Delegata and CDCR Receive National Best Fit Award for Modernization in Corrections
and Public Safety
Sacramento, CA - August 5, 2011 – Delegata, a leader in business transformation through management and
technology consulting, was awarded the National Best Fit Integrator Award for Modernization in Corrections
and Public Safety at the 2011 State & Local Government Industry Summit. The National Best Fit Integrator
Awards are presented annually by the Center for Digital Government to recognize the contributions of private
sector companies through nominations from their government partners. The California Department of
Corrections & Rehabilitation (CDCR) partnered with Delegata to mature and enhance their Enterprise
Architecture (EA) Program and nominated Delegata as Best Fit Integrator.
One of the largest correctional agencies in the nation, CDCR is responsible for maintaining an extensive
Information Technology environment and infrastructure. The Department’s IT Division of Enterprise
Information Services (EIS) supports 66,000 employees responsible for over 168,000 incarcerated adult and
juvenile offenders and 113,000 parolees. Adding further complexity, the offender populations are supervised
by staff in 33 adult institutions, 42 camps and community correctional facilities, and 6 juvenile facilities; the
infrastructure supports over 200 parole offices throughout the state from the Oregon to Mexico borders. The
Department’s annual budget has exceeded 9 billion dollars per year over the past two years. CDCR’s EIS has
over 21 mission-critical applications, hundreds of non-mission-critical applications, thousands of reports, and
approximately 9 major IT projects in-flight. In response to the Governor’s Executive Order and in partnership
with the California Technology Agency (CaTA) and Delegata, CDCR embarked on developing an Enterprise
Architecture Program that could be the model for the state.
Implementing and sustaining an EA program brings the right information to leaders and managers to help
them make timely informed decisions using accurate data for the projects or programs that can effectively
achieve the required business results. “Leading the EA program initiative for the state has been extremely
beneficial as it contributes to enterprise performance effectiveness and cost avoidance by insuring project
investments are leveraged across the department” stated Joe Panora, Agency Chief Information Officer,
CDCR. The EA program reduces cost and risks through improved data quality and availability of accurate
information.
Delegata partnered with CDCR to mature an EA program that can be shared across the State of California and
provided EA consulting on strategy, planning, architecture, roadmaps, modeling, templates, processes and
knowledge transfer. “It is very important for us to deliver solutions that not only benefit our clients and their
2. immediate needs but that will also benefit other California agencies and enable our state to run more efficiently

agencies on how to align to California Technology Agency (CaTA) requirements, the NASCIO EA maturity
model, the Federal Enterprise Architecture (FEA), EA Best Practices and EA modeling tools.
