This highlights document covers the main findings and proposals from the Innovative Citizen Participation and New Democratic Institutions: Catching the Deliberative Wave report. Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. Based on the analysis of close to 300 representative deliberative practices, the report explores trends in such processes, identifies different models, and analyses the trade-offs among different design choices as well as the benefits and limits of public deliberation. It also explores the reasons and routes for embedding deliberative activities into public institutions to give citizens a more permanent and meaningful role in shaping the policies affecting their lives.

1 Executive Summary
Focusing on theories of change
can improve the effectiveness of
peacebuilding interventions. A review
of 19 peacebuilding projects in three
conflict-affected countries found that
the process of articulating and reviewing
theories of change adds rigour and
transparency, clarifies project logic,
highlights assumptions that need to be
tested, and helps identify appropriate
participants and partners. However,
the approach has limitations, including
the difficulty of gathering theory-
validating evidence.
While they are not a panacea, devoting greater attention
to theories of change is a simple and relatively inexpensive
means of increasing the quality of peacebuilding
interventions. Donors and peacebuilding agencies should
review their procedures to encourage and accommodate more
widespread focus on theories of change, and ensure adequate
resources are set aside to allow appropriate monitoring of
these theories throughout the life of an intervention.
A focus on theories of change led to the following key findings:
• Clarifying project logic helps highlight tenuous
assumptions;
• Clearly identifying the aims of activities and measures
of success strengthens project design;
• Determining the appropriate actors to work with, and not
just the easy-to-reach, enables better programme focus;
• More explicit links need to be made between local level
activities and national peace processes for desired changes
to occur;
• Conflict analysis is critical for determining the relevance
of activities but is rarely done;
• Staff often require support in ensuring their theories
of change are sufficiently explicit;
• Current projec t planning tools do not help practitioners
articulate their theories of change;
• Gathering evidence to validate a theory of change
is challenging, particularly in conditions of conflict
and fragility;
• Critical review of theories of change needs to be undertaken
in conjunction with other forms of evaluation to have
maximum value;
• Theories of change can encourage an overly linear
approach, when change in conflict contexts can be more
organic or systemic.

This handbook is designed to provide support to public policy writing. The audience is policy analysts, academics, and policy advisers. The guide comes along with the series of Open Society Foundation (formerly Open Society Institute) which is an international grant making network founded by George Soros. The guide is divided into 06 chapters thematically arranged as follows:
The definition of public policy community, the policy making process, an overview of the policy paper, the structural and textual elements of policy papers, dissemination of the policy paper and authorship; and concluding remarks along with recommendations.
Undoubtedly, governments and institutions are no longer depending on seating on the pants planning and management but rather they are increasingly moving toward more informed governance by deploying a wide range of resources and methods that aim to involve every related stakeholder to carry out the tasks they were assigned whether explicitly or implicitly. This will certainly make those who are still dependent on the intuition as a primary source of inspiration lag behind. A recent study carried out by Middle East Development Network [MDN] and Sabr Center has shown that 41% of MENA NGO’s have Planning and Decision-Making Support divisions. Reflecting on that, the problems we are facing nowadays are not uni-layered and cannot only be tackled through a mono-disciplinary perspective but they rather have to be dealt with multi disciplinarily mindset so to come up with more sustainable solutions and a genesis of autonomous initiatives.
The Public Engagement Principles (PEP) Project was launched in mid-February 2009 to create clarity in our field about what we consider to be the fundamental components of quality public engagement, and to support President Obama’s January 21, 2009 memorandum on open government. The principles described in this document were developed collaboratively by members and leaders of NCDD, IAP2 (the International Association of Public Participation), the Co-Intelligence Institute, and many others.
Core Principles for Public Engagement grew out of President Obama's "Open Government Directive," a call for executive departments and agencies to take specific actions in the areas of transparency, participation, and collaboration. As you might guess, the civic engagement field was abuzz in meetings, on email discussion lists, and on phone calls considering how we could support this effort.
Everyone agreed that the field of practice, as a whole, needed to articulate what we consider to be quality public engagement. And this clarity, whether or not it impacts the Open Government Directive, would be of great benefit to the field.
A core group from the civic engagement worked together to develop a set of principles. They engaged the field in a collaborative and transparent way to encourage broad involvement among networks to create a set of principles that everyone could get behind.

Study: Scandinavia is Global Leader in Social Cohesion
Denmark, Norway, Sweden and Finland have the highest levels of social cohesion, followed by Canada, the US, Australia, and New Zealand, according to the Social Cohesion Radar, a study released today by the Bertelsmann Stiftung and Jacobs University in Bremen, Germany. The study, which examines 34 countries in the EU and the OECD, also concludes that Lithuania, Latvia and the southeast European countries of Bulgaria, Greece and Romania suffer from low social cohesion.
Most of Western Europe - Switzerland, Austria, Luxembourg, Germany, the United Kingdom, France and Spain - feature above-average to average social cohesion.
Social cohesion is defined as the special quality how members of a community live and work together. A cohesive society is characterized by resilient social relationships, a positive emotional connectedness between its members and the community and a pronounced focus on the common good.
The report finds that the three most important socio-economic factors associated with social cohesion are national wealth as measured by gross domestic product (GDP), a country's income gap as measured by the Gini coefficient, and its level of development towards a modern information society as measured by the Knowledge Index.
First, greater national wealth has a correlation to greater social cohesion. Second, a country's income gap has a moderately strong and inverse correlation to social cohesion, indicating that less equal societies tend to be less cohesive. Few countries with a large income gap (e.g., the UK or Ireland) manage to avoid below-average scores on the social-cohesion index. Third, a country's level of development towards a modern information society has a more profound effect on social cohesion than national wealth. The higher a country's ranking on the Knowledge Index, which measures the diffusion of modern communication technology, the more likely that country is to show high social cohesion.
The study dispels the popular belief that immigration is intrinsically harmful to social cohesion. The share of immigrants in a country's population shows no statistically significant effect on social cohesion.

El seguimiento e interés que ha mostrado la ciudadanía vasca por las últimas elecciones celebradas el pasado 21 de abril ha aumentado respecto a comicios anteriores, según un estudio sobre el comportamiento electoral hecho público hoy. Así, un 62% de la población afirma haber tenido mucho o bastante interés; mayor que el registrado en los comicios autonómicos de 2020 (53%), y de 2016 (56%).
Según el sondeo, la práctica totalidad de la población consultada (el 96%) se muestra conforme con el voto emitido y entre las personas que se abstuvieron, solo un 15% afirman que, vistos los resultados, preferirían haber acudido a votar.
De cara al futuro Gobierno Vasco, la fórmula preferida es la reedición del actual pacto de Gobierno entre el PNV y el PSE-EE (35%), seguida de un pacto entre el PNV y EH Bildu (17%) y en tercer lugar un pacto entre EH Bildu y el PSE-EE (10%).

El Departamento de Salud del Gobierno Vasco ha publicado sendas guías prácticas para concienciar sobre los efectos perjudiciales de fumar y ayudar a abandonar el hábito.
La primera de ellas, “Mejor sin tabaco: ¡puedes conseguirlo!” está dirigida a la población en general y aporta información sobre los perjuicios del consumo de tabaco y los beneficios de abandonarlo, además de recomendaciones a seguir en cada paso del proceso de abandono.

La primera de ellas, “Mejor sin tabaco: ¡puedes conseguirlo!” está dirigida a la población en general y aporta información sobre los perjuicios del consumo de tabaco y los beneficios de abandonarlo, además de recomendaciones a seguir en cada paso del proceso de abandono.

Un 69% de la población afirma no tener problemas para llegar a fin de mes, un 25% tiene algunos problemas, y otro 5% muchos.
En cuanto a las actitudes y valores políticos, la mitad de la población se muestra interesada por las próximas Elecciones Autonómicas (21% muy interesada y 27% bastante), porcentaje ligeramente superior al interés mostrado sobre las pasadas Elecciones Municipales y Forales. La generación silver o senior configura un grupo de población entre los 55 y 85 años que incluye a cerca de 800.000 personas en Euskadi.
Buena parte de la generación no se siente interpelada por los medios de comunicación, las marcas y sus campañas de publicidad en una suerte de “invisibilidad social” que se acentúa a partir de los 65 años y parte de esta población se siente excluida a causa de la brecha digital.
En cuanto al comercio vasco, cerca de un 20% de la generación silver considera que el comercio vasco no está plenamente adaptado a las necesidades de la población mayor.

El consumidor vasco valora con un notable al comercio de su entorno.
Las conclusiones del estudio, antes conocido como barómetro del consumo, muestran que, si bien la principal inquietud de la población vasca sigue siendo la inflación, baja notablemente el porcentaje, un 34,6%, frente a más del 50% en 2022. Por otra parte, el 20,4% ha decidido posponer la compra de bienes duraderos que tenía previsto adquirir a principio de año, por ejemplo, un vehículo, vivienda, viajes. Este dato ha ido reduciéndose en las últimas olas, lo que indica una paulatina recuperación de confianza por parte de las personas consumidoras. De hecho, el indicador de confianza aumenta de los 62,7 puntos de 2022 a los 84,6 de 2023.

Introduction
The Basque Government has recently approved the “Plan for Peace and Coexistence”
to reinforce the end of ETA´s violence and suggest ways to create conditions for
sustainable peace. A group of independent scholars and practitioners living and
operating in the United States was asked to provide an external assessment of the
plan and feedback on the following:
1. A general assessment of the plan.
2. Assessment of methodological aspects: (1) a document open to collecting
input from the social partners and the parliamentary groups before approval,
and (2) a methodology based on promotion of cumulative micro-agreements.
3. An assessment of the structure of the reconciliation process with reflections
and actions concerning the past, the present and the future.
4. An assessment of the relationship and comprehensiveness of 18 practical
initiatives with highlights and suggestions for improvement
5. An evaluation of the plan’s final goal: an agreement around basic democratic
ethics that integrates four major political traditions of this country around a
basic idea of shared coexistence.
Our suggestions, comments and questions are not intended to be prescriptive, but
serve as an invitation to the readers for an open conversation and joint inquiry that
would crystallize both strengths and weaknesses of the document. We believe that
peace is a work in progress that requires the dedication and honest involvement of
many actors. The plan’s invitational character is one of its key strengths, and adds
to its uniqueness and potential for success.
We intend to use a dynamical systems lens in our review. Dynamical systems
theory encourages attentiveness to the interaction of various elements in a system,
their adaptability and disconnects. We found it particularly useful for analyzing
key assumptions and objectives of the plan. One of the key objectives proposed by
the plan is to secure irreversible peace and a non-recurrence of violence. Such an
outcome would position the Basque country in the company of other success stories

such as South Africa and Northern Ireland. The openness of the plan to outside
input, assessment and learning is an extremely important precondition for nonrecurrence of violence. Again, such orientation is generative and invitational—it
suggests that everyone involved in the process possesses some capacity to lead and
shape the process itself. However, it is difficult to predict how different elements in
such an open system will interact and how different processes can align in such a
way that produces positive outcomes.
Therefore, we suggest that the research orientation be highlighted throughout the
plan as a tool that will contribute to the actualization of its long-term goals. Research
and assessment should not only be seen as an external tool for evaluating final
products of various initiatives, but also as an effort to understand and learn from
the processes of creation and implementation of various activities and initiatives.
If we can understand and self-reflect on how certain activities came about and how
they were implemented, we will be able to change, adapt and improve, thereby
making the overall objective of sustainable peace more plausible. By being attentive
to challenges and good practices throughout the process, the odds for success are
more likely. Thus, we suggest the integration of a mechanism for monitoring the
risk of recurrence of violence from the very beginning of the process.
Such a mechanism necessitates a research-oriented attitude that enables feedback
in all stages of the plan’s implementation. In addition, it would require evaluation
of the process, as well as a self-evaluation that stems from a fundamental desire to
learn, improve, adapt and self-correct.
Another important aspect of the plan is that it offers the Basque society the
opportunity to write a new page of history. The plan emphasizes collaboration
between various political traditions through a discursive and dialogic process,
which contributes to a shift in mentality from power over to power with. Power

members of a society working toward a common goal.

1) The report on human rights violations is critical. That said, some additional

“This report does not intend to investigate specific cases but instead offers an
8 approach that compiles and collects existing reliable data.” Our suggestion
would be to clarify how reliable data will be collected and how a possible
research bias will be tackled.
2) The Plaza project will provide a safe location to promote citizen awareness
and the opportunity to find common ground. The creation of the institute
will be the force behind managing the collective memory of the people. Our
suggestion is to explain in more detail how interactive components of the
project will be fostered. It would also be useful to outline how feedback from
the citizens will be addressed.

3) A memorial for victims is a great way to facilitate a ‘closing’ of the past while
also educating the current and future generations.
4) The support, recognition and reparation for victims of terrorism are key
elements to reconciling and accepting the past. Moreover, this process will
allow victims and their families to move forward towards healing.
5) The victims not currently provided for by the present law will hopefully
be covered under this initiative, which focuses on necessary legal and
administrative tools.
6) The research on torture is an important initiative that could be used to highlight
detecting torture and making it public as a way to strengthen and legitimize
the democratic system and its inclusiveness.
7) It is important for this initiative to define consensus more clearly.
8) With the Hitzeman program, it is important to clarify how the social reinsertion
program for the prisoners will be handled and how society will become aware
of the commitment and responsibility for the standardization process.
9) This initiative is critical in that it allows the Plan for Peace and Coexistence to
communicate ideas to other major European countries and serve as a model
to others. Additionally, the Plan and the General Secretariat would benefit
from cooperation with the EU and gain legitimacy from this interaction.
10) The same logic follows for cooperation with the UNHCR.
11) The joint contribution from three Basque Universities to focus on the core
challenges of coexistence and to allow for academic and practical solutions
to furthering this project is excellent. This initiative coincides greatly with
the educational aspects of the proposal. There should be openness to the
possibility of collaboration with civil society and additional governments or
universities as well.
12) Police training on human rights is the most vital aspect of initiative 12.
Providing human rights training for prison guards is necessary as well.

Initiatives 13), 14) and 15), focusing on the public-social collaboration, citizen
participation and coexistence arrangements with provincial governments and
town councils are indeed necessary to continue working towards common
ground and including citizens in the various initiatives.
16) The aim of creating collaborative frameworks for schools to teach human rights
and conflict resolution skills is extremely important in order to engender future
generations with additional skills and tools that promote community. Our
suggestion is to consider parents and teachers, and their engagement in the
process since they are key facilitators of meaning related to the past/history and
present.
17) Initiative 17 flows nicely with the previous objectives and takes formal steps in
promoting coexistence among youth.
18) Strengthening critical social awareness against violence through media is
critical, but we need to ensure a feedback loop from the public and explore
the impact of such activities.
19) And lastly, ongoing management and evaluation of this Plan is vital in that it
tracks the plans effectiveness and progress.
