California Department of
Corrections and Rehabilitation
Managing California’s largest state agency
requires technical efficiency.
The California Department of Corrections and Rehabilitation (CDCR) is the state’s largest agency with approximately 65,000
employees and a $10.3 billion budget. CDCR is responsible for housing, transporting or tracking more than 156,000 adult
prisoners, approximately 104,000 parolees and roughly 1,100 juvenile offenders. In 2007, to save costs and reduce carbon
emissions, CDCR launched an energy saving initiative.
With more than 34,000 PCs statewide,

Legislative mandates, budget cuts and internal IT policy created the
need to modernize processes and procedures. In 2008, CDCR
transitioned to a new, fully integrated business information system to
streamline various internal operations. In October 2011, the agency
launched a new Strategic Offender Management System for managing
all offender data. With more data on the network, this was the ideal
time to find other ways to cut power usage and costs.
CDCR sought a way to control power costs related to the 34,000 PCs
it had on its networks. It was also interested in reducing its carbon
footprint as part of the state-wide Green Initiative. After discovering
Verdiem through an incentive program offered by a local utility, CDCR
learned it could cut power to PCs by controlling their operating status.
In response to the statewide Green Initiative, CDCR’s goal was to
reduce the total amount of energy used by its IT departments by at
least 20 percent.

Surveyor reduces power costs and emissions
throughout the network
Surveyor allows CDCR’s IT team to centrally control its fleet of PCs – establishing
power management policies that determine when PCs can shift into lower power
states. For example, Surveyor can put a PC into sleep mode when not in use during
the day for quick re-start when the user returns. Surveyor can also turn a PC off
completely when offices are closed in the evenings and weekends.
Baseline measurements were taken immediately after deployment. CDCR learned its
usage rates before policies were enacted. This data helped to shape policies, which
were then implemented.
Deploying Surveyor took less than a month. After installing Surveyor on its networks,
CDCR measured its baseline usage and then put policies in place to reduce power
consumption. The policies deployed included the following routine:
• Workstation goes to sleep after 7 a.m. if there is no usage for 2 hours.
• At 5 p.m., workstation goes to sleep if there is no usage for 30 minutes.
• At 10 p.m., workstation wakes for SMS patches and virus scan.
• Workstation goes to sleep following virus scan until 7 a.m. when it wakes
for the day.

The reductions quickly added up.
"At our first benchmark, we wanted to know our usage and have a comparison.
So, we established parameters based on our 34,000 clients, annual baseline of
635 kilowatts, electricity costs and our current kilowatt usage, and discovered a
savings of approximately 28 percent per year," said Panora.
Working with Verdiem, CDCR was able to leverage a cost savings strategy that
will save the agency nearly $750,000 per year in energy costs. Deployment was
seamless and, more importantly, invisible to the end user at the workstation.
In addition, the savings in carbon emissions helped CDCR reduce its carbon
footprint and reach its goal of compliance with California's Green Initiative for
public agencies.
