Development administration was established to achieve social and economic objectives through policies, programs, projects and purposes. It reflects the 'Four P's'. Development administration can be studied as both an intellectual discipline and a social science concerned with investigating social and economic issues. It is considered both a positive and normative science. Many scholars including Edward Weidner, Fred Riggs, and Joseph La Polombara have contributed to the concept of development administration in public administration. Development administration aims to guide organizations towards achieving progressive political, economic and social goals.
