• The	purpose	of	the	Capital	Improvement	
Grant	Program	– Cycle	2A:
– Provide	funding	for	capital	improvements	
– Projects	must	establish,	increase,	improve	or	
enhance	CA	post-consumer	carpet	(PCC)	
additional recycling	and/or	utilization	of	
recycled	content	product	manufacturing

• Capital	investment,	infrastructure,equipment,
• Construction,	renovation	or	expansion,	
• Processing	or	manufacturing	facilities	that	manage	or	
utilize	CA-generated	PCC
• Partnerships	aimed	at	establishing	or	increasing	use	of:
– recycled	output	fiber,	calcium	carbonate,	carpet	carcass,	
commercial	broadloom,	or	
– other	material	or	component	of	PCC	waste	stream	with	
potential	benefit	to	the	broad	carpet	recycling	marketplace.
2A |	Eligible	Projects
Examples	of	projects	eligible	for	funding	include:

• Costs	incurred	after	the	end	of	the	Grant	Term.
• Costs	associated	with	incineration.	Projects	must	
adhere	to	the	California	waste	hierarchy.

These	costs	are	not	allowable:

• Costs	exceeding	5%	of	the	total	amount	requested	for:
– Permitting,	public	education	and	outreach,	indirect	costs,	
overhead	and	salaries
– Design	and	engineering
• Costs	exceeding	10%	of	the	total	amount	requested	for:
– Sales	and	marketing	costs
• Costs	related	to	environmental	review	of	the	project.	
• Purchase	of	recycled	carpet	feedstock.	
• Purchase	of	offsets.

• The	purpose	of	the	Product	Testing	Grant	
Program	– Cycle	2B	is	to:
– Provide	funding	for	product	testing,	research	and	
development,	and	similar	market	development	
activities
– Establish,	increase	or	improve	PCC	recycling	and	
utilization	of	PCC	recycled	content	in	product	
manufacturing

• Investigating	the	use	of	CA-generated	PCC	
material	to	manufacture	established	products	
that	do	not	currently	use	recycled	PCC	material.
• Testing	and/or	certifying	new	or	reformulated	
products	containing	CA-generated	PCC	material.	
• Feasibility	studies	on	potential	new	uses	of	all	
PCC	components.
2B |	Eligible	Projects
Examples	of	projects	eligible	for	funding	include:

• Purchase	of	buildings	or	capital	assets.
• Purchase	of	recycled	carpet	feedstock.

Project	Requirements

• Must	increase	the	quantity	(LBS)	of	CA-generated	PCC	
recycled	and/or	utilized	in	the	manufacturing	of	Tier	2	
recycled	products.
• Specify	and	measure	LBS	sent	to	reuse,	energy	recovery	
or	export.	Incineration	is	prohibited.
• Must	submit	a	storage	management	plan.
• Priority	to	CA-based	operations.	
– 75%	of	funds	committed	to	CA	projects.
• Projects	must	have	all	permits	secured.
• Match	required	for	Cycle	2A	applicants	ONLY	
– 2A	projects	must	provide	25%	match	in-kind	or	cash.
Project	Requirements
Both	grant	projects	must:

2017	will	qualify	for	retroactive	
reimbursement.
• Reimbursement	will	require	that:
– The	applicant	qualifies	for	and	receives	a	CARE	
grant	AND
