The Citadel Mall is an outdated shopping center surrounded by asphalt parking lots with long walking distances between stores. It lacks architectural interest, mixed uses, and specialty stores. There is a need to attract new retailers and customers with a vision that creates a walkable village environment. The proposed Citadel Village concept transforms the mall into an outdoor shopping street with landscaping, residential and office spaces above retailers, and a central square to address the mall's problems and attract new development.
