – managing the politics, steering the
course, understanding the priorities
