CAREER SUMMARY
Raj K Pandey started his career in January 1990 at the age of early sixteen with Save the Children, a
founder member of International Save the Children Alliance. He also upgraded himself with education,
knowledge and skills. Consequently, Save the Children-Norway not only groomed him properly but also
promoted twice in admin support capacities during his tenure from January 1990 to November 1997.
He moved to the Japan International Cooperation Agency/Japan Medical Association (JICA/JMA) funded
School and Community Health Project (SCHP) as a technical staff and worked with JICA/JMA from
1997-October 1999. JICA/JMA also promoted him within 8 months of his services. He worked there
directly with the backward grassroots excluded communities in rural areas of Nepal and acquired practical
fieldwork experience from community-based development programs along with project management.
During October 1999-October 2001, he worked with the UK Government’s Department for International
Development (DFID) funded Rural Access Programme (RAP) as an Administrative Officer. From very
inception of RAP project designing phase, he engaged in admin support jobs for project management,
administration, logistics arrangement, accounts keeping and office set-up for GBP30 million’s project.
From 2001, he worked with the interdisciplinary group of regional and international experts at UNFPA,
Country Technical Services Team for South and West Asia (CST/SAWA Countries). He rendered his
general services to the advisory group of specialists that composed from different UN Agencies.
During May 02-May 03, he produced & presented informative, educative and advocacy oriented; society
focused; interactive radio programs "Our Concerns" and “Development’s Friend” with HBC94FM Radio.
He mainly advocated about the public concerned national burning issues on socio-economy, development,
governance, human rights, poverty, minority, gender, children, etc. that are related with the civil societies.
During May 03-December 04, he worked with the Office of the Prime Minister and Council of Ministers
under the UK Government's Department for International Development (DFID) funded Strengthening the
Office of the Prime Minister and Council of Ministers Project, based in the PM’s Office of Nepal.
From January-June 05, he worked with the DFID/Enabling State Program-Nepal, based in the PM’s
Office to handover the outcomes, clean-up and phase-out the project activities under Strengthening the
Office of the Prime Minister and Council of Ministers Project funded by the UK Government’s DFID.

From July 05-May 07, he implicated as a Consultant for the United States Agency for International
Development (USAID)/National Democratic Institute (NDI); USAID/International Foundation for
Electoral Systems (IFES) and United Nations Children Fund (UNICEF)/Regional Office for South Asia.
During June 2007-September 2008, he worked with Japan International Cooperation Agency (JICA)
Nepal Office, particularly for the human security of JICA staff, Japanese JOCV volunteers and Missions.
From October 2008 – September 2012, he worked with the Asian Development Bank (ADB)/Nepal
Resident Mission (NRM) to provide general administrative and operational supports for the ADB funded
thirty-five Programs/Projects under ADB Grants/Loans/TA for the Government of Nepal.
Recently, he was working with National Entrepreneurship Development Center (NEDC); a federated apex
body of UNDP/MEDEP and MEDPA’s fifty-three district based partner NGOs; created and funded by
UNDP/Micro Enterprise Development Program (MEDEP), which is joint initiative and funding of United

MAJOR RESPONSIBILITIES
(15) Executive Director: (i) UNDP/MEDEP/NEDC’s programs/projects operational and management:
overall project planning, management, implementation, M&E, reporting and coordination for project
activities and implement as per strategic plans; systems and strategies formulation for institutionalization
process for UNDP/MEDEP/NEDC secretariat and implement action plans in fifty-three districts based
partner NGOs; prepare proposals, regular progress reports and periodicals for documentation and submit
to stakeholders, especially GON/MOI, UNDP, AusAid/DFAT, MEDEP, MEDPA, executive board and
all affiliated 53 member NGOs in fifty-three districts including other development partners; establish
linkages and working relationships with a broad range of development partners, particularly Government
of Nepal, multilateral and bilateral donors, UN agencies, I/NGOs, CBOs, private sector and stakeholders
for efficient and effective project implementation; provide instruction, supervision and performance based
evaluation of staff ; donor harmonization, communication, reporting and information dissemination on
behalf of UNDP/MEDP/NEDC; mentoring for the capacity building of the district based partner NGOs;
prepare business development and work plans as per needs; manage projects' budget and explore for
prospective funding; and attend regular consultation meetings and flow-up activities with UNDP, DFAT,
GON/MOI and other development partners, who are working for promotion of micro entrepreneurship.
(ii) Executive Secretariat: Report UNDP/MEDEP as and when required and provide updated information;
comply and implement requests of UNDP/MEDEP to ensure for the effective use of office resources,
equipment and project properties; develop and implement administrative systems, procedures, practices
for operational activities and document for institutional memory; implement administrative plans; and
ensure safety and security of staff and property for the effective UNDP/MEDEP implementation.

(14) Operations Assistant: Provide daily general supports for office administration, communication and
coordination; thematic group meetings/workshops; portfolio management; mission schedules and travel
management; and logistical and secretarial supports for the smooth operation of ADB/NRM including
other routine responsibilities for preparation of workshops; procurements; travels and financial processes;
communication with counterparts; receiving and filing of correspondence; follow-up; maintenance of files
(chrono in/out, HR, finance, payments, various manuals, training, etc.); calculate entitlements for travels
e.g., airfare, excess baggage, terminal expenses, airfreight, daily subsistence allowance on traveling for
missions, etc.; prepare travel authorization; calculate all other relevant costs; update staff and consultants
about the most direct and economical routes; plan itineraries and the most economical airfare rates for
travels as permitted by ADB rules and regulations; contact airlines or travel agency to make reservations
at least expensive fares; request issuance of tickets; identify accommodation for travel; calculate residual
values of partially used tickets, when there is a rerouting; advise staff for the most efficient and cost
effective routings with regard to the most complicated itineraries, and hotel reservations for missions.
(13) Administrative Assistant: (i) Office administration - provide daily administrative, logistical and
secretarial supports; and inter-departmental coordination for vehicle requirements and office supplies. (ii)
Communication and coordination - interact with ADB Program/Project Managers/Directors, government
officials, development partners and private sectors on Programs/Projects related issues and follow-up
actions; drafting and proof reading of reports, daily letters/memos and send them out; and provide inputs
for quarterly reports and periodicals. (iii) Thematic group meetings/workshops - meeting arrangements
with line ministries/departments, development partners and private sectors; and provide general supports
to organize national and international events and also participate on the relevant workshops/seminars as
nominated by ADB/NRM. (iv) Mission management - prepare supervisors' and mission members' in-and
out-country travel arrangements, particularly for travel authorization requests to facilitate headquarters
and other ADB Residence Missions, travel itinerary, hotel reservations, UN security clearance, ticketing
and travel plan; arranging appointments at central level for the headquarters missions visiting Nepal; and
any supports required for efficient and effective implementation of ADB funded Programs/Projects.
(12) Area Security Officer: (i) Briefing for the senior management, staff, volunteers and Nepal based
Japanese citizens to enhance for the personal human security; prepare daily/weekly/monthly nationwide
security situation analysis and assessment reports; coordination for security-related matters with donors
and international communities, especially UN led inter-agencies -- UN-OCHA, UN-DSS and UNDP --
including Embassy of Japan, diplomatic missions and security sector related government counterparts,
particularly GON/MOHA, police headquarters, district based DAOs, CDOs, DPOs and local police
stations; identify trends/potential problems and recommend for the counter-measures; maintain working
relationships with related authorities and security agencies; keep updated records of national/international
movements of JICA staff/volunteers; and provide regular security updates for all JICA staff/volunteers.
(ii) Perform other regular duties - monitoring media; dissemination of security updates; residence security
assessment; district security analysis for the field visiting missions/JOCV volunteers, who are assigned
across Nepal; monitoring staff activities; and responsible for overall safety and security of the human and
property as a core staff member of JICA/Nepal security team for all Japanese citizens based in Nepal.
(11) Consultant: Involved for research; report preparation; workshop note taker; reporting; logistics and
local level supports for the international seminars, workshops, missions and research team members led
by the group of international experts, particularly on good governance, socio-economy, gender, children,
poverty and democracy for the team of international specialists, who represented from UNICEF/ROSA,
USIAD/NDI and USAID/IFES. My consultancy service was on an intermittent basis and I rendered my
professional services as a local consultant based on the short-term special contracts/agreements to deliver
the expected outcomes on the specific terms of reference based assignments and components.
(10) Acting Project Coordinator: My major responsibilities were to coordinate/liaison with the Office
of the Prime Minister and Council of Ministers and pertinent line ministries/departments for the PM’s
Office Strengthening Project no-cost extension period to complete the remaining pending components,
hand over completed outputs/outcomes; project clean-up and report to DFID/Nepal through ESP-Nepal.

(09) Project Officer: I was assigned at the Office of the Prime Minister and Council of Ministers under
the UK Government’s DFID/Enabling State Program-Nepal. My major roles and responsibilities were to
implement the Prime Minister's Office Strengthening Project; dealing senior bureaucrats/PM’s Advisors
for coordination/liaison; PM Office improvements; procurement; consultancies provided by the external
consultants; supporting Project Coordinator for project administration, management, planning, budgeting,
documentation and any other activities as needed to successfully implement DFID funded Project by UK.
(08) Program Producer/Presenter: Produced and presented hard-talk radio programs on the national,
regional and internationally controversial burning issues entitled "Development’s Friends" and “Our
Concerns” with the Himalaya Broadcasting Company (HBC) 94 Radio Station. They were interactive live
panel discussions among experts, academia, concerned authorities and radio listeners on socio-economy
and development related analytical issues, which were directly relevant with the civil societies of Nepal.
(07) Office Secretary: I was appointed as a Secretary to support regional and international expectorates.
However, I also carried out Finance and Administrative related jobs as per management’s instruction for
daily administration, procurement, logistical supplies, finance keeping, vehicles management and I was
completely responsible to arrange international travel movements of UNFPA, CST/SAWA expectorates,
maintain assigned supervisors’ calendars; arrangement of appointments; draft replies to mails; research on
briefing materials; acting as an interpreter and translator when required; taking minutes; preparation of
the high quality briefing materials for supervisors; facilitate for office events and missions; maintenance
of rosters of partners; draft daily correspondence, follow-ups when required; maintenance of filing;
safekeeping of confidential materials; facilitation for information dissemination; convey directives and
information of senior management to support staff; communicate with counterparts; travel authorization
from UNDP and UNDSS, visas, tickets and hotel reservations; and dissemination of briefing packs.
(06) Administrative Officer: My duties were for general supports in providing administrative, finance,
transportation, operational, logistics, human resources, procurement and secretarial services for 13 British
expectorates and 12 local Nepalese specialists, who were engaged for GBP 30 millions’ Rural Access
Program (RAP) project preparatory design phase during 1999-2001 through the UK Government's DFID.
My major roles and responsibilities were: administrative/accountancy support; maintain office properties;
inventory records; maintain office premise for the conducive working environments; ensure safety and
security of assets and staff; manage vehicles; leave record; arrange venues for events; logistical supplies;
correspond on administrative matter; keep liaison with bank and other institutions; maintain filing; ensure
for Program and expectorates’ residence security and regular utilities supplies; supervise support staff;
collect invoices and make payments; comply prevailing GON and DFID’s financial rules/regulations;
prepare monthly financial status; operate bank accounts; calculate taxes and deductions at source; make
advance payments for TA, DA, tickets and advance; handle petty cash; and reconcile bank accounts, etc.
(05) Assistant Program Officer: I was responsible in facilitating and escorting Japanese researchers and
field visitors for research and studies; regularly visiting backward communities to support Japanese team
in implementing, follow-up, monitoring, supervision and evaluation of the project activities; working at
the central office for project related activities and technical paper preparation for Headquarters in Japan.

EMPLOYERS' INTRODUCTION
(13) Micro Enterprise Development Program (MEDEP) is executed by the Government of Nepal (GON)/
Ministry of Industry (MOI) through a joint initiative and funding from the United Nations Development
Program (UNDP); Department of Foreign Affairs and Trade (DFAT) under Australian Agency for
International Development (AusAID) of Australian Government; Department for International
Development (DFID) of the UK Government; Canadian Agency for International Development (CIDA)
of Canadian Government; and New Zealand Agency for International Development (NZAID) of New
Zealand Government. MEDEP and MEDPA Programs/Projects are implemented at the field level through
fifty-three districts based partner NGOs. UNDP/MEDEP created and funded a federated secretariat as the
apex body of partner NGOs and established National Entrepreneurship Development Center (NEDC).
(12) Asian Development Bank (ADB) is owned by 67 member countries including 48 from Asia. Its main
instruments for helping its developing member counties are policy dialogue, loans, equity investments,
guarantees, grants and technical assistance. ADB’s vision is an Asia and Pacific region free of poverty
and its mission is to help its developing member countries substantially to reduce the poverty.
(11) Japan International Cooperation Agency (JICA), established in 1974, through a special act of the
Japanese quest for international economic and technical cooperation to the outside world, which is solely
responsible to implement Japan Government’s Official Development Assistance (ODA) in the world.
(10) International Foundation for Electoral Systems (IFES) is funded through United States Agency for
International Development (USAID) and supports citizens’ rights to participate in free and fair elections.
IFES strengthens electoral systems and builds local capacity to deliver sustainable solutions. Since 1987,
IFES has worked in 135 countries as the global leader for democracy promotion, good governance and
democratic rights in empowering underrepresented to participate in political process and electoral cycle.
(09) National Democratic Institutes (NDI) is funded by the United States Agency for International
Development (USAID) with the worldwide operations for political party and parliamentary development,
voter and civic education, domestic election observation, and youth and women’s political empowerment.
(08) United Nations Children’s Fund/Regional Office for South Asia (UNICEF/ROSA) promotes for the
rights and wellbeing of children. UNICEF is working in 190 countries and territories to translate that
commitment into practical actions and focusing special efforts on reaching the most vulnerable children.
(07) UK Government's Department for International Development (DFID), working in a partnership with
GON, funded Enabling State Program-Nepal. ESP is taking an innovative approach in addressing the
problems for the good governance in Nepal. In particular, ESP is seeking to avoid the common problems
experienced by donor-funded projects of poor national ownership and imposition of the external ideas.
(06) Strengthening Project: Office of the Prime Minister and Council of Ministers was a satellite project
of DFID/ESP with GBP700 thousands budget during 2003-04. The Strengthening Project was responsible
in merging Cabinet Secretariat and Prime Minister's Office; improving PM Office facilities; connecting
PM Office via IT/LAN; introducing modern office procedures for an efficient and effective PM Office;
HR Development and financed for government plans and strategies drafting process through consultants.
(05) Himalaya Broadcasting Company (HBC) radio station was a well-known radio in Kathmandu. HBC
was popular among its urban, sub-urban and rural listeners, especially for hourly news and songs as well
as presentation of the diversified radio programs according to desires of its dispersed listeners.
(04) United Nations Population Fund (UNFPA) is one of the main specialized bodies of UN system.
UNFPA, Country Technical Service Team for South and West Asia (CST/SAWA) is working to provide
technical supports on population management issues. The team consist interdisciplinary regional and
international advisory group of experts from major UN agencies such as ESCAP, ILO, WHO, UNESCO,

UNIFEM, etc. to work in a partnership basis with the government and population related international
development agencies, working in 15 South and West Asian Countries for population management issue.
(03) The UK Government’s Department for International Development (DFID)/Rural Access Programme
(RAP) worked with an aim to reduce poverty in 15 eastern and western backward hilly districts of Nepal
through rural access along with complementary social package programmes. WSP International, Helvetas,
GEOCE, University of East Anglia and Oxford Policy Management jointly worked in a partnership basis
as Consultants for designing and implementing RAP for improved livelihoods of marginalized people.
(02) Japan International Cooperation Agency (JICA)/Japan Medical Association (JMA) jointly funded
and implemented School and Community Health Project (SCHP) to uplift life standard of marginalized
rural people through participatory community development approach in remote districts of Nepal.
(01) Save the Children-Norway (previously Redd Barna) is a Norwegian semi-government voluntary
international humanitarian organization; with a worldwide membership; working to improve conditions
for children; especially, children in difficult circumstances. Redd Barna is a founder member of the
International Save the Children Alliance and working as Save the Children after merger of all members.

languages; (vi) I can easily fit for any responsibilities and adjust with reversed circumstances; (vii) I can
work even in hardship to complete the assigned tasks on time; (viii) I have in-depth knowledge, proven
skills, practical experience and positive attitude for the applied job; (ix) I am punctual, team player, self-

He also upgraded himself with education, knowledge and skills. Consequently, Save the Children-Norway not only groomed him properly but also promoted twice in admin support capacities during his tenure from January 1990 to November 1997. He moved to the Japan International Cooperation Agency/Japan Medical Association (JICA/JMA) funded School and Community Health Project (SCHP) as a technical staff and worked with JICA/JMA from 1997-October 1999. JICA/JMA also promoted him within 8 months of his services. He worked there directly with the backward grassroots excluded communities in rural areas of Nepal and acquired practical fieldwork experience from community-based development programs along with project management. During October 1999-October 2001, he worked with the UK Government’s Department for International Development (DFID) funded Rural Access Programme (RAP) as an Administrative Officer. From very inception of RAP project designing phase, he engaged in admin support jobs for project management, administration, logistics arrangement, accounts keeping and office set-up for GBP30 million’s project. From 2001, he worked with the interdisciplinary group of regional and international experts at UNFPA, Country Technical Services Team for South and West Asia (CST/SAWA Countries). He rendered his general services to the advisory group of specialists that composed from different UN Agencies. During May 02-May 03, he produced & presented informative, educative and advocacy oriented; society focused; interactive radio programs "Our Concerns" and “Development’s Friend” with HBC94FM Radio. He mainly advocated about the public concerned national burning issues on socio-economy, development, governance, human rights, poverty, minority, gender, children, etc. that are related with the civil societies. MAJOR RESPONSIBILITIES (15) Executive Director: (i) UNDP/MEDEP/NEDC’s programs/projects operational and management: overall project planning, management, implementation, M&E, reporting and coordination for project activities and implement as per strategic plans; systems and strategies formulation for institutionalization process for UNDP/MEDEP/NEDC secretariat and implement action plans in fifty-three districts based partner NGOs; prepare proposals, regular progress reports and periodicals for documentation and submit to stakeholders, especially GON/MOI, UNDP, AusAid/DFAT, MEDEP, MEDPA, executive board and all affiliated 53 member NGOs in fifty-three districts including other development partners; establish linkages and working relationships with a broad range of development partners, particularly Government of Nepal, multilateral and bilateral donors, UN agencies, I/NGOs, CBOs, private sector and stakeholders for efficient and effective project implementation; provide instruction, supervision and performance based evaluation of staff ; donor harmonization, communication, reporting and information dissemination on behalf of UNDP/MEDP/NEDC; mentoring for the capacity building of the district based partner NGOs; prepare business development and work plans as per needs; manage projects' budget and explore for prospective funding; and attend regular consultation meetings and flow-up activities with UNDP, DFAT, GON/MOI and other development partners, who are working for promotion of micro entrepreneurship. (13) Administrative Assistant: (i) Office administration - provide daily administrative, logistical and secretarial supports; and inter-departmental coordination for vehicle requirements and office supplies. (ii) Communication and coordination - interact with ADB Program/Project Managers/Directors, government officials, development partners and private sectors on Programs/Projects related issues and follow-up actions; drafting and proof reading of reports, daily letters/memos and send them out; and provide inputs for quarterly reports and periodicals. (iii) Thematic group meetings/workshops - meeting arrangements with line ministries/departments, development partners and private sectors; and provide general supports to organize national and international events and also participate on the relevant workshops/seminars as nominated by ADB/NRM. (iv) Mission management - prepare supervisors' and mission members' in-and out-country travel arrangements, particularly for travel authorization requests to facilitate headquarters and other ADB Residence Missions, travel itinerary, hotel reservations, UN security clearance, ticketing and travel plan; arranging appointments at central level for the headquarters missions visiting Nepal; and any supports required for efficient and effective implementation of ADB funded Programs/Projects. (12) Area Security Officer: (i) Briefing for the senior management, staff, volunteers and Nepal based Japanese citizens to enhance for the personal human security; prepare daily/weekly/monthly nationwide security situation analysis and assessment reports; coordination for security-related matters with donors and international communities, especially UN led inter-agencies -- UN-OCHA, UN-DSS and UNDP -- including Embassy of Japan, diplomatic missions and security sector related government counterparts, particularly GON/MOHA, police headquarters, district based DAOs, CDOs, DPOs and local police stations; identify trends/potential problems and recommend for the counter-measures; maintain working relationships with related authorities and security agencies; keep updated records of national/international movements of JICA staff/volunteers; and provide regular security updates for all JICA staff/volunteers. (ii) Perform other regular duties - monitoring media; dissemination of security updates; residence security assessment; district security analysis for the field visiting missions/JOCV volunteers, who are assigned across Nepal; monitoring staff activities; and responsible for overall safety and security of the human and property as a core staff member of JICA/Nepal security team for all Japanese citizens based in Nepal. (11) Consultant: Involved for research; report preparation; workshop note taker; reporting; logistics and local level supports for the international seminars, workshops, missions and research team members led by the group of international experts, particularly on good governance, socio-economy, gender, children, poverty and democracy for the team of international specialists, who represented from UNICEF/ROSA, USIAD/NDI and USAID/IFES. My consultancy service was on an intermittent basis and I rendered my professional services as a local consultant based on the short-term special contracts/agreements to deliver the expected outcomes on the specific terms of reference based assignments and components. (10) Acting Project Coordinator: My major responsibilities were to coordinate/liaison with the Office of the Prime Minister and Council of Ministers and pertinent line ministries/departments for the PM’s Office Strengthening Project no-cost extension period to complete the remaining pending components, hand over completed outputs/outcomes; project clean-up and report to DFID/Nepal through ESP-Nepal.

My major roles and responsibilities were to implement the Prime Minister's Office Strengthening Project; dealing senior bureaucrats/PM’s Advisors for coordination/liaison; PM Office improvements; procurement; consultancies provided by the external consultants; supporting Project Coordinator for project administration, management, planning, budgeting, documentation and any other activities as needed to successfully implement DFID funded Project by UK. (08) Program Producer/Presenter: Produced and presented hard-talk radio programs on the national, regional and internationally controversial burning issues entitled "Development’s Friends" and “Our Concerns” with the Himalaya Broadcasting Company (HBC) 94 Radio Station. They were interactive live panel discussions among experts, academia, concerned authorities and radio listeners on socio-economy and development related analytical issues, which were directly relevant with the civil societies of Nepal. (07) Office Secretary: I was appointed as a Secretary to support regional and international expectorates. However, I also carried out Finance and Administrative related jobs as per management’s instruction for daily administration, procurement, logistical supplies, finance keeping, vehicles management and I was completely responsible to arrange international travel movements of UNFPA, CST/SAWA expectorates, maintain assigned supervisors’ calendars; arrangement of appointments; draft replies to mails; research on briefing materials; acting as an interpreter and translator when required; taking minutes; preparation of the high quality briefing materials for supervisors; facilitate for office events and missions; maintenance of rosters of partners; draft daily correspondence, follow-ups when required; maintenance of filing; safekeeping of confidential materials; facilitation for information dissemination; convey directives and information of senior management to support staff; communicate with counterparts; travel authorization from UNDP and UNDSS, visas, tickets and hotel reservations; and dissemination of briefing packs. (06) Administrative Officer: My duties were for general supports in providing administrative, finance, transportation, operational, logistics, human resources, procurement and secretarial services for 13 British expectorates and 12 local Nepalese specialists, who were engaged for GBP 30 millions’ Rural Access Program (RAP) project preparatory design phase during 1999-2001 through the UK Government's DFID. My major roles and responsibilities were: administrative/accountancy support; maintain office properties; inventory records; maintain office premise for the conducive working environments; ensure safety and security of assets and staff; manage vehicles; leave record; arrange venues for events; logistical supplies; correspond on administrative matter; keep liaison with bank and other institutions; maintain filing; ensure for Program and expectorates’ residence security and regular utilities supplies; supervise support staff; collect invoices and make payments; comply prevailing GON and DFID’s financial rules/regulations; prepare monthly financial status; operate bank accounts; calculate taxes and deductions at source; make advance payments for TA, DA, tickets and advance; handle petty cash; and reconcile bank accounts, etc. (05) Assistant Program Officer: I was responsible in facilitating and escorting Japanese researchers and field visitors for research and studies; regularly visiting backward communities to support Japanese team in implementing, follow-up, monitoring, supervision and evaluation of the project activities; working at the central office for project related activities and technical paper preparation for Headquarters in Japan. (04) Technical Supervisor: Successfully introduced and implemented Child-to-Child concept in the sanitation, health awareness, income generation, community library and advocacy sectors. It was a totally new notion for JMA. However, I learnt and replicated c-to-c model from Save the Children Norway. (03) Administrative Assistant: Managed support staff; finance; vehicles; local procurement; inventory; logistics; filing; correspondence; recording; store keeping and supported total ten districts based Projects. MEDEP and MEDPA Programs/Projects are implemented at the field level through fifty-three districts based partner NGOs. UNDP/MEDEP created and funded a federated secretariat as the apex body of partner NGOs and established National Entrepreneurship Development Center (NEDC). (12) Asian Development Bank (ADB) is owned by 67 member countries including 48 from Asia. Its main instruments for helping its developing member counties are policy dialogue, loans, equity investments, guarantees, grants and technical assistance. (10) International Foundation for Electoral Systems (IFES) is funded through United States Agency for International Development (USAID) and supports citizens’ rights to participate in free and fair elections. IFES strengthens electoral systems and builds local capacity to deliver sustainable solutions. Since 1987, IFES has worked in 135 countries as the global leader for democracy promotion, good governance and democratic rights in empowering underrepresented to participate in political process and electoral cycle. (09) National Democratic Institutes (NDI) is funded by the United States Agency for International Development (USAID) with the worldwide operations for political party and parliamentary development, voter and civic education, domestic election observation, and youth and women’s political empowerment. (08) United Nations Children’s Fund/Regional Office for South Asia (UNICEF/ROSA) promotes for the rights and wellbeing of children. UNICEF is working in 190 countries and territories to translate that commitment into practical actions and focusing special efforts on reaching the most vulnerable children. (07) UK Government's Department for International Development (DFID), working in a partnership with GON, funded Enabling State Program-Nepal. ESP is taking an innovative approach in addressing the problems for the good governance in Nepal. In particular, ESP is seeking to avoid the common problems experienced by donor-funded projects of poor national ownership and imposition of the external ideas. (06) Strengthening Project: Office of the Prime Minister and Council of Ministers was a satellite project of DFID/ESP with GBP700 thousands budget during 2003-04. The Strengthening Project was responsible in merging Cabinet Secretariat and Prime Minister's Office; improving PM Office facilities; connecting PM Office via IT/LAN; introducing modern office procedures for an efficient and effective PM Office; HR Development and financed for government plans and strategies drafting process through consultants. (05) Himalaya Broadcasting Company (HBC) radio station was a well-known radio in Kathmandu. HBC was popular among its urban, sub-urban and rural listeners, especially for hourly news and songs as well as presentation of the diversified radio programs according to desires of its dispersed listeners. (04) United Nations Population Fund (UNFPA) is one of the main specialized bodies of UN system. UNFPA, Country Technical Service Team for South and West Asia (CST/SAWA) is working to provide technical supports on population management issues.
