Eligible	Costs	
	
• Capital	investment,	infrastructure	and/or	
equipment	used	to	increase	recycled	output	
and/or	re-manufacture	Tier	2	products	using	
California-generated	postconsumer	carpet.	
• Construction,	renovation	and/or	expansion	of	
collection,	processing	and/or	manufacturing	
facilities	to	increase	recycled	output	and/or	
re-manufacture	Tier	2	products	using	
California-generated	post-consumer	carpet.	
Funds	used	for	collection	must	improve	
collection	technology	or	the	effectiveness	of	
collection.	
• Partnerships	aimed	at	establishing	or	
increasing	the	use	of	recycled	output	fiber,	
calcium	carbonate,	carpet	carcass,	
commercial	broadloom,	or	other	material	or	
component	of	CA	post-consumer	carpet	
waste	stream.	
Ineligible	Costs	
	
•  Costs	incurred	prior	to	12/1/17	or	after	the	
end	of	the	Grant	Term.		
•  Costs	associated	with	incineration,	
landfilling,	WTE,	Kiln	and	CAAF.	Projects	
must	adhere	to	the	California	waste	
hierarchy.		
•  Costs	exceeding	5%	of	the	total	amount	
requested	for	permitting,	public	education	
and	outreach,	indirect	costs,	overhead	and	
salaries.		
•  Design	and	engineering	costs	greater	than	
5%	of	the	total	grant	amount.		
•  Costs	exceeding	10%	for	sales	and	marketing	
•  Costs	related	to	environmental	review	of	the	
project.		
•  Purchase	of	recycled	carpet	feedstock.		
•  Purchase	of	offsets.

(PCC).	
•  Testing	or	certifying	new	or	remanufactured	
Tier	2	products	made	from	California-
generated	PCC	material.	
•  Feasibility	studies	on	potential	new	uses	of	
California-generated	PCC	material.	
(Tier	2	products	require	no	further	processing	
before	sale	to	the	end	user)	
Ineligible	Costs	
	
•  Costs	incurred	prior	to	12/1/17	or	after	the	
end	of	the	Grant	Term.		
•  Costs	associated	with	incineration,	
landfilling,	WTE,	Kiln	and	CAAF.	Projects

•  Building	and	capital	asset	costs.	
•  Indirect	and	overhead	costs,	including	travel,	
mileage	and	salaries	not	directly	related	to	
the	grant	project.

product	testing	activities.	
•  Costs	related	to	environmental	review	of	the	
project.

the	CARE	California	logo.

Proceed	letter	or	after	the	end	of	the	
Grant	Term.		
•  Costs	associated	with	incineration,	
energy	recovery	processes	(Carpet	as	
Alternative	Fuel,	kiln	or	waste-to-
energy)	and	landfilling.	
•  Purchase	of	offsets.	
•  Administrative	costs,	overhead	and	
salaries.	
•  Products	installed	outside	the	State	
of	California.	
•  Costs	deemed	unreasonable	by	CARE	
or	unrelated	to	the	grant	project.

–  Documentation	that	the	project	is	utilizing	feedstock	generated	in	CA.	
–  Number	of	CA	jobs	created	
–  Conservation	measures	met	to	date,	such	as	MTCO2e	avoided	
–  Project	photos.	Before	and	after	photos	for	Cycle	2M.	
–  Work	conducted	for	future	reporting	periods

recycled	output,	Tier	2	products,	greenhouse	gas	reductions	and	related	metrics.

Payment	Requests	
Requirements	for	Payment:	
•  Payment	Request	Form	
•  Expenditure	Summary	
•  Supporting	documents	such	as	invoices,	proof	of	payment	
•  Vendor	Bid	Sheet	–	Cycle	2A	ONLY	
–  Solicit	bids	from	at	least	3	vendor	or	provide	sole	source	
justification	
•  Special	payment	requests	considered	
•  Payments	submitted	on	a	reimbursement	basis	
•  10%	retention	held	until	project	completion	
•  Payments	made	within	45	days;	as	promptly	as	possible	
•  Audit	Considerations:	Projects	subject	to	audit	for	up	to	3	years;	
maintain	records	and	supporting	documentation
