The Norwegian Climate Policy


Political consensus:
       •Global target: limit average temperature hike to 2°C above pre-industrial level
       •Strengthen Norway’s “Kyoto commitment” from 1% above 1990-level to 9% below
          1990 level
       •Reduce Norway’s carbon emission footprint with 30% within 2020
          •Reduction of 15-17 MtonCO2 including forestation
       •Norway shall be “carbon neutral” within 2050
          •Carbon emission reductions may be domestic/offshore reductions or through
                  purchase of international emission credits
               •However – the target is that 50%-65% of the reduction shall be domestically

     • Three wells were drilled in 2007 and 2008

Vision of the BIGCCS Centre:
•    to enable sustainable power generation from fossil fuels
     •   cost-effective CO2 capture,
     •   safe transport,
     •   underground storage of CO2.

The BIGCCS Centre is set to achieve the following goals:
     •   90% CO2 capture rate
     •   50% cost reductions
     •   Less than 6 percentage points fuel-to electricity penalty compared to state-of-
         the-art fossil fuel power generation

The BIGCCS Centre:
    • develops new knowledge and technology required to accelerate deployment of
     large scale CCS,
    • through international co-operation.
    • Innovation and value creation is promoted throughout the CO2 value chain.

Gas Hydrates: A Major Energy Resource:

Natural gas trapped in hydrate might
amount to twice all known resources of
free fossil fuels.

Novel methodology for replacing methane
  with CO2 in hydrate structures.
Prof. Bjørn Kvamme, University of Bergen:
   • «We have demonstrated experimentally and
     theoretically that injection of CO2 spontaneously
     and without addition of additional energy will
     release in situ CH4 from hydrate while at the
     same time providig safe long terms storage of
     CO2»
   • Full scale pilot plant test on CH4 hydrate
     conversion to CO2 hydrate is yet being
     conducted in Alaska with partial funding from
     DOE based on patents developed at University

The Sleipner experience – the starting
  point




• Started in 1996 – now 15 year of CO2-injection
• Separating and injecting nearly 1 mill. tons CO2 annually
• Storing in saline aquifer above natural gas reservoir
• Conditions: 100 bar, 10% CO2 down to 2.5% CO2
• Uses an amine system, MDEA
• Driver: the ~45US$/ton CO2-tax imposed in 1992

Snøhvit LNG with CCS

• Piped CO2 separated from natural gas (5-8% CO2) in
 onshore LNG plant, and re-injecting in sandstone
 below natural gas reservoir
• 145 km subsea pipeline transport.
• CCS started April 2008 – capacity 700,000 ton/yr
Snøvit – injection status

Reservoir estimated capacity 23 million ton
However – CO2 did not distribute uniformly in the reservoir as
  expected
• Local pressure buildup.
• Estimations and measures done May 2011 indicate fracture
  pressure will be reached by end of 2011
• Solutions

Testing activities at the Amine Plant

 •   Initial test period for 15 months with Aker Clean Carbon
 •   Focus on:
     •   process performance, mainly energy efficiency
     • steam and electricity consumption
     • emissions monitoring.

 •   Several hundred online instruments monitoring the plant
     performance and emissions.
 •   An extensive lab programme with focus on monitoring solvent
     performance, degradation and emissions to air and water.
 •   Goal:
     • energy efficient process
     • minimal emissions to air and water.
Testing activities at the Chilled Ammonia Plant
•   Initial period of 18 months based on test program developed by Alstom.
•   Focus on process optimization, including:
    • energy efficiency,
    • ammonia consumption and low emissions,
    • steady state and transient operations,
    • impact of flue gas impurities.

•   The solvent developed by Alstom do not produce degradation products
    and is based on a low cost and available solvent.
    • This design allow the development of reliable simulation tools, based on the tests, for
      calculation of the heat and mass balances.

•   Lab data, as well as sampling and third party verification measurements
    will back up the online metering to enhance monitoring of a wide range
    of emissions components.

  use the Amine plant, e.g. Aker,
  Siemens, Hitachi, Mitsubishi

• Available for other users towards the
  end of 2013/beginning 2014.

The Norwegian Climate Policy Political consensus: •Global target: limit average temperature hike to 2°C above pre-industrial level •Strengthen Norway’s “Kyoto commitment” from 1% above 1990-level to 9% below 1990 level •Reduce Norway’s carbon emission footprint with 30% within 2020 •Reduction of 15-17 MtonCO2 including forestation •Norway shall be “carbon neutral” within 2050 •Carbon emission reductions may be domestic/offshore reductions or through purchase of international emission credits •However – the target is that 50%-65% of the reduction shall be domestically White Paper No. 34 (2006-2007) On Norwegian Climate Policy, published on 22 June 2007 Agreement on the White Paper between the government parties and three opposition parties (‖Klimaforliket‖), signed 17 January 2008

The BIGCCS Centre is set to achieve the following goals: • 90% CO2 capture rate • 50% cost reductions • Less than 6 percentage points fuel-to electricity penalty compared to state-of- the-art fossil fuel power generation The BIGCCS Centre: • develops new knowledge and technology required to accelerate deployment of large scale CCS, • through international co-operation. • Innovation and value creation is promoted throughout the CO2 value chain. 18

  • 20. Gas Hydrates: A Major Energy Resource: Natural gas trapped in hydrate might amount to twice all known resources of free fossil fuels. Japan: estimated equivalent to 100 year natural gas demand.
  • 21. CO2 – Methane hydrate swap Novel methodology for replacing methane with CO2 in hydrate structures. Testing activities at the Amine Plant • Initial test period for 15 months with Aker Clean Carbon • Focus on: • process performance, mainly energy efficiency • steam and electricity consumption • emissions monitoring. • Several hundred online instruments monitoring the plant performance and emissions. • An extensive lab programme with focus on monitoring solvent performance, degradation and emissions to air and water. • Goal: • energy efficient process • minimal emissions to air and water.

Testing activities at the Chilled Ammonia Plant • Initial period of 18 months based on test program developed by Alstom. • Focus on process optimization, including: • energy efficiency, • ammonia consumption and low emissions, • steady state and transient operations, • impact of flue gas impurities. • The solvent developed by Alstom do not produce degradation products and is based on a low cost and available solvent. • This design allow the development of reliable simulation tools, based on the tests, for calculation of the heat and mass balances. • Lab data, as well as sampling and third party verification measurements will back up the online metering to enhance monitoring of a wide range of emissions components.
