David Flannagan, Principal Director
David Flannagan is a dynamic and capable CompanyDirector known for providing
experienced strategic advice to both governmentand non government executive boards and
leadership executives on a multitude of enterprise wide portfolio, program and projecst,both
nationallyand internationally. He has experience spanning more than 40 years,operating in
and delivering successful clientoutcomes across all aspects ofthe Enterprise Project
Portfolio Management (EPPM) sphere.
He is a skilled executive in every aspectof complexEPPM managementwith particular focus on strategic de-
risking advice, organisational change managementutilising EPPMprinciples, controls,governance and
assurance. David is a Principal Director of IDM. He provided strategic program/projectadvice and senior
management expertise on the $6.5 billion reconstruction ofQueensland’s transportnetworks following the
devastating floods and cyclones. This was known as the TransportNetwork Reconstruction Program (TNRP)
and ran from 2010 until 2015.
IDM’s program managementofTNRP for the Departmentof Transportand Main Roads (TMR) was successfully
delivered despite being a critical and time constrained program. In September 2014 IDM was awarded the
Project ManagementAchievementAward for the Australian Institute of Project Management’s (AIPM)
Queensland Chapter’s “Construction/Engineering Projectin Excess of $100,000,000”,and then was also
awarded the “Queensland Projectof the Year”. In October 2014 IDM’s delivery of TNRP was further recognised
for its outstanding achievementin program/projectmanagementthrough winning the Australian Institute of
Project Management’s 2014 National “Project of the Year” Award. Additionally, IDM was also recognised atthe
Asia Pacific Project Management AchievementAwards, receiving a high commendation. IDM was amongstthe
finalists recognised at lastyear’s International ProjectManagementAchievementAwards, held in Panama in
September 2015.
IDM delivered TNRP in an integrated team model with TMR resources where IDMwas proactive in encouraging
TMR to upskill existing resources through a variety of methods including “shadowing” ofIDM personnel. IDM
does notconstrain its intellectual propertyand actively promotes opportunities for business improvemen tthrough
process,procedure and template documentreview and refinement. TMR’s TNRP is now complete. IDM
supported program deliverythrough the rigorous interface with regional offices and Departmental representatives
to ensure a consistentapproach to program delivery.
