Riga has developed effective management
Setting up the appropriate policies locally, monitoring and revisiting
– long term strategy, SEAP, yearly monitoring reports;
Developing e-services accessible to all;
Engaging researchers – advisory board of energy experts,
applying for research grants, co-financing pilots, stimulating and
taking up the results of the research;
Building up the administrative capacity –coordinating the work of
departments, building capacity and providing tools for the city and

The road to the smart city with other cities – projects: capacity building; demonstration; policy development
One can easaly use standart software apllications solutions for data analyzing. Even new startup companies can easy access and create their own e-services or moblie applications. XML metadata should be described (also in English) in propper manner and published as well.
. There are available 15 open data sets and Odata services.
