The CIA thwarted an al-Qaida plot to use an upgraded bomb on a U.S.-bound airliner by turning the would-be bomber, who was to carry the bomb in his underwear, into an informant. The bomb contained no metal and used a chemical detonator that was previously used in an attempted 2010 air cargo plane attack. While security measures in the U.S. are stringent, procedures vary internationally and body scanners that likely would have detected the bomb are not used universally overseas, representing an ongoing challenge.
