Blalock Construction Company was contracted by the North Carolina DOT from 1990 to 1993 to complete multiple highway repair projects requiring soldier pile and anchor installations in varying soil and rock conditions. The anchors encountered different rock types and various installation techniques were used. Despite installing over 1000 anchors with no failures, the project resulted in claims against the NC DOT due to misrepresented site conditions in procurement documents. Final settlements were reached in 1996 after the designing engineering firm closed.
