Jacopo Mu and Ambra Tro o are developing a project called Community SOS to create a platform that empowers communities to support each other during environmental disasters. The platform will match offers and requests for aid to restore normal life after events. It uses a combination of social media, maps, and a web app accessible via mobile phones and computers, even without internet using SMS. The goal is not to replace official aid but support more practical post-disaster needs through community strength and self-organization.

Artys provides real-time evidences on hydrological risks related to intense rainfall, integrating SRS with other real-time sensor networks (monitoring e.g. rivers’ level and landslides), allowing timely alert validations and communications to citizens, for the management of extreme weather events and related hydrological risks.

ESEP (EUROPEAN SOCIAL ENTREPRENEUR PROGRAM)
The ESEP aims to discover, guide and train community leaders. This program is organized
by ICnet with Cooperación Internacional (NGO) in collaboration with InterMedia Consulting. Social
entrepreneurs are (quoting Ashoka) individuals with innovative solutions to society’s most
pressing social problems. They are ambitious and persistent, tackling major social issues and
offering new ideas for wide-scale changes.
Rather than leaving societal needs to the government or business sectors, social
entrepreneurs find what is not working and solve the problem by changing the system, spreading
the solution, and persuading entire societies to take new leaps.
Social entrepreneurs often seem to be possessed by their ideas, committing their lives to
changing the direction of their field. They are both visionaries and ultimate realists, concerned
with the practical implementation of their vision above all else. But, what kind of ideas? The
project aims to discover the excellent ideas behind social entrepreneurs through a research.
Each social entrepreneur presents ideas that are user-friendly, understandable, ethical, and
engage widespread support in order to maximize the number of local people that will stand up,
seize their idea, and implement it. In other words, every leading social entrepreneur is a mass
recruiter of local change makers.
The place matters. We were born there, have been living and working there, entered there and exited from there. Places are an object of observation from the outside while we experience them from the inside. A place is the most ethnographic level of observation of relational territorialisation.
However, do we really know how territories behave? Can we really observe in practise the notion of the Network Territory? How does the dynamic concept of a territory fit and juxtapose with that of a network?
Some territories are putting all their efforts, thanks to the common work of public, private, and civil agents, into restructuring the post-crisis economic and social system. Nevertheless, can we observe and see what is occurring in these places and territories? How are we supposed to observe those big black boxes with input and output but with an unknown and hardly explainable process? How can we apply hermeneutics to the socially innovating processes in the networked territories at any scale? What tools should we use for this observation? What tools do we want and can we use to intervene? What effect do we ultimately want to have?
All these elements may demand a systemic vision in the cybernetic multidisciplinary sense that Social Innovation requires and that links with the two main currents of Social Innovation in a coherent way: we are referring to, on the one hand, the more academic approach, with a social justice dimension, aligned towards the Territory and Social Economy and, on the other hand, the more practitioner and policy-making approach, championed by the third-way labour school of thought of the Young Foundation, Nesta and Demos.
This publication is thus to suggest taking a step back to achieve some impulse and present a Territory Systemic Framework from Social Innovation. We mixed elements from
Action Research as a suggestion for the investigation methodology, the way to observe the Territory from the viewpoint or paradigm of Social Innovation. That is to say that we de-constructe the Territory into three scales (#Macro, #Meso and #Micro) to be able to observe, understand, and implement social transformations. What we know now is that the future of Territories is currently determined by two variables: their network-notion and their value of commons. The Territories that are able to mingle with the collective intelligence that is strategically aligned with the understanding of the Territory-Network and Common Welfare will be in a better position to undertake some real processes of Social Innovation within themselves. Which policies, projects, and agents/people should be promoted within the Territories? And what role do creative atmospheres or ecosystems play?
Let us then answer three questions:
What? Why? How? That is to say, Territory, Social Innovation, and Action Research.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

event Manager at Circolo Velico Ravennate in Italy. Since his studies in philosophy at Siena University, Jacopo has always focused on community crea on
and management, using values making and knowledge sharing as instruments to install resilience in communi es. During the Senigallia flood in 2014, in
Italy, Jacopo created and managed a text message and web based social strategy that allowed the coordina on of a team of almost 1700 people, which
turned out as the most organized and effec ve force on the field (where the idea comes from).
Ambra Tro o is a design researcher educated as an architect. Senior Lecturer at the Umeå School of Architecture, Umeå University and studio director at
Interac ve Ins tute Swedish ICT in Umeå. Since her PhD studies at the Eindhoven University of Technology, Ambra has been working in developing
designedly ways to empower people towards ethics and fulfilments of human rights. Ambra has ini ated the Community SoS project, together with
Jacopo Mu , strongly believing that such a simple tool can have a tremendous impact in boos ng communi es’ resilience in challenging situa ons.
S na Haglund is a culture analyst who minored in law. She runs her own company working with regional development and business management. She
was previously the chief financial officer of the capital of culture year in Umeå. S na always had a great interest in integra on issues and a big heart for
social innova on. She has a massive regional network and loves to be the connector.
Jérôme Cezac is recently graduated from a master degree in Global Business Management from the ESC Rennes School of Business. With a focus on
Innova on Management and Strategic Management during his study, he aims at using his theore cal knowledge on a real life challenge. His previous
experience as sales advisor made him focus on understanding the customers’ needs to deliver a product that will suits their requirements and benefits
them in the long term. Coming from the south of France, a region that is regularly hit by floods, he believe in the social sustainable impact of the idea.

3. The core goal of our project is to provide communi es with a flexible pla orm that empowers them to
support each other in situa ons of environmental disasters. It allows to match offers and requests of aid in
an op mised way, restoring the normal course of life. By providing such pla orm, we will contribute to the
crea on of a robust sense of belonging to the community, as well as a stronger sense of autonomy and
selfempowerment. Both are key features, in a crowded world, where it is not always possible to rely on help
from the system. With a small tool, we contribute to mo va ng people to give their best and support each
other.

4. Our goal is not to subs tute ins tu onal help, we do not have neither the ability nor the ambi on to do this.
Ins tu onal help mostly takes care of life or health threatening emergencies. We would like our tool to
support, for more prac cal issues, aiming at ge ng back to normality: ge ng rid of wet furnitures, wet
walls, mud. Our goal is to assist people and, possibly, ins tu ons, by organizing the genuine and spontaneous
strength of the Community.
The webbased pla orm will consists of a combina on of social media, interac ve maps, and a webbased
applica on. It will run on IOS, Android and Windows, on smartphones and computers, but also on mobiles.
Such pla orm will be opera onal also in absence of internet connec on, through a parallel system, based
on SMS (text messages).
