2. Introduction
The first 5 pages of this visual slide consist of 3 block-reformation
cases,mainly introduce the “before and after” to illustrate how governance
was implemented at that time.
Number 6 to 8 illustrate some democratic decision-makings about traffic
problems and gas price which relate to people's real life.The process of
democratization needs to be improved.
Number 9 to 10 show an entire layout of Chengdu's new urban planning
to achieve a goal of “national centre city” and a construction of “New
Tianfu Distric”to Integrate the urban resources by improving the
governance intervention.

3. 1. Cao Jia Xiang
Cao Jia Xiang had a huge piece of red brick buildings and bungalows which were built in 1960s by the
provincial construction factories as worker dormitories. Time goes by,Now living here, most of which
are state-owned enterprises retired workers and their families, or laid-off workers and migrant workers,
idle rent tenants, so now the Cao Jia Xiang "workers Village" not only the former retired, transformation
squatter settlements in the city.

4. 2.Blueprint of Cao Jia Xiang
In accordance with the construction plan, the new district of Cao Jia Xiang will be built
as a pedestrian street, the facilities are more perfect, the layout is more reasonable.
Households involved in the transformation could choose 2 types of settlement
compensation:property exchange and monetary compensation.Property right
replacement make householders capable to choose moving back in place or
resettlement.

5. 3. Ranfang Street
It was Ranfang Street in Chengdu, it was part of business core area. In the past few
decades, this street lack sufficient management and led to the narrow congested
lane,dilapidated buildings which were extremely inconsistent with the growing
business circles around the street. Residents around there have always reflected
the problems whereas policy has been delayed due to the inefficient governance.

6. 4. Reconstructive Ranfang Area
In 2007,Jinjiang District announced the relocation plan of Ranfang Street on 20
August,and held a house-removing mobilization meeting on 27 August; Then, the
compensation standard was publicized on 6 September,86 households were taken to sign
the agreement. From 23 September, Ranfang Street began a large-scale dismantlement
of houses. The whole process was taken only within 17 days, the citizens witnessed the
progress of government efficiency.
A brand-new business circle has been established,the city order is getting better.

7. 5. Self-governance in community
Let's see another similar brief case.
In order to promote community construction and regulate community residents
self-management, the New North Community held the eighth session of
residents Congress. At the meeting, the person in charge of community was
responsible for the early collection of the views on the content of the
community, and then carefully summed up the issues the residents concerned
about.

8. 6.Bad traffic situation in Chengdu
Due to the irrational structure of the roads,imperfect public transport system and
population explosion caused by floating population raise,Chengdu becomes one of
the most congested city across the nation. There are not enough main roads through
the city,the capacity of access and movement is not strong enough. The disposal
efficiency of traffic accidents also cause traffic jams.

9. 7.Measurement to traffic problem
For traffic congestion,Chengdu held a hearing again in 2010.19 representatives of
the hearing proposed a variety of suggestions to relieve the traffic congestion in
Chengdu.Three improvement measures were adopted in the meeting:odd-even
traffic restrictions,vigorously develop public transport, including the development of
public bicycle service so as to implement the concept of low carbon, and restriction
of vehicle purchase.

10. 8. People's participation
November 5, 2015,the living gas price hearing of downtown residents
was held in Chengdu.Carefully combed and researched to absorb the
opinions and suggestions made by the participants to further improve
the gas price ladder program, and would implement after the city
government approval

11. 9.Concept of a general planning of Chengdu
Ministry of housing and urban rural
development agreed to reconstruct
Chengdu as the general planning and
approval of the reform of the pilot city,
aiming at the goal of becoming a "National
Centre City".This will put emphasis on the
combination of planner experts and public
participation. The image above shows the
master plan of the new project. The target
is to integrate resources in the surrounding
area and create a new CBD, named “the
New Tianfu District”, to establish a
contact with the former downtown.

12. 10.New Tianfu Distric is processing...
As a key development area,the New Tianfu
District tends to build seven industrial
functional areas, the planning structure of
gathering new urban functions,including
technology, business, administrative culture,
modern manufacturing base and high-tech
industrial base, which is capable to
enhance the economic comprehensive
ability of Chengdu.
