He holds a Doctorate in Education from Silliman University and has worked extensively with organizations such as the ASEAN Secretariat, Mekong Institute, Mekong River Commission, UN agencies, and NGOs. development arm of GMS Economic Cooperation.
Achievements: i) transformed a development assistance project to become an
intergovernmental organization serving and owned by the six GMS countries; ii)
designed and developed four multi-year and multi-dimension regional development
projects and successfully obtained funding from key development partners – SDC,
NZAP, USAID, and JAIF; iii) currently, direct and manage MI internal organizational
development plan which emphasizes on improving staff capacity, institutionalizing
results-based M&E system, and putting in place mechanism for working with and
through local partners.
International Consultant (Nov 05 – Jan 07)
Commissioned by different clients to provide technical and programme management
support to different projects/programmes in the four lower Mekong Basin Countries.
Some accomplishments included:
a. Leading the development of MRC’s Water Utilization Program Communication
Strategy and Capacity Building Program. The project is funded by GEF and
executed by the World Bank. July – December 2006
b. Appointed Capacity Building Advisor to the GTZ-MRC Cooperation
Programme and providing technical and programme management support to
GTZ-MRC Watershed Management Project team in Cambodia, Laos, Thailand
and Viet Nam August – October 2006.
c. Conducting Capacity Needs Assessment of institutions and persons involved in
the project : Sustainable Watershed Management in the Lower Mekong Basin
(four countries, six pilot areas) and together with trainers from different
academic and research institution formulated a three-year capacity building plan
on integrated watershed management for six critical areas ( April to June 2006)
d. Conducted end-of-project evaluation of Project: Junior Riparian Professionals
for Sustainable Human Resource Development and formulated Phase two

e. Appointed team leader of Integrated River Basin Planning (IRBP) training
package development project. Worked with international subject experts and
trainers from Ubol University of Thailand, Faculty of Forestry of NUOL,
Forestry University of Viet Nam and Royal University of Agriculture of
Cambodia in developing IRBP curriculum, training of trainers and field testing
the IRBP training package.

Appointed the team leader of MRC Strategic Plan 2001 – 2005 formulation team –
facilitated the review of 1998 – 2000 Strategic Plan and jointly developed the new strategic

Capacity Building Program for MRC institutions in the four lower Mekong countries

First joined as the Program Coordinator of Thailand Program and was responsible for the
administration and coordination of IRC’s Sanitation, Public Health Education and Water
Supply Projects in Hill-tribe refugee camps and affected Thai villages along the northern
border of Thailand. During the Ethiopian Crisis, the incumbent was assigned to the Sudan
to assume the post of Operations Manager. In this capacity, he managed the emergency
relief operations in 10 Ethiopian refugee camps in the eastern region of the Sudan which
provided food, medicines and temporary shelters to Ethiopian refugees.
