The Hills Shire Business PSI is an important measure for an area that relies so heavily on small business as a driver of the local economy. The 2016 survey was conducted 6 months on from the initial survey and captures the constant change in our region.
Sydney is growing by 1,400 people every six days, projected to reach 5 million by the end of 2016 with the Sydney Hills population receiving much of this growth -growing 20% faster than the national average. The average household in the Hills Shire is significantly larger than the national average and there is a higher proportion of students, university educated adults and full time workers than the national and state averages.
It is encouraging to see that along with this demographic and education growth, is economic growth and an improving business sentiment which creates a great environment in which local businesses operate. This index is designed to track the local economic conditions, performance and sentiment over time and this latest update shows improvements across the nine key measures. Of the 21 indicators, only six remain in the negative territory, down from nine in late 2015.
In response to feedback from the 2015 survey, the 2016 survey has additional questions that capture the likelihood of business owners and managers recommending The Hills Shire as a place to do business, the importance of business innovation to owners and managers and the current and expected export revenue of businesses in our region.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.

BB&T has a regional approach when it comes to CRA activities. The Banks activity in CRA is
tailored to communities based on an area needs assessment and Bank resources. BB&T Closed
over $300 million in Community Development Loans for 2009 and provided more than $220
million in Tax Credit investment, BB&T volunteered with different area organizations to provide
assistance as board members; homebuyer counseling; technical assistance around new program
development; technical assistance on loan committees; small business seminars; financial
expertise as advisory board member; technical assistance with regards to Federal Home Loan
Bank AHP grant process; In School Banking technical assistance; financial literacy seminars; and
credit counseling.
In addition to above, BB&T CRA and Community Development gives community’s access to the

BB&T Mobile Bus Goes into the Community
Other Community Involvement and Partnerships:
BB&T fostered the Lighthouse Project as a bank‐wide mission to help the communities in which
we do business. Implemented in 2009, this initiative enables BB&T employees to give back
financially and personally, enhancing the quality of life in areas like the City of Dania Beach. To
date, the Lighthouse Project has contributed $6 million to support BB&T’s mission of making our
surrounding areas a better place to live and work. BB&T’s dedicated employees have renovated
daycare centers, school playgrounds and Habitat for Humanity houses. They have assembled toys,
packaged school supplies, stocked food pantries, taught children to swim, prepared care packages
for troops and engaged in countless other acts in service of our neighbors.
BB&T employees in Broward County supported the South Florida Teen Challenge, Broward
Women’s Club and the Broward Partnership for the Homeless for the 2010 Lighthouse Project.

BB&T Response:
BB&T’s primary processing site is the Wilson Operations Center. BB&T uses a combination of
vendor supported services and IT infrastructure at other BB&T sites to support the recovery of
Wilson’s Operations Center in the event of a disaster or large systems failure.
BB&T has contracted with a world recognized disaster recovery service provider. Our primary hot‐
site is in a different state than our Operations center and provides for replication of our
mainframe processing (2600 CPU MIPS, over 6TB of disk, tape drives and network infrastructure).
Our backup equipment remains powered up and in a daily ready state. This dedicated equipment
supports sending our critical data across multiple dedicated AT&T data circuits. We backup all
mainframe production files multiple times each day. All data needed to recover our mainframe
environment is kept in an automated tape system or disk infrastructure at the hot‐site and in a
ready state.
We have switched our entire production network from Wilson to the hot‐site in less than 15
minutes during test exercises. Many of our distributed systems have redundant servers in
Charlotte to support the recovery of an outage in Wilson. BB&T’s disaster recovery plans are
tested and documented every 12 months as part of our audit and regulatory compliance
requirements. Our most recent test was conducted in July 2010.
BB&T also has a second processing center and is located in Charlotte, NC, where we have installed
our largest amount of redundant network and distributed systems capabilities. All BB&T sites
(check processing sites, branches, ATM’s and corporate offices) have redundant network
connections to both Wilson and Charlotte. If the Wilson site goes down, we establish our network
through the offsite location, and the rest of BB&T’s environment is then connected through the
Charlotte site.

Scope of Services Provided Exhibit A
I. REQUIREMENT 1:
A. Account Analysis: BB&T will provide account analysis statements to the City’s office by the 10th
of the month. Statements can be accessed through Cash Manager Online in addition to being
received via US mail. BB&T’s month end analysis statements will detail all bank activities / services
in addition to the related per unit pricing. Each month’s statement will remain available for 45
business days.
Each sub‐account analysis statement will detail all sub‐account bank activities / services in
addition to the related per unit pricing. At BB&T we accept compensation in a combination of fees
and balances. There are no surcharges or different price schedules for fee vs. balance
compensation. Additionally, we offer our clients the ability to carry over surplus earnings credits
to future periods via quarterly, annual or rolling 12‐month analysis cycle.
B. Advices: The City can utilize the Cash Manager Online wire module to originate repetitive and
non‐repetitive wire transfers (domestic & international) from your BB&T account. Domestic or
international wires may be sent until 5:00 p.m. ET each business day for same‐day processing.
BB&T recommends that the City access a current day report via Cash Manager Online to review
detailed information for incoming and outgoing wire transfers including amount, type, date, time,
status, beneficiary or originator (outgoing or incoming), FED reference number, BB&T reference
number, ABA routing number, address (outgoing only) and comments.
C. Armored Courier Service: BB&T maintains business relationships with all of the major armored
courier companies and provides secure facilities for check and cash processing. Courier service
will be a separate contract between the City and the armored courier company of its choice.
If cash deposits are delivered to any of BB&T’s vault by 12:00 Noon local time, provisional same
day credit is typically applied. Whether or not the City’s deposits are delivered in time for same
day credits is a factor of your contract with your armored carrier.
Change orders should be called in to the vault by 11:00 am the day prior to delivery. All orders
require a 24 hour advance notice. However, special accommodations can be made under special
circumstances to provide coin & currency on an exceptional basis.
We understand the City currently utilizes Dunbar Armored Car Service which can continue
however, the delivery point would be BB&T’s cash processing center with Brink’s in Miami.
D. Banking Supplies: If awarded the banking contract, BB&T will supply requested banking supplies
at no cost to the City.

E. Coin Processing: While there are no requirements for deposit preparation specifically for the
City, BB&T would prefer that the City prepare deposits under the same guidelines as other
commercial clients. These guidelines are as follows:
Coin – Loose coin (under $5.00) should be placed in a sealed envelope. Large coin deposits should
be of proper weight and sealed in an approved standard coin bag. Each bag should be properly
tagged with the denomination, value of the bag and stamped with the store or company name
and identifying store number if applicable. Small coin deposits that are rolled should be stamped
with the store or company name and identifying store number if applicable. (Only very small
amounts of rolled coin should be deposited.)
Most of coin processing would be processed through Vault Services. In relation to foreign coins,
vaults do not process. The City would have to exchange for domestic currency in order to
process.
F. Demand Deposit Accounts:
BB&T recommends the City to utilize our Public Fund Earnings² Checking. Earnings² Checking
combines the benefits of unlimited transactions, earnings credit and interest all in one
product. It’s designed exclusively for public entities such as cities, counties, states and
government agencies with higher transaction needs and a need to earn interest. Features and
Benefits of Earnings² Checking are as follows:
Convenient and automated ‐ full service checking with unlimited transactions and the
opportunity to earn interest on excess balances in the account.
o An earnings credit based on the average positive collected balance serves to
offset fees, after which interest is paid based on remaining balances.
o The earnings credit rate and interest rate will be indexed to the Fed Funds Target
Rate minus 10 basis points with a floor of 45 bps. As of the date of this proposal,
September 14, 2010 the rate would be .45%. The rate will be adjusted monthly
on the 1st of each month following a Fed Funds Target Rate change.
Utilizing this account vs. the traditional Overnight Repurchase Agreement type investment
service reduces internal reconciliation as well as avoids direct investment service fees.
As a demand deposit rather than an investment, the safety of FDIC insurance applies. Funds
over the allowable amount insured by FDIC are collateralized in accordance with State and
Federal statutes.
An excellent complement to BB&T’s full suite of payments solutions.
BB&T would set up the City’s Master Account as well as the ZBA Payroll and 125 Plan Disbursement
Account.

I. Return Item Processing: BB&T is able to process returned checks a second time prior to
returning to the City. This service is considered Special Handling and will require written
authorization from the City. In the event of second nonpayment, BB&T will debit the account
to which the check was deposited and provide the check and debit advice to the City. The
debit advice will contain the original check along with maker name.
BB&T does offer a return item transmission. In addition, BB&T can furnish information via
internet through Cash Manager OnLine. The City will be able to immediately retrieve images
for returned deposited items for 187 days through Cash Manager Online. Images beyond 187
days up to 7 years old can be requested through Cash Manager Oline, and will be sent to the
City via BB&T secure e‐mail. Both methods will include store or location number (if
applicable), amount of check, check serial number, return reason, maker of check, maker ABA
routing number, and maker account.
J. Lockbox Services: BB&T, one of the nation’s largest financial holding companies, has been processing
lockbox receivables for over 25 years. Our lockbox services are designed to meet our client’s specific
needs. As a result, we provide fast, accurate and flexible solutions to enhance our clients’ receivables
process and increase productivity. Developing services and products that help our clients achieve
economic success and financial security is the driving force behind our lockbox service and all that we
do.
BB&T’ offers retail lockbox processing in Charlotte, NC, Baltimore, MD (Bowie) and Orlando,
FL. Retail and Wholesale Lockbox processing and the related servicing and support functions
are all provided by BB&T employees and BB&T owned equipment housed in BB&T facilities in
all three of our sites. In addition, BB&T does not have any off shore contracts for
supplemental data capture, keying, or image lift and there are no immediate plans for such.

BB&T ensures validity through retaining a highly trained data entry team and by a detailed
implementation process, in which sample check and invoices are reviewed and provided via a test
file. Upon approval from our lockbox client, the data entry function will be handled by our lockbox
department.
BB&T maintains a profile for each client that describes the specific processing instructions to be
followed. The processing instructions are review daily by Lockbox personnel to note any changes
made by the City. BB&T ensures a quality lockbox service through the use of full and part time
employees. BB&T does not use temporary personnel for our lockbox service. In addition, BB&T
has two dedicated lockbox trainers to train all new employees on workflow and special handling
of our client requirements. Our error rates are below industry average and are tracked to the
individual operator. Management and staff meet daily and weekly to review and monitor
processing errors. Quality statistics are maintained and provided to senior management on a
monthly and annualized basis.
Retail Lockbox Operating Environment
BB&T’s Retail Lockbox service is fully automated. As mail is received, your company’s payments
are opened, segregated and processed, based on specific instructions you provide. Remittance
documents are optically scanned by BB&T’s image processing equipment. This equipment
captures preprinted payment data, produces reports, and creates a standard text file for data
transmission to your headquarters. This streamlined process allows for daily automated account
receivables updating. Funds are deposited to a single DDA account. (One coupon style is allowed
per lockbox.)
The majority of mail is received pre‐sorted from the post office and is ready for mail opening. Low
volume boxes and white mail will be received unsorted from the post office. BB&T will sort this
mail down to the box number using the either an Opex MPS 40 or will require manually sorting.
BB&T uses both high speed and low speed mail opening and scanning equipment to expedite
processing. Single payments for lower volume accounts, multiple transactions and non‐standard
payments will be opened in a low speed environment and will have pass one completed via the

Once the encoding and capture functions are complete, a deposit of the checks is prepared for
delivery to Item Processing City for availability assignment and clearing. Availability of funds is
assigned according to the Availability Schedule assigned to the City. A remittance file and various
paper reports are created once processing is complete. The remittance package is returned to the
customer according to account instructions. Check and OCR coupon images are available via next
day on‐line access (90 days) and/or via CD‐ROM/DVD.
BB&T provides data entry from invoices and/or checks for those clients electing this service
option. Data entry is provided through keystroke entry, sophisticated MICR/OCR capability and
roping of fields in preformatted locations. Typical fields keyed include account number, invoice
amount and maker name. BB&T can also automatically capture check routing and transit number,
account number and serial number from the MICR line of the check. BB&T uses a team of
specialists trained for complex data entry. These team members are senior lockbox staff members
who have completed 10 key and data entry training. All information that is keyed is available
through an on‐line image viewer, direct transmission, fax report or hard copy report.
BB&T offers several transmission options for our clients and can provide customized as well as
standard BAI, ANSI X12 & NACHA formats. Transmissions are scheduled at your specified deadline
time, 24 hours per day excluding holidays. Some services do offer weekend or Holiday
transmissions by special arrangement. BB&T’s Technical Support and Implementation team will
work with your company to ensure proper communication including telecommunication
requirements, system compatibility and transmission testing.
Retail Lockbox Quality Commitment
BB&T believes that excellent quality is met when the City is pleased with our service. To do this
BB&T must ensure service quality at a customer, site and employee level. BB&T has a dedicated
lockbox client support team to servicing your needs. This team will track each of your phone calls,
answer your questions and will strive to meet your processing needs.
BB&T utilizes key performance indicators based on BAI quality reporting for lockbox errors. Our
lockbox sites monitor key performance indicators and also benchmark’s our quality to the
industry. BB&T also provides recognition and incentive programs based on individual employee
performance.
Key performance error categories include: deposit errors, processing errors, encoding errors, live
checks errors, payee errors, foreign item errors, item processing errors, package delivery errors,
data entry errors and failed late reporting. All lockbox items receive high‐priority processing.
BB&T’s ledger cut‐off time for lockbox deposits is 7:00 p.m. and the last mail pick up for same day
processing is 9:30 a.m. for Orlando. BB&T requires a 2 p.m. cut‐off time to ensure all mail pick
up’s and overnight packages are included. Earlier cut off times may affect our ability to process
these items for same day.

BB&T’s image viewer gives you the ability to view daily images of checks, coupons, invoices and
correspondence online on a next‐day basis for retail lockbox using a standard Internet browser. In
addition, summary and batch detail reports are also available online. Easy‐to‐use intuitive screen
design and search and email capabilities provide full account interface. Short‐term image storage
is 90 days on the viewer, with long‐term storage available on CD‐ROM or DVD

Web Exceptions module‐ BB&T’s Web Exception module enables you to review and authorize
acceptance of pending transactions based on your criteria. Exceptions may include unacceptable
payee, missing account number, and out of balance transactions. Transactions you authorize will
then post same day. Unprocessed items currently are returned in your mail out package
AR‐Box (Electronic Lockbox) – BB&T’s AR‐Box service can be a consolidating point for on‐line bill
payments initiated by consumers. This service consolidates payments from Checkfree, Metavante,
Online Resources, and RPPS Mastercard into a single credit with detail reporting. This allows for
fast identification of consumer payments so they can be posted correctly to your accounts
receivable and ERP systems.
With our AR‐Box service, you will receive one credit for each day’s activity and online access
through our AR‐Box Viewer to view and manage these consumer payments. The online reporting
provides daily transaction detail reports, the ability to download posting files, swap file capability
for invalid account numbers and stop file maintenance.
K. Remote Deposit Capture (RDC): BB&T has developed an innovative system that makes “self‐
service” deposits a reality for our commercial customers. Using a scanner provided by BB&T,
OnSite Deposit enables the City to scan and deposit checks from any Windows®‐based
personal computer with Internet access. The scanned images and deposit information are
securely and confidentially transmitted to BB&T’s deposit processing operations, which post
the check deposits to your business account.
Scan: All you need is a standard Windows‐based PC with Internet access at each location that
makes deposits. BB&T provides you with a scanner (to create images of the checks to be

deposited) as well as our OnSite Deposit software, which manages and balances your
organization’s deposits.
Go: Once your checks are scanned and the deposit is complete, the OnSite Deposit system
accesses the BB&T’s check processing operations via a secure interface and transmits the deposit
information to your business account.
We have several points to check for duplicate items within our products. In the Remote Deposit
Capture application at the point of scan, items are validated over a 30 day period. If the item is a
duplicate an error message is presented to the client. For Remote Deposit Capture, there are two
more points of duplicate detection within our process. While we a processing we verify items
across 90 days. The last duplicate verification against 45 days is done prior to sending the items
out to clear at Financial Institutions. Our duplicate detection methodology verifies a match on
serial number, account number, routing number, check number, and amount.
The standard Remote Deposit Capature deposit deadlines is 7:00PM Monday‐Friday ET, except for
bank holidays. BB&T is open to exploring and evaluating extending the deadline if a later
processing window is required by the City.

The City will have a BB&T Institutional Services Consultant as the main point of contact for the
custody account. The Consultant’s job is to provide assistance to the client regarding their
account. Along with the account administrator, the Consultant will periodically audit the trust
account to ensure all trades and instructions have been followed and acted upon in a timely
manner.
One of the main functions that BB&T provides with its custody services is recordkeeping and
collection of funds. In the process of recordkeeping, BB&T Institutional Services will create,
maintain and retain all records relating to securities held in custody for all clients. BB&T
Institutional Services does not hold bearer securities in‐house. It is our standard practice to
register all securities in the Bank’s nominee name with our custodial bank and DTC agent, State
Street. Our normal cut‐off time for receiving trade information for same day trades is 11:30 AM
EST. This timeline allows BB&T time to notify State Street of the trade.
IDC is our pricing source. If IDC can not provide a price, we use a broker that trades those types of
securities, or the client may provide prices. Equities, US Fixed Income, Corporates and
Governments are priced daily. Mortgage‐backed, Asset‐backed, CMOs, and Municipal securities
are priced weekly. Furthermore, we meet the requirements and obligations under general
accepted accounting principles as given in our most recently issued SAS 70, which is available
upon request.
Trust Asset Management Link (TAMLinkTM)
Trust Asset Management Link (TAMLinkTM) is an online resource for BB&T custodial clients to
access and view their trust account or multiple accounts. This online feature mirrors the monthly
statement(s) a client would receive in hardcopy format. Information is updated daily and reflects
prices and transactions as of the close of the prior business day. This service allows clients and
investment managers to receive information on their account(s) that can then be reviewed,
printed and downloaded. Monthly statements can be printed for balancing and auditing
immediately after month‐end. We can also provide hard‐copy monthly statements and reports
for all accounts by the 15th of the following month with statement cutoff

Portfolio Review. Gives the user a detailed report covering account summary, investments
and transaction history.

Tax Lot Listing. An alphabetical display of all holdings with detail about individual tax lots,
including acquisition date.
Portfolio % Chart. Pie chart reflecting segments by percentage.
Market Value Chart. Bar chart reflecting segments in dollars.
The customization feature of TAMLinkTM allows the user to define their viewable settings with
some or all of the following categories: Security Name, Units, Unit Price, Cost, Market Value, Last
Priced, Estimated Annual Income, % of Portfolio, % of Segment, Unrealized Gain/Loss, Yield at
Market, Average Unit Cost, Earnings Per Share, Financial Rating, P/E Ratio, Ticker Symbol, Cusip
Number and History Periods.
All settled transactions and account balances can be pulled through TAMLinkTM.
M. Statement Processing: BB&T bank statements are available on‐line the next business day
following the end of the City’s reconciliation cycle. They are also sent via U.S. Mail within five
days of statement cutoff. All statements include detailed listings of all debit and credits,
including check numbers in serial order, transaction dates, daily balances, and deposits listed
with sequence/location numbers. The City will be able to view up to 24 months of bank
statements in a PDF format through Cash Manager Online.
Each statement cycle, the City will receive a CD‐ROM containing indexed paid check information
and images of paid checks for that statement cycle within 5 business days of statement cutoff.
Additionally, BB&T’s CD‐ROM Imaging includes an image of your corresponding Demand Deposit
Account (DDA) Statement.
N. Stop Payments: BB&T provides on‐line check inquiry and stop payment services via Cash
Manager OnLine. Through CMOL, the City can perform stop payments (single or range stops),
check inquiries, revoke stop payments, and receive immediate online confirmations. The City
can initiate stop payment requests from 8:00 a.m. until 9 p.m. (ET) each business day for
same‐day processing. A check inquiry is performed to verify check status prior to placing the
stop payment. The verification process examines 180 rolling calendar days of activity. Stop
payments may be placed with various options for durations ranging from 6 months to 7 years.
O. Wire/Book Transfers: The City can utilize the Cash Manager Online wire module to originate
repetitive and non‐repetitive wire transfers (domestic & international) from your BB&T
account. Domestic or international wires may be sent until 5:00 p.m. ET

each business day for same‐day processing. BB&T recommends that the City access a current
day report via Cash Manager Online to review detailed information for incoming and outgoing
wire transfers including amount, type, date, time, status, beneficiary or originator (outgoing
or incoming), FED reference number, BB&T reference number, ABA routing number, address
(outgoing only) and comments.
BB&T understands that information security is a top priority for the City. CMOL incorporates
multiple levels of security, so the City can be confident sensitive account information is
safeguarded. These security measures include Secure Socket Layer (SSL) data encryption,
Two‐Factor Token Authentication, user authentication, operator limits on access to services,
functions, and approval/payment amounts, the ability to restrict “free‐form” transactions, and
the ability to deploy multiple payment approval schemes. A wire transfer agreement has been
included with our RFP response.
BB&T does not require but highly recommends dual control release options are set through
Cash Manager Online. The Administrator has the ability to establish authorized users,
passwords, restrictions, etc. The Administrator may assign/delete these functions as
necessary to others on line. Each user has a unique operator ID that can be restricted to
accessing only portions of the information for designated accounts. Users can also be assigned
various combinations of dollar limits with respect to initiating monetary transactions.
In the event the on‐line wire processing system is unavailable, BB&T supports initiation of
wire transfers via telephone. With the Corporate Call Wire Transfer service, the City’s
authorized representative can call BB&T’s Wire Transfer Department directly via a toll‐free
number. At implementation, the authorized representative(s) will be assigned a four‐digit
Personal Identification Number (PIN) which they will use as identification when calling to
initiate the wire transfer. BB&T then verifies the PIN, accepts the wire transfer information
and initiates the transaction.
P. ACH Origination: The City can utilize Cash Manager OnLine to create and transmit an ACH file
to BB&T via the internet, or use one of the convenient file import tools to upload a NACHA
format, fixed format or CSV format file created in other applications for transmission to the
Bank over the internet. CMOL has a fully functioning ACH module that you can use to transfer
payments to and remove authorized amounts from bank accounts of employees, government
entities, vendors, and others entities you do business with electronically. This also includes
but not limited to consolidating cash into a central account, provide your employees with
direct deposit of payroll, or automatically collect payments. Also, import data to create ACH
transactions and establish future‐dated ACH transactions. Create ACH templates, assign
approvals, and modify/delete transactions.
The procedure to create and send an ACH transaction starts by accessing the credit /edit
payments button on the ACH module. From there, The City would browse to identify the
NACHA formatted file or other file that contains the ACH information and click on “Import”.
This would bring the file into CMOL and ready it for transmission. If the file is The City
formatted, The City would use the pass through module to send BB&T the file. If the file is not

NACHA formatted CMOL would reformat the file to NACHA standards using the “Text File
Import”. In addition, ACH Templates can also be used and managed for regularly recurring
transactions.
Notification of Return/Information Reporting: ACH reporting is available through a Cash
Manager Online Current Day ACH report. The following information is included on the Current
Day ACH report: Account Number, Trace number, Amount, Customer ID Customer Name,
Transit routing number, Company name and ID and Entry Description. Notifications of change
will include corrected information. Returns will include a return reason code.
File Reversals: The City will utilize Cash Manager OnLine to reverse erroneous or duplicate
ACH files or transactions that were previously submitted for processing. BB&T's processing
(release) Windows are as follows: 7am, 10am, 12pm, 2pm, 4pm, 6pm, and 8pm (ET). Released
items may be reversed in accordance to NACHA Rules.
Security: BB&T deploys commercially reasonable and accepted security measures and
controls to protect ACH data. All viable client transmission methods are secured and/or
encrypted. BB&T limits access to its ACH mainframe system and transaction data based on
jobs needs. End to end dual controls, procedures and audit trails are incorporated throughout
ACH processing from the point the file is transmitted until it is released to BB&T’s ACH
operator.
1. Prenotes: BB&T strongly recommends using pre‐notifications in accordance with NACHA

Information Reporting: BB&T’s Cash Manager Online service provides both account balance
summary reports and transaction detail reports. Current Day Detail Reports include detail
transaction information for wire transfers, ACH activity, controlled disbursement, lockbox and
return deposited items. Reports are available for viewing Monday – Sunday, 24 hours a day.
They are updated at least every five minutes from the time of processing, starting at 8:00 a.m.
ET and concluding at end of day for specific products. i.e. wire transfers at 5:00 p.m. ET, and
ACH at 6:00 p.m. ET.
Previous Day Detail Reports include detail transaction information on all debits and credits from
the previous night’s processing. Cash Manager Online does have a comprehensive report that
includes all detailed transactions for 187 rolling calendar days.
Online Statements Access bank, account analysis and investment sweep statements online
through Cash Manager Online. Bank statements will be available for viewing and printing one
business day after the statements have been generated.
Transaction Search Inquiries can be made based upon the following criteria: all credits, all
debits, ACH credits, ACH debits, deposit transactions, paid check transactions, lockbox credits,
lockbox debits, incoming wires, outgoing wires, zero balance account (ZBA) credits, ZBA debits,
other credits, other debits.
Online Images CMOL provides paid check, deposit, deposited item and returned deposited
item information for up to seven years. Check images can be flipped, zoomed, inversed, printed
and archived for future reference.
ACH Module The City can utilize Cash Manager Online to create and transmit an ACH file to
BB&T via the internet, or use one of the convenient file import tools to upload National
Automated Clearing House Association formatted, fixed formatted or CSV formatted files,
created in other applications for transmission to the Bank. We recommend direct deposit
payroll files are received by 8:00 p.m. ET two business days prior to the effective date to ensure
timely deposit to employees’ accounts.
Wire Module The City can utilize the Cash Manager Online wire module to originate repetitive
and non‐repetitive wire transfers (domestic & international) from your BB&T account. Domestic
or international wires may be sent until 5:00 p.m. ET each business day for same‐day
processing. BB&T recommends that the City access a current day report via Cash Manager
Online to review detailed information for incoming and outgoing wire transfers including
amount, type, date, time, status, beneficiary or originator (outgoing or incoming), FED reference
number, BB&T reference number, ABA routing number, address (outgoing only) and comments.
Positive Pay Module The City can import check issue data via the Positive Pay module of Cash
Manager Online or send the check issue data via direct transmission. BB&T’s Implementation
and Technical Client Support teams will work with the City to ensure proper communication
including telecommunication requirements, system compatibility and

Stop Payment Module The City can make check inquiries, place and cancel stop payments and
receive online confirmation. Stop payment requests can be initiated until 9:00 p.m. ET each
business day for same‐day processing and are effective upon placement for durations from six
months to seven years.
Secure Transactions BB&T understands that information security is a top priority for The City.
CMOL incorporates multiple levels of security so the City can be confident sensitive account
information is safeguarded. These security measures include Secure Socket Layer (SSL) data
encryption, Two‐Factor Token Authentication, user authentication, operator limits on access to
services, functions, and approval/payment amounts, the ability to restrict “free‐form”
transactions, and the ability to deploy multiple payment approval schemes.
User Administration One or more of the City’s employees can be assigned to be CMOL security
administrators, allowing the City to completely control CMOL access and online entitlement.
BB&T recommends the “Security Administrator” designation be restricted to a very limited
number of The City employees.

(up to 40 characters). BB&T compares the payee name from the paid check image with the name
provided by the City. BB&T provides a teller line interface to your check issue

file. If checks presented to a BB&T teller do not match the data on your file, the individual
attempting to cash the check will be referred to the City.
An alert message will display on Cash Manager Online (CMOL) informing the City of any Positive
Pay exceptions which must be reviewed and dispositioned as “pay” or “return.” An Event
Notification service is available which will provide email notification that Positive Pay information
is available to view.
Suspect checks are manually examined by BB&T for possible encoding errors and
misreads, and if applicable, mistakes are corrected
Any exceptions identified will be included in your Positive Pay suspect items which are
available as early as 10:00 a.m. ET each business day.
BB&T provides Positive Pay exception reporting via Cash Manager Online as early as
10:00 a.m. (Eastern Time) each banking business day to review exception items. THE
CITY will access the Positive Pay module no later than 2:00 p.m. (Eastern Time) each
banking business day to make pay/return decisions on any exception items. The
default selected during implementation will be utilized if a decision is not made by the
deadline.
S. Electronic Account Reconcilement : BB&T does provide full reconciliation services with
positive pay protection services. This service provides the most comprehensive account
reconciliation reporting available. With Full Reconciliation, the City will receive a detailed
listing, by check number, of all checks issued, paid, and outstanding since the last
reconcilement period. To accomplish this, the City will provide BB&T with a file of issued
checks, total dollar amount and total number of checks issued for the period. BB&T will use
the issued check information provided for Positive Pay service in the event both services are
used. BB&T processes the Full Reconciliation report by matching paid checks against the
issued check file. Your reconciliation data is also available via transmission or secure email
delivery, to interface with your software. BB&T will provide all reconciliation information
within 5 days of statement cutoff.

A. Prospective Banking Services
II. REQUIREMENT 2:
a. Purchasing/Procurement Card Services:
BB&T Commercial Card can be used for general and administrative procurement needs including
travel and entertainment. The key elements of BB&T Commercial Cards are as follows:
The card programs will be custom designed with appropriate credit limits for each cardholder to
meet City of Dania Beach objectives.
The City can be provided with consolidated billing. This allows all cardholder charges to appear on
one statement. Statement information will include: transaction date and transaction amount,
posting date, reference number, vendor name, vendor city, and vendor state.
BB&T is pleased to offer Commercial Cards to City of Dania Beach with no annual fees.
BB&T offers a 25‐day grace period on purchases. The interest rate, if applicable, is the BB&T
Prime Rate + 5.9%. No interest will be charged on purchases paid within the 25‐day grace period.
City of Dania Beach will be able to set restrictions on all Commercial Cards, as they deem
necessary. Restrictions include, but are not limited to, single per transaction dollar limits, number
of authorizations per day, cash advances granted or prohibited, ATM access granted or
prohibited.
City of Dania Beach will be provided reports to monitor many areas such as exception analysis,
expense tracking, vendor analysis, and transaction breakdown.
The Commercial Cards are Visa branded, and are accepted at over thirty million locations in more
than 150 countries, making Visa the closest thing there is to a universal currency.
Products are available that will provide on‐line access to Commercial Card transactions in an easy
point‐and‐click application.
BB&T will assist City of Dania Beach with the implementation, training and ongoing
enhancements of the Commercial Card programs and on‐line reporting applications.
BB&T has a dedicated group for the servicing of all Commercial Card relationships, which is
located in Wilson, NC.

Rebate
BB&T can provide a cash rebate provided that certain criteria are met. BB&T will provide a
rebate schedule based on the estimated annual purchase volume. To help estimate volume
BB&T will perform a vendor match. This free service will determine which existing vendors
accept Visa Commercial Cards. To perform this service BB&T must be supplied with a list of
current vendors along with the payment amounts to each. In addition to using this
information to calculate the best rebate, it is also used to determine an appropriate monthly
credit limit amount.

BB&T BankCard Services will pay a “purchase volume rebate” based on the schedule above.
Qualifying volume is the total amount of purchases in excess of $1,000,000.00 during the “calculation period” less returns, credits, losses and

Company annual volume required to activate rebate is $1,000,000.
The “Calculation Period” is a 12 month period. It shall begin with the first month the program is in place and will run for 12 concurrent months.
BB&T BankCard Services reserves the right to review the rebate schedule and program volumes on a semi‐annual basis.
