HISIM2: The Health Insurance Simulation Model Used in Preparing CBO’s July 20...

HISIM2 is an updated version of the model CBO uses to generate estimates of health insurance coverage and premiums for people under age 65. The model is used along with other models to develop CBO’s baseline budget projections (which incorporate the assumption that current law generally remains the same). It is also used to estimate the effects of proposed changes in policies that affect health insurance coverage.

Medicare physician fee schedule(mpfs) final updates for 2019

Medicare Physician Fee Schedule(MPFS) using the RBRVS (Resource Based Relative Value Scale) as the main vehicle for implementing the fee schedule. Each year CMS proposes changes to MPFS and then at the beginning of the calendar year implements the changes. The relative value units (RVUs) are almost continuously updated from year-to-year based on special studies. Additionally, changes to policy issues such as the anticipated E/M payment and documentation changes along with the Global Surgical Package (GSP) are discussed in the Federal Register. CMS is now in the process of doing away with the Sustainable Growth Rate (SGR) and replacing it with value-based or merit-based payment mechanisms as require through MACRA 2015.

On March 11, 2021, President Biden signed into law H.R. 1319, the “American Rescue Plan Act of 2021” (APRA). The latest in an extended series of COVID-19 economic relief bills, with a price tag of $1.9 trillion and weighing in at an impressive 628 pages, ARPA will bring cumulative US federal pandemic relief spending to approximately $5.7 trillion. While the new law’s consumer provisions – like direct stimulus payments to about 89% of US taxpayers, extended unemployment benefits, and increased child tax credits – have gotten almost all the press coverage related to this law, as with prior laws (FFCRA, CARES Act, CAA) there are many employer-impacting provisions that have so far “flown under the radar.” At Ascentis, we’ve hauled out our trusty “HCM radar detector” to hone in on just those provisions which may impact and delight (or maybe not?) employers, and the HR community, around the country.
