4. THE 1ST CHALLENGE IS:
HOW TO HANDLE COMPLEXITY?
• The users demand and smart city concepts
are overly simplified
• The dynamics of these needs are not
included in the planning (i.e. social media,
shared economy etc.)
• Dynamics of changes in users needs and
perspectives are difficult to foresee
• The disruptions are adding to the complexity

5. THE 2ND CHALLENGE:
A BUSINESS MODEL FOR NEW SHARED ECONOMY
Source:
REPORT: FAIR SHARE - RECLAIMING POWER IN THE SHARING ECONOMY
6. • No rule of game is defined
• The trend for shared ownership in not
predictable
• Boundaries for Privatization or Public-Private
ownership are not well-defined
• Lack of acceptance from various stakeholders
The 2nd Challenge:
Lack of a business model for new shared economy

AND OPEN-DATA

publicising, sharing
• Security versus usability
• Lack of users role/need definition
• Data quality criteria is missing
• Open but localized
8. THE 4TH CHALLENGE:
LACK OF STANDARDS FOR INNER-CONNECTIVITY AND
INTRA-CONNECTIVITY
• Lack of comprehensive smart city system
architecture
• Lack of standards for open architecture for
connection between layers
• Scalability is not well designed
• Combination of old infrastructure with
modern systems
• ICT architectures needs to harmonise the
interactions between various layers

9. THE 5TH CHALLENGE:
LACK OF CLEAR MODEL FOR INTEROPERABILITY AND
SCALABILITY
• Missing link between various services, layers
of eco-system
• Old infrastructure is not ready to
accommodate the new services
• Lack of clear road-map
• High investment costs
• High level of uncertainty regarding the
future generations and their
preferences/behaviour (Generation Z)
10. • Missing connected mobility services between
rural and urban mobility
• Intelligent rural mobility is highly ignored
• Lack of connected governance and
ownership between cities and highway
authorities
• No justifiable business model due to limited
and sparse commuting demand in rural areas
• Unknown future trend to or from the cities
THE 6TH CHALLENGE:
IGNORANCE OF MOBILITY IN A CHANGING SOCIETY

11. THE 7TH CHALLENGE:
MARKET IS NOT READY TO ADDRESS DEMANDS IN ALL
THE LEVELS
• Service instead of systems
• Developing versus developed
• Market-driven development rather than
user-driven
