This document outlines the calendar and process for developing the 2013-2018 Capital Improvement Plan (CIP) for the city. It establishes requirements for inclusion in the CIP according to the City Charter and defines capital projects. It also describes two public meetings held to gather input, and distinguishes between the CIP as a planning document and actual project funding which occurs during the budget process.
The Mayor’s proposed budget was released April 14, 2014. In this powerpoint, Dr Greene analyzes the Mayor’s 2015 budget. Afterwards, residents learned how to most effectively speak about the need for good city services and improvements in your neighborhood.

Long-term goals of the community;
List of all capital improvement projects;
Cost estimates, time schedules, and method of
financing for each project;
Estimated annual operating cost of each project;
Methods to measure outcomes and performance.

Land, facilities, parks, streets, water, waste water,
or technology equipment;
Requiring 6 months to complete;
Life span of at least 3 years;
A total cost in excess of $25,000.
