Background to the initiation of CHILDLINE
in India
 
India acceded to the UN Convention on the Rights of the
Child in 1992, thereby ensuring its children their right to
survival, protection, participation and development.
In 1974 India adopted a National Plan for Children
declaring children to be the nation’s most precious asset.
Children constitute 42.6% of the nation’s population
Yet, it is alarming the nation’s investment in its children
remains an abysmal 2.3% (Budget Analysis 2004, HAQ
Centre for Child Rights) of its union budget resources.

• The CHILDLINE India Helpline model of outreach and
intervention in economically developing countries, as a Child
protection mechanisim, paved the way for a global network of
helplines, Child Helpline International (CHI). Currently 12
countries have replicated the India model and 14 others are
reworking their model based on it.
• For the year 2003 – 04 CHILDLINE India responded to 1.9
millions calls of the 10.5 million call that were answered

• CHILDLINE India advocates with International bodies
such as CRC, ITU , WSIS on a range of child
protection issues.
•CHILDLINE facilitated the visit of the Child Rights
Convention Chairperson and Rapporteur to India, and
organised two NGO dialogues to bring to light the
situation of children in need of care and protection in
India
•CHILDLINE India is the one of the few helplines
globally that has been able elicit a partnership with the
Government in a major way. CIF acts as a consultant to
the Ministry of Social Justice and Empowerment on a
range of child protection issues.

• CHILDLINE India Foundation is the largest agency providing
comprehensive child protection services for children in need
of care and protection.
• Launch of the National Initiative for Child Protection, July
2000, a national campaign in collaboration with the National
Institute of Social Defence and UNICEF for sensitisation
and training of all the allied systems that come in contact
with children in need of care and protection
• CHILDLINE has played a key role in the proposed Integrated
Program for Children in Need of Care and Protection of the
Ministry of Social Justice and Empowerment, Government of
India This is the first ever attempt of the Indian Government
at instituting a child protection mechanism in the country

•Recognition of CHILDLINE service in the Juvenile Justice
Act 2000
• CHILDLINE plays an active role in the Child Rights Convention
monitoring process in the country and has payed a critical role
in the drafting of two alternate reports
• Evolution of the unique brand add-on model to facilitate quick
replication, and cost efficient functioning of the network and
forge partnerships with the Government, voluntary organisations,
multilateral and bilateral organisations and most importantly
partnerships with children and young persons
•Credibility Alliance: Our experience working with voluntary
organizations across the country presented the need for an
alliance for voluntary agencies setting certain standards and
parameters for good practice. In 2002 CHILDLINE initiated the
Credibility Alliance

affiliated with it and run the CHILDLINE service at the local level.
In addition, there are over 2000 organizations associated with the
local CHILDLINE’s contributing their resources to CHILDLINE

CHILDLINE and the Health Care System - In places
where health issues are a large problem related to
children, CHILDLINE centres are located out of
Government Hospitals, with special facilities for
children who come through CHILDLINE and doctors on

collaborated with CHILDLINE for training and
sensitization of their staff
