• El crecimiento de la productividad laboral hace que crezca el PIB potencial.
Condiciones previas para el crecimiento de la productividad laboral
• La condición previa básica para el crecimiento de la productividad laboral es
que haya un sistema de incentivos creado por las empresas, los mercados, los
derechos de propiedad y el dinero.
Existen tres elementos que influyen en su ritmo:
■ Crecimiento del capital físico.
■ Crecimiento del capital humano.
■ Adelantos
tecnológicos.
El capital humano, es decir, la habilidad y el conocimiento
acumulados de los seres humanos, es la causa principal del
crecimiento de la productividad.
A medida que la cantidad de capital por trabajador
aumenta, también lo hace la productividad laboral.
La acumulación de capital físico y humano ha hecho una gran contribución al
crecimiento de la productividad laboral, pero la del cambio tecnológico, es decir,
el descubrimiento y la aplicación de nuevas tecnologías, ha sido aun mayor.

Contabilidad del crecimiento
• Es una herramienta que calcula la contribución cuantitativa de
cada una de estas causas al crecimiento de la productividad
laboral. Para hacer estos cálculos usamos la regla de un
tercio.
La regla de un tercio
Establece que, en promedio, sin ningún cambio en la
tecnología, un aumento de 1 por ciento en el capital por
hora de trabajo ocasiona un aumento de 1/3 por ciento
en la productividad laboral.
Esta regla de un tercio se utiliza para calcular cuánto
contribuyen el crecimiento del capital y el cambio
tecnológico con el crecimiento de la productividad
laboral.
Robert Solow, del MIT (Instituto Tecnológico de
Massachusetts), usó datos sobre el capital, las horas de
trabajo y el PIB real de la economía estadounidense para
calcular el efecto del capital sobre la productividad
laboral.

políticas de
crecimiento
Las tres teorías del crecimiento que estudiaremos son:
■ La teoría clásica del crecimiento.
■ La teoría neoclásica del crecimiento
■ La nueva teoría del crecimiento

La teoría clásica del crecimiento considera que el crecimiento del PIB real por persona es temporal y que
cuando aumenta por encima del nivel de subsistencia, la explosión demográfica ocasiona finalmente que
regrese a ese nivel.
TEORÍA CLÁSICA DEL CRECIMIENTO
La riqueza de las naciones depende
esencialmente de dos factores:
a) la distribución que se realice del factor
trabajo entre las actividades productivas e
improductivas.
b) el grado de eficacia de la actividad
productiva (progreso técnico).
Estos dos factores se ven influenciados por
otros que
tienen gran importancia en el proceso:
a) la división del trabajo (especialización),

b) la tendencia al intercambio,
c) el tamaño de los mercados (uso del
dinero y el comercio internacional),
d) Y la acumulación de capital, que en
última instancia se
considera el elemento esencial que favorece
el
crecimiento de un país.
Los economistas clásicos se
apoyaron en la idea de una tasa de
salario real de subsistencia, que es
la tasa de salario real mínima
requerida para mantenerse con vida.
Si la tasa de salario real existente es
menor que la tasa de salario real de
subsistencia, algunas personas no
pueden sobrevivir y la población
disminuye.
La conclusión deprimente de la teoría clásica del crecimiento es consecuencia directa del supuesto de que ocurrirá una
explosión demográfica si el PIB real por hora de trabajo excede el nivel de subsistencia. Para evitar esta conclusión,
necesitamos un punto de vista distinto sobre el crecimiento de la población.

La teoría neoclásica del crecimiento es la proposición de que el PIB real por persona crece porque el cambio
tecnológico induce un nivel de ahorro e inversión que hace crecer el capital por hora de trabajo.
• El crecimiento termina sólo si el cambio tecnológico se detiene.
• La construcción neoclásica de la economía se basa en tres factores de la producción: capital, trabajo y tecnología.
La producción en cada período comienza con una cantidad dada de capital, mano de obra y tecnología, y termina
en la producción de bienes.

Idea básica en la teoría neoclásica
La tecnología empieza a avanzar en toda una gama de
actividades a un ritmo más acelerado; el crecimiento se
detendrá por dos razones relacionadas.
• Las elevadas tasas de ganancias que resultan del
cambio tecnológico aumentan el ahorro y la
acumulación de capital.
• La acumulación de capital eventualmente resulta en
retornos decrecientes que reducen la tasa de interés.
17. La nueva teoría del crecimiento sostiene que el PIB real per cápita crece debido a las decisiones que
toman las personas en la búsqueda de ganancias, y que el crecimiento puede persistir de manera
indefinida.
• Descubrimientos y elecciones Cuando las personas descubren un producto o una técnica nuevos, se consideran
afortunadas, y están en lo cierto. Sin embargo, el ritmo al que ocurren nuevos descubrimientos y progresa la
tecnología no es producto de la casualidad; depende de cuántas personas buscan una tecnología nueva y con qué
intensidad la buscan
• Descubrimientos y ganancias Las ganancias son la chispa que impulsa el cambio tecnológico. Las fuerzas de la
competencia exprimen las ganancias, así que, para aumentarlas, las personas buscan constantemente métodos de
producción menos costosos, o nuevos y mejores productos.
• Los descubrimientos son un bien de capital público Los economistas clasifican un bien como un bien público
cuando a nadie se le puede excluir de su uso y cuando el uso de este bien por una persona no impide a otras usarlo
• El conocimiento es capital que no está sujeto a la ley de los rendimientos decrecientes La producción está
sujeta a los rendimientos decrecientes cuando un recurso es fijo y la cantidad de otro recurso cambia. Agregar trabajo
a una cantidad fija de capital o agregar capital a una cantidad fija de trabajo genera un producto marginal decreciente,
es decir, rendimientos decrecientes.

• Donde los maltusianos ven el fin de la
prosperidad como la conocemos hoy en día,
los defensores de la nueva teoría del
crecimiento ven una abundancia inagotable.
• El contraste se vuelve más claro al
considerar sus puntos de vista discrepantes
sobre el crecimiento de la población. Para los
maltusianos, el crecimiento de la población
forma parte del problema. Para un defensor
de la nueva teoría del crecimiento, el
crecimiento de la población forma parte de la
solución

19. Lograr un crecimiento más rápido
La contabilidad del crecimiento nos dice
que para lograr un crecimiento
económico más rápido debemos
aumentar ya sea la tasa de crecimiento
del capital físico, el ritmo del avance
tecnológico, o la tasa de crecimiento del
capital humano. Las principales
sugerencias para lograr estos objetivos
son:
■ Estimular el ahorro.
■ Estimular la investigación y el
desarrollo.
■ Fomentar el comercio internacional.
■ Mejorar la calidad de la educación.
