The Huntington Levee is located at 5755 Mt. Vernon Drive, Alexandria, and provides a 2,800-foot levee along Cameron Run to protect the community from flooding associated with storms of up to at least a 100-year event. The levee is made up of a 10- to 15-foot high earthen embankment with a 4-foot high concrete I-wall which caps the steel sheet piles embedded in the embankment. The project also includes a 5,300 square foot mechanical pump station that houses three 42.5 million gallon per day axial flow pumps for the larger storm events and three 8,000 gallon per minute low flow pumps for base flows and smaller storms. Upgrades to the Farrington Park playground and a network of connecting trails was included in the project. The new levee infrastructure has been operational since spring 2019 and recently provided flood protection for the adjacent homes and community during the major rainfall event of July 8, 2019.
The project achieved the Institute for Sustainable Infrastructure Envision Bronze Award and has been recognized with the National Capital Section of the American Society of Civil Engineers Sustainable Project/Program of the Year Award for 2019.

cent overall cutback in water usage ordered in
March by Governor Edmund G. Brown, Jr., mu-
nicipalities throughout the state are scrambling
to ensure that they will have enough water to
meet current and future demands. For Paso Ro-
bles, which is located in central California’s San
Luis Obispo County, the situation demands careful atten-
tion to the local groundwater basin, which supplies rough-
ly a third of the city’s drinking water. As part of a recently
completed project, Paso Robles combined drainage im-
provements with storm-water treatment and groundwater
recharge. The effort, the 21st Street Improvement Project, is
the first of its kind for the city, and it included bioretention,
pervious pavers, landscaped open-channel drainage, and an

In making improvements to a key roadway, the City of Paso Robles, California, implemented measures to
retain and treat storm-water runoff and enable it to infiltrate into the ground. The infiltration will recharge
groundwater supplies and reduce flooding. By incorporating features for traffic calming, urban development,
water quality, and water supply, the 21st Street Improvement Project offers a model for other cities looking to

while minimizing flooding during storms and
preserving the pavement. The newly designed
streetscape also improves the overall experience
of using the street in that it added trees, traffic-
calming features, and bicycle lanes and made
the pedestrian walkways more accessible. In a
region that is currently experiencing a historic
water shortage, the 21st Street design provides
a model for flood control, runoff treatment, and
groundwater recharge.
Astute storm-water engineering can im-
prove drainage while achieving advanced lev-
els of sustainable urban runoff treatment and
groundwater recharge. Recent enhancements to
21st Street in Paso Robles exemplify the poten-
tial to co.
The primary goals of this project were to address public safety concerns, stabilize an eroded channel by using natural stream design techniques and promote the growth of native vegetation. The natural channel design techniques used, such as a reinforced bed mix riffle sections and step pools, reduce the flow velocity, provide stability, and enhance water quality along the streams leading to the Chesapeake Bay. The disturbed areas of the site were restored with native shrubs, plants and trees.

Vehicles first traversed Moreau Creek using
Campbell Road via an elevated driving
surface. Beneath the gravel and concrete
roadway, a 30” culvert (seen in photo
above) handled water drainage and served
as a passage for fish.
In 1996, county officials noticed the north
bank was losing significant erosion. At the
same time, the south bank was collecting
deposits which formed a large gravel bar
that often blocked the stream flow.
Over a ten-year period, annual floods altered
the river forming a 90 degree S-curve just
before the crossing. They knew they needed
to do something to stop erosion, slow
gravel build up, and prevent repeated road
washouts. In 2006, the county began trying
to mitigate the problem.
The following photos and synopsis offer a
visual timeline that led up to building a
low-water bridge and the bioengineering of
a streambank as proven solutions that are
now successfully managing where Campbell
Road crosses the Moreau Creek in Cole
County.

2. April 2006 - Through the years, repetitive flooding
caused the crossing to wash away; north bank erosion
and a sandbar to build up on the south bank.
September 2006 - Seeking a safer and sturdier bridge
option, the county hired a contractor to design and build
a low-water bridge with the expectation it would be
under water during higher flow.
March 2012 - Flooding an average of five times a year,
the new bridge allowed fish to swim downstream and
provided limited vehicle passage during high water events.
March 2012 - After the creek flooded, the low flow
bridge held, but the north bank continued to erode and
gravel built up on the south bank restricting the flow of
the channel.
March 2012 - A contractor designed and reconstructed the
streambank. Gravel was removed from the south bank to
build up the opposite bank improving channel capacity.
April 2012 -A bioengineering method used riprap along
with planting vegetation between, in, and above the rock
to help the bank develop into a self-sustaining solution.
July 2012 - Though flooded three weeks after completion,
by mid-summer, an integration of living plants with
riprap took hold increasing the strength and structure
of the bank.
October 2015 - The Moreau flooded every year, and as of
July 1, 2015 experience five flood events in six months.
To date, the bridge and bank remained unscathed.

living woody and herbaceous materials
along with organic and inorganic materials
to increase the strength and structure of soil.
It also is called “Ecoengineering” when
projects help re-establish wildlife habitat.
