This is just to form the basis to understand the scale of children’s population that is directly needs some form of CP intervention on a crisis basis. Of course if you factor in the MWCD estimates of 53% of all children suffering some form of sexual abuse then we get a much large size of children who need CP intervention. This data shows that we do not need any empirical studies on the size of children in need of care and protection. For CHILDLINE we have been primarily in urban India with just a tentative step in rural India.
Backbreaking poverty is at the heart of a lot of our problems for about 26% of the country’s population.
When you cant feed your children, the cycle of abuse starts.
The figures here are based on revised estimates (RE) for all years except for 2008-09 where it is based on Budget estimates (BE). We know now that the Rs 180 ,crore earmarked for ICPS in 2008-09 was not utilised as the scheme was approved only in April 09. So of course we are going to see Child Budgets at about the same level as in 2007-08.This is sure to show up in the Actual expenditure (AE)
...If you take away the Rs 180 crores for ICPs in Union budgets for 08-09, we are back to familiar territory for CP:0 .64%
India’s political system and structure stands apart from China and countries like North Korea or Cambodia. India has a federal structure with a directly elected parliament at the federal level and similarly at state levels. While the development expenditure planing is at the central govt level, the implementation is a mix of both central and state govt responsibility. So often states that have poor fiscal status simply do not implement programmes as funds earmarked for those projects are needed elsewhere.
Because the governance eco-system is so complex we considered the approach of Children’s spaces as a method since Spaces occupied by children is inevitably a meeting point for all programs, policies and laws of the country. In order to understand fully entitlements under various laws and policies we will cover....
Our model is a teleoutreach model unlike the western models which are predominantly a telecounselling helpline.

This is the CHILDLINE India model- one in which each unit depends on the other in a symbiotic relationship. Our Call centres are the Collab organizations, the Nodals are the local level advocacy organizations, the support organizations provide support in outreach and intervention.Children impact the system thru Open house forums where they articulate their needs and opinions. The CAB is where all allied systems come together to listen in to children and agree to work out mechanisms. Partnerhsip with service delivery NGOs on the ground backed by support partners, facilitation partners and resource partners is the fundamental framework in CHILDLINE. Each organisation has a specific role in the structure.
The CHILDLINE model is extended to link closely with the Government , academic institutions and the community. Other stakeholders including Corporate sector are encouraged to participate. The telecom sector is our direct service partner and we are grateful to them for their support in reaching marginalised children.
It looks impressive but we still have miles to go before we can pat ourselves on the back.

This is how we are scaling up.
At full strength the CHILDLINE network will comprise over a 1000 partnerships over the next 4 years.
Currently CHILDLINE operates in 83 cities and now that ICPS has been rolled out we will be growing to cover over 300 cities over the next 4 yrs or so. Base on a 4 yr trend we projected how many cases we would be handling in the year when 307 cities are covered and the results are staggering: from a little over 2 million calls we will receive over 8 million calls in the year- with over a million intervention cases- 3444 intervention cases ever day of the year!!; over 4 lac calls seeking emotional support and guidance- making telecounselling a must-provide service for CHILDLINE. Besides, nearly 2 lac medical assistance cases and 1.39 lac shelter cases and over 2.12 lac cases of missing children. These are going to be a strain on the existing infrastructure . Therefore we need to know what the state of the existing CP infrastructure is and plan ahead.
While ground zero view is the most critical to define our roles and skill sets at that level, the CP mandate that CHILDLINE has taken on is vast.
Here is a new interpretation of the CHILDLINE domains: one that segregates voice, intervention and advocacy domains and yet shows the interlinkages necessary. Though this seems old hat, the fact is that willy nilly each of these domains have become complex specialised domains by themselves requiring separate skill sets and technology supports. Lets start with the Voice or Calls.
These are direct intervention calls i.e. those calls serviced by CHILDLINEs across the country. Medical is one of our largest segments o direct interventions.
The call stats are analysed using a dedicated software called ChildNet. We publish annual reports- you may download soft copies from our web site. Just an indicative example of the detailing in our call analysis.
