Summary of Betty’s Overall Professional Experience
I have over 35 years of road safety experience spanning from road design engineering, design assessment, traffic
management reviews, safe systems development and implementation, sustainable safe road design training,
community and stakeholders involvement in road safety, operational planning of road safety systems, safety
audits, safety reviews, quality audits, area/route studies (environmental assessment studies).
After her graduation I specialized in engineering design and consultancy. In my many assignments I gained an
extensive experience in water and road projects in the Netherlands, in various Central and Eastern European
countries, in the Middle East and in West and East Africa. I am currently employed as a specialist in
transportation and road design for Royal HaskoningDHV in an advisory role. I provide consultancy and training in
the field of (safe) road design, traffic safety and maintenance management of roads infrastructure. My areas of
work are projects in the Netherlands, in Central and Eastern Europe, in the Middle East and in English and
French speaking Africa.
My responsibilities concern complicated infrastructural projects, being part of or conducting teams consisting of
specialists, architects, planners and designers in fields as roads and structural design, water and environment,
financial and contract management. I advise clients and conduct training programs in contract preparation, safety
and health, safe traffic management, road safety and safe systems.
I am accustomed to working in different kinds of organizational settings, ranging from basic community
participation programs to high-tech teams for the engineering and supervision of internationally tendered
contracts. Also in preparation of tender procedures, evaluation of tenders, consultancy on procurement of
equipment for construction projects, I have gained a valuable experience. Next, I am well acquainted with the
control and supervision of construction projects with regards to costing and working methods of the contractor.
I am fully familiar with international standards for transport design and construction, FIDIC Conditions of Contract
and WorldBank and European Union administrative regulations as well as road safety regulations such as the
British HD19/03, USA and Middle East standards. My total overseas professional experience (on projects outside
her home country, the Netherlands) amounts to almost fifteen years.

Regulations for the Road Safety Audit (NL) - In a team of safety experts representing the Roads &
Maritime Transportation Department, the foundation for Scientific Research of Road Safety (SWOV)
and DHV, I contribute to the preparation of an implementation plan for the Road Safety Audit on the
Dutch national road network. This plan contains rules for the selection of auditors and for future audits.
The rules are in accordance with the European Directive on Road Safety Road infrastructure
(November 2008). My work requires experience and knowledge of safe systems, sustainable safe
road design and construction within the policies of the Department as well as applicable procedures
(Sustainable Safety, Golden Rules for Road Users). This Dutch Road Safety Audit Regulations
document is comparable to the British HD19/15.

Arriyadh Development Authority, Riyadh, Saudi Arabia. In a team of traffic engineering designers
and urban development architects I contribute with my expertise in road design and road safety to a
plan for the rehabilitation of Dirab Road (four-lane access road, 13.7 km long for Arriyadh, 5 million
inhabitants). As a team, in close cooperation with the Client we develop design solutions for this

Emergency Highway Extension Schemes (NL) - The Emergency Act is convoked by the Minister of
Infrastructure and Environment to improve traffic flows on the national highway network. I am
specifically responsible for assessing the design of sustainable safety aspects. All reviewed projects
are in the planning study phase and are currently largely implemented and in use.

Technical Assistance to the Mwanza City Council (Tanzania) for Sustainable Road Safety
Capacity - My task is to draw up an operational plan to integrate the concept of road safety and to
promote safe systems in all relevant activities of the City Council. Included in the plan are measures
such as speed limits, signing and marking, increasing the knowledge and the interest of decision
makers by developing and implementing demonstration projects. In addition, I organize workshops
and training sessions with the aim of setting up an organization to improve cooperation between local
authorities, the Ministry of Public Works and road authorities.
