In recent year Government has taken many step to improve its online services, like online payment ,collection of bills, providing information to its branches through internet and getting their response, online various exam form related to government job, but still we are lagging in rural sector whereas in rural area roads, electricity and water reached out. When we talk about technology used in rural area like computer based services many villages are totally depend on small city nearby that village, not only people of that village depend on that small city but also government officers also dependTo minimize dependency on small city as well as minimizing time taken by government services to complete its work, we are trying to build a software which will help panchayat to do following work: panchayat Administration, Tax collection, Birth registration, Death registration, pension, Issuing various certificate. The Governments all over the world are interested in enhancing the quality and quantity of services provided by their administration, most of the government want their administration should reached out at the each person of every village. The state Governments have created several Panchayat institutions to ensure grass root level development, but most of the panchayat are lagging in development because of less use of technology throughout the administrative process. Here we are trying to find out solution for the feasible administrative processes and avoid delays and through conserve resources in the country. We are also trying how to implement the solution in a cost effective manner which not only empowered with efficient administration but also responsive local administration at every village.

2. INTRODUCTION
• The main aim of this system is to give awareness about the government or
legal documents and its registration details as well as to help to register or
apply for those documents.
• The main purpose of the system is to reduce the effort by the candidates and
save his time and assure a smooth working schedule at government offices.
• The project entitled “CIVIL REGISTRY” is a web based system or agency
to help Indian citizens to apply for various records like passport, driving
license, voter’s ID card etc. and register certificates like birth, death,
marriage also. This system also allows citizens to directly apply for these
certificates and view and download the details regarding the documents.

3. SIGNIFICANCE OF THE PROJECT
• In order to apply for any certificate or government records a citizen needs to
present at the government offices and it will increase unwanted rushes at the
government offices and also time wasting. And the citizen cannot directly
apply for the certificate from anywhere at any time. To apply for the
certificate by Indian citizens if they are not available at that time he cannot
apply for the certificates. This project entitled “CIVIL REGISTRY” is very
user friendly, and reduces the effort by the citizen and unwanted rushes at
the government offices and also save time. And also allows the citizens to
access the website from anywhere and allow applying for the certificates.

4. MODULE DESCRIPTION
 Login Module
• This module allows the user to login to the system. The users can login to the system by providing
username and password. If the username and password is valid then the user can login to the system.
 Register Module
• Register module allows making new user registration. A new user can be used the system by registering to
the system by providing name, address, username, password etc. By registering it makes the users to a valid
user. Only valid users can be applying for the certificate.
 Visitor module
• Any visitors can be use the system for getting help. A visitor need not be registered for getting the help
from the system. Only help can be viewed by the visitor.

5.  Add department module
• In this module the administrator can add various departments to the system such as registration, RTO,
RPO,Passport etc. A new department can be added by the admin and provide the services offered by the
departments.
 Application submission module
• This module allows the users to submit their applications. The applications may be of different
departments. The applications can be submitted by the users to various departments. These includes
applications for
 Birth, Death, Marriage Registration
 Driving license
 Passport
 Voters ID

6.  Fee payment module
• Fee payment module allows the users to pay fees. To get services it is needed to pay some amount as service
fee, fee payment module allows the user to pay the amount.
 Help module
• The users may be confused about the requirements and rules regarding with the application. Help module
allows the users to getting help.
 Feedback module
• Feedback module allows the users to provide feedback to the system. This feedback is helpful for the system
administrator to improve the performance.

10. EXISTING SYSTEM
• The existing system only allows citizens to make registration for various
government records by the respective offices or via Akshaya-E-Centers. If a
person wants to make registrations like birth, death, marriage etc. or to apply for
records like voters ID, driving license, passport etc. he/she should directly contact
the nearest Akshaya-E-Centers. The main disadvantage is that there will be lot of
difficulties for the citizens such as loss of time, and rushes in the offices etc. The
existing system does not allow the user to directly apply for the certificates or
records. If a citizen needed to apply for the certificate he needs to come to the
office and wait for service. Most of the time a working day will be wasted.

 Based on the drawbacks and inadequacies of the existing system, the new system is designed
which could rectify all the drawbacks of existing system. For that discussions were carried out to
choose the best package for developing new systems.

13. PROPOSED SYSTEM
• Civil Registry is aimed at developing a web-based system. In this system the person can register
online and do many things. The details of all the things are made available to them through the
website. The proposed system will rectify all the drawbacks of the existing system. The proposed
system allows the Indian citizens to register for certificates like birth, death marriage etc. And also
allows the users to apply for the government records like passport, driving license, voters ID etc.
This system allows users to create account and can submit application by login to the system
without any help of others.
• A user can submit his application anytime and can check the status of the application. This system
helps the users to get awareness about the legal procedures such as requirements, fee structure etc.
The system reduces the effort by the citizens and save time and avoid unwanted rushes at the
government offices and assure a smooth working schedule at government records. And the user can
give feedback to the system like complaints, suggestions and overall working of the system. The
feedback helps the system administrator to improve the performance of the system. The certificates
or receipts are attached to the user accounts so it helps the user to access the details at anytime,
from anywhere from the website. So the proposed system is more users friendly.
