To Whom It May Concern:
It gives me great pleasure to share an overview of my professional experience for consideration for a senior
level position with the US Federal Government. As you review my background and qualifications, I believe
that you will find I possess the skills, knowledge, and capabilities necessary to excel and bring significant
value any department.
As my résumé highlights, I have over 20 years of combined experience providing workforce development
services, career planning assistance, and job readiness/employer engagement training in higher
education, secondary education and nonprofit settings. I currently serve as the Associate Vice President
of Workforce Education and Economic Development at Florida State College at Jacksonville. Here, I
have oversight of the Continuing Education open enrollment programming, Corporate Learning and
Training Solutions (engagement with the business and industry community to provide contract training,
professional services/programs, and identify internship and placement opportunities for FSCJ students),
the College’s affiliated registered apprenticeship programs, and several workforce development DOL
grants. In my capacity, I work with all five campuses to provide guidance on program development and
fast-track training in IT, Advanced Manufacturing, and Healthcare. My office serves as the face to
employers. In addition, I work with our regional economic development organization to meet with
businesses considering coming to the Northeast Florida region to share how our college can provide
education and training to their workers. I am the college’s administrator for the Federal Perkins Grant. I
was recently selected to serve on the NCATC (National Coalition of Advance Technology Centers) Board
(2017-2020). My office is also the portal for working with our regional One Stop (CareerSource of NE
Florida) to provide services for their WIOA clients as well as provide targeted services for clients from
community-based organizations. In my first year at FSCJ, my strategic direction realized the following:
• Re-established the corporate engagement area (Corporate Learning and Training Solutions) and
exceeded the contract training goal by 127%.
• Worked with Jacksonville employers to create an accelerated college program to enroll
journeymen and incumbent workers into FSCJ’s associate degree programs.
• Eliminated a nearly $90K deficit in the Continuing Education Department and reduced the
cancellation rate of courses 80% to under 50%.
Previously, I served on the executive leadership team of Cuyahoga Community College’s Workforce and
Economic Development Division (WEDD) as the Vice President of External Relations and Funding. In
that role, I had oversight of the division’s resource development and grants management area, quality
assurance and wraparound student support team called Job Link Services (JLS). The JLS team
established industry-specific Employer Boards for supporting fast-track programs that consist of leaders
from local businesses who provide industry updates used to keep the programs relevant. The JLS staff
planned and implemented monthly job fairs and conduct regular retention visits to program graduates at
their internship and employment sites. Through these services, this team achieved over 90%
completion rates and 70-75% placement rates on fast-track training programs.
Complementing my career consulting and program management experiences is my strong background in
project coordination and team supervision with high-profile nonprofit organizations. Drawing on excellent
grant writing skills and superior fundraising abilities, I currently serve on many grant-writing teams to
help secure funding for workforce programming. My additional experiences and successes with UNCF,

INROADS Inc. and the Cleveland Metropolitan School District, are detailed in my enclosed résumé. I am
also a sole proprietor of a consulting business focusing on the development and delivery of career and
workforce development services for individuals and community-based agencies.
In addition to the skills, experiences, and achievements listed above, you will find I possess:
• Career and workforce development certifications to include: Certified Workforce Development
Professional, Global Career Development Facilitator, Certified Career Development Facilitator
Instructor, Certified Professional Résumé Writer and Certified Program Planner.
• Extensive experience working with the business and industry community to provide innovative
incumbent worker training using consultative selling techniques to understand needs.
• A reputation for excellence and a proven history as a senior leader exceeding the expectations of
clients and colleagues.
• Successful management of a communications department for a large urban school district of
50,000 students to include management of the website, and creating marketing slicks and
appropriate PR to advance the district’s image.
• A history of turning around underperforming programs and spurring enthusiasm and support
among staff and program participants.
• Experience managing multimillion dollar, federally-funded government contracts and grants with
successful achievement of metrics and superior audit compliance.
• A professional image combined with persuasive communication skills and strong interpersonal
skills.
As a life-long learner, I support students as they move on to postsecondary education, training and
employment to improve their quality of life. I consider myself a “bent arrow” because of my professional
career path starting as a mechanical engineer and as you can see from my résumé, I have had the
opportunity work in many professional areas. Each experience has enhanced my ability to lead
successful operations and provide individuals with effective and appropriate strategies for career
success. The beauty of Workforce and Economic Development is that it changes so frequently, which
means that professionals in this field must always be poised and ready to offer new and exciting
programs to meet the demands of students and employers.
I welcome the opportunity to meet and discuss how my experiences and skills can benefit the Federal
Government. Please feel free to contact me using the phone number or email address listed above. I look
forward to speaking with you soon. Thank you for your time and consideration.
Sincerely,
Linda D. Woodard, Ed.D., CWDP, GCDF, CPRW
