Fleming, CHA’s former statistician, has publicly alleged CHA CEO Oscar Delgado, also a Reno City Council member, was knowledgeable about and allowed fraud and the misuse of grant funds.
Fleming posts detailed allegations against CHA and its executives on Facebook, LinkedIn and his Medium account.
“Data show that Community Health Alliance severely underperformed in its contractual duties relative to the funds it received from the state of Nevada,” Fleming recently wrote on Facebook. “Even worse, in an attempt to demonstrate costs that would justify continued state contracts at their current levels, CHA deliberately falsified employment records. These employee records were used to bolster the full-time equivalent (FTE) tally, and therefore the costs, that were dedicated to the program in 2020.”
The U.S. Department of Health and Human Services Office of Inspector General is investigating Fleming’s claim he filed last year. He filed the complaint with the federal agency saying he was fired by CHA in retaliation after he raised concerns about the nonprofit’s practices.

INTRODUCTION
During the early period of the criminal justice system, crime victims were responsible for bringing their
cases before the court for prosecution. Eventually, prosecutors’ offices were created and became
responsible for representing the state during court proceedings. Prosecutor’s offices were developed for
three reasons: (1) it demonstrated that crimes are committed against all of society and not just the
victim, (2) it removed the value of vengeance from criminal justice process, and (3) it meant that
specially trained professionals are responsible for the legal process in which in return ensures fair and
effective prosecutions take place. After the development of modern prosecutors’ offices, victims
essentially became excluded from the criminal justice process [1]. The Victims’ Rights Movement sought
to change that. In the remainder of this lecture we will discuss the Victims’ Rights Movement, the
policies that resulted from it, and the impacts of those policies on criminal justice outcomes.
THE VICTIMS’ RIGHTS MOVEMENT
The Victims’ Rights Movement (VRM) began in the 1970s. Young and Stein suggest the VRM was
jumpstarted due to: (1) an increase in criminological research on victimology, (2) the introduction of the
idea that states should supply victims with financial compensation after victimization, (3) women’s rights
movements, (4) the rise of crime throughout the 1960s (and on) and the perception that the criminal
justice system was ineffective, and (5) the growth of activism and the founding of activity groups by
crime victims (e.g., Parents of Murdered Children or Mothers Against Drunk Driving). First, researchers
began to question why some people became victims of crime or failed to report crimes to the police.
Second, after some states began to copy programs in other countries that supplied compensation to
crime victims, the seed was planted for thinking about what could be done to assist crime victims. Third,
women’s rights activist began to question the lack of attention that was paid to sexual assault crimes
and domestic violence. Fourth, after crime rates began to rise throughout the 1960s, many people
questioned the effectiveness of the criminal justice system and particularly the fact that many
prosecutions failed because victims refused to move forward in the cases. Fifth, a number of crime
victims started advocacy and support groups for crime victims, and those groups began to lobby
legislatures for support for crime victims. With the help of federal funding, most states had adopted at
least some victims’ services programs by the end of the 1970s that focused on crisis intervention,
counseling, support during the criminal justice process, victim compensation, and victim restitution [2].
The VRM continued in the 1980s. In 1984, the Victims of Crime Act (VOCA) was passed. VOCA

Em consonância com os ODS – Objetivos do Desenvolvimento Sustentável e a Estratégia Global para a Saúde das Mulheres, Crianças e Adolescentes, e aplicando uma abordagem baseada nos direitos humanos, os esforços de cuidados pós-natais devem expandir-se para além da cobertura e da simples sobrevivência, de modo a incluir cuidados de qualidade.
Estas diretrizes visam melhorar a qualidade dos cuidados pós-natais essenciais e de rotina prestados às mulheres e aos recém-nascidos, com o objetivo final de melhorar a saúde e o bem-estar materno e neonatal.
Uma “experiência pós-natal positiva” é um resultado importante para todas as mulheres que dão à luz e para os seus recém-nascidos, estabelecendo as bases para a melhoria da saúde e do bem-estar a curto e longo prazo. Uma experiência pós-natal positiva é definida como aquela em que as mulheres, pessoas que gestam, os recém-nascidos, os casais, os pais, os cuidadores e as famílias recebem informação consistente, garantia e apoio de profissionais de saúde motivados; e onde um sistema de saúde flexível e com recursos reconheça as necessidades das mulheres e dos bebês e respeite o seu contexto cultural.

5. What is Mefloquine and why are we
suing?
During the 1990s, it was common for military personnel to be prescribed
Mefloquine, an antimalarial medication, when deployed to areas around
the world where malaria was prevalent
However, issues with the drug have since been discovered. In 2016, Health
Canada updated the warning labels for Mefloquine, highlighting serious
side effects, including anxiety, paranoia, depression, hallucinations,
psychotic behaviour and thoughts of suicide –which can persist for months
or years after taking the drug
6. Mefloquine has been reported to cause a number of symptoms in those who’ve
taken the drug, including anxiety, depression, suicidal and homicidal thoughts,
paranoia, delusions and hallucinations. Though the Canadian military
conducted its own review which determined that the drug doesn’t have any
long-term effects, it now only prescribes Mefloquine as a drug of last resort
Today the Canadian military seldom prescribes Mefloquine. In June of 2017 the
Department of National Defence announced that Mefloquine would only be
recommended for use if a CAF member requests it, or if there are
contraindications to the member being prescribed other anti-malarials
7. Mefloquine, Quinism and PTSD
The term “Quinism”, as coined by Dr. Remington Nevin, refers to a disease
caused by poisoning by a class of drug that is neurotoxic, such as Mefloquine
The symptoms of poisoning by Mefloquine related quinoline drugs are:
Tinnitus
Dizziness
Vertigo
Paresthesias
Visual disturbances
Gastroesophageal and intestinal problems
Nightmares, insomnia, sleep apnea
Anxiety, depression, suicidal thoughts, paranoia and cognitive dysfunction
8. The Quinism Foundation
Founded by Dr. Remington Nevin in January 2018, The Quinism Foundation is
a non-profit organization in Vermont that aims to promote and support
education and research on medical conditions caused by poisoning by
quinoline drugs including the antimalarial drugs Mefloquine
The foundation’s goals are to:
Prepare healthcare organizations to identify those exposed to quinolines and to
screen for symptomatic quinoline exposure
Educate clinicians to diagnose chronic quinoline encephalopathy and other medical
conditions caused by quinoline poisoning
Train researchers to distinguish the effects of quinism from those of other disorders,
including Post-traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI)
Assist government agencies to recognize those suffering disability from quinism
Identify risk factors for the disease and attempt to count all those affected
9. Why bring a lawsuit?
By failing to inform our forces of the side effects, members of the military
have suffered debilitating medical symptoms, some serious with long-term
impact. HSH lawyers along with Waddell Phillips, want to hold the
Canadian Government accountable
The objective of the Mefloquine lawsuit in Canada is to help its victims
receive compensation for the drug’s harmful effects. As a mass tort
litigation, cases proceed on an individual basis

PTSD diagnosis
11. We are not the Larmer Stickland Class
Action
In 2001, lawyers at Larmer Stickland PC, in North Bay, ON, commenced a class
action lawsuit for soldiers who had served in Somalia only
In April 2018, nearly 17 years later, the Ontario Superior Court of Justice dismissed
that class action lawsuit for delay
The court did not comment on the merit of the case itself
The limitation period for Somalia veterans was tolled by the class action lawsuit,
but the limitation period began to run again in April 2018 when the case was
dismissed
12. What is Mass Tort Litigation
Mass Tort refers to the simultaneous launching of multiple individual lawsuits, all
against one common Defendant, relating to a single common triggering event

require comprehensive access to all pertinent damage documentation to support

A detailed summary of the case is prepared and is sent to one of our expert
physicians for an opinion.

Unlike in a Class Action, where only the Representative Plaintiff(s) are named in the
claim, Statements of Claim for all individual cases will likely be required to be drafted,
issued with the court and eventually served on the Defendants.
We will be simultaneous launching multiple individual lawsuits, all against one
common Defendant, relating to a single common triggering event.
The overall litigation process in all personal injury cases can be unpredictable, both in
terms of outcome and time.
