Deputy Program Manager, Littoral Combat Ships, Fleet Introduction and Sustainment,
April 2012-July 2015
 As Deputy Program Manager was directly responsible for directing various acquisition teams in
the performance of maintenance, Operations and Support, Manning Strategy and planning,
personnel management, training, and Human Systems Engineering functions for the United States
Navy. Ensured compliance with DoD5000 Series and MSAM Guidance. Adhered to this guidance
for ship platform and major weapons systems acquisition programs such as LCS, DDG1000.
 Directly responsible for over $1B budget development and execution over FYDP including OMN,
SCN, RDT&E and OPN. Developed POM submission for products, services and future
enhancements using OMN, SCN, RDT&E, and OPN. Ensured all requirements were planned and
budgeted for during FYDP.
 Developed, implememted, and executed a comprehensive performance based logistics strategy for
LCS Class Ships. Directed the preparation and award of $100M+ contracts to execute this
strategy.
 Managed a civilian work force of over 50 direct reporting personnel and over 100 field activity
personnel. Developed and implemented the staffing plan and execution of the plan in establishing
the Fleet Introduction and Sustainment Office. Developed and implemented planning and
provisions for all in service fleet supportability Elements, TOC reductions and Integrated Product
Data Environment (IPDE). Developed process control for the all supportability elements such as
configuration, planning yard, modernization, ILS products and training delivering to ensure 100%
applicability and availability to our sailors.
 Directly responsible for the Planning, Budgeting and Coordinating of the construction of facilities
to support LCS and Mission Modules in three separate locations throughout world.
 Developed modeling and coordinated all infrastructure studies and analysis by ship builders and
applicable Navy/DoD activites to ensure right sizing and timely execution of the MILCON and
OPN to support ship delivery and need dates.

Operations Manager, Alion Science and Technology, June 05-April 2012
 Developed and implemented Logistics Program Policies, Fleet Introduction Strategy and executed
planning for the Littoral Combat Ship (LCS) from 2003 to present. Drafted, staffed, and executed
contractual language, planning documents, in service support strategy, and costing strategy for all
facets of Integrated Logistics. Key member of all Production Reviews, Outfitting planning, and
deployment planning. Developed the current Integrated Logistics Structure in place to support
LCS production and delivery schedule.
 Directly responsible for directing various acquisition teams in the performance of maintenance,
Operations and Support, Manning Strategy and planning, personnel management, training, and
Human Systems Engineering functions for both the United States Navy and for the Coast Guard.
Ensured compliance with DoD5000 Series and MSAM Guidance. Adhered to this guidance for

Developed detailed approaches and analysis required to fully execute strategy.

including government personnel, contractor personnel and industry personnel to execute the
mission requirements of the LCS program.

 Developed detailed outfitting support plans for all 55 potential new construction ships.

constraints.

 Developed and obtained funding for Logistics Research and Development program at NAVSUP.

resulted in savings to the ARMY of over $4M over the FYDP.
Deputy Force Supply Officer and Supply Operations Officer, Atlantic Submarine Force,
May 1999 - February 2001
 Experienced with Human Factors Engineering required to delivery two new Submarine Classes.
Directly involved in reductions in available manpower and systems engineering research required
to overcome these reductions.
 Developed and implemented planning and provisions for all ILS Elements, TOC reductions and
Integrated Product Data Environment (IPDE).
 Submarine Force Logistics Staffing, manning and training were directly subordinate to me as
Deputy. Required detailed planning, management, and execution of workforce planning to ensure
all submarine manning and training requirements were met efficiently and effectively.
 Oversaw management of $300 million annual budget for the Atlantic Submarine Force. Formed
and implemented fiscal policy and systems. Allocated funds to programs and measured their
performance. Successfully resolved funding shortfalls through persistence and factual, compelling
argument.
 Acted as COTR on numerous contracts including entire services contract for the Caribbean
Region.

 Program Manager for Navy Supply Systems Command Research and Development Program,
drafted and submitted Congressional documentation for budget submits, successfully liaison with
congressional staff to received yearly congressional funding of approximately $13.1 million.
 Developed and implemented program where NAVSUP/COMSUBLANT capitalized on the
research and development programs of both industry and academia. Managed programs, which
developed viable solutions to logistics problems by coordinating in progress programs with PENN
ST, Concurrent Technologies Corp., Visicom, and Titan Corp.
 Led analysis in developing and implementing long-range resource strategy for logistics processes
to be implemented on new ships integrating financial management with logistics management.
Advised major weapons acquisition programs on strategy to implement COTS, into the logistics
process while maintaining solvency financially. Ensured that programs were balance across
research, acquisition and operations. Developed and presented briefs to DOD, Congressional and
General Accounting Office analysts.
 Developed and coordinated implementation of supply management policies and procedures at
corporate level within the Department of the Navy and Department of Defense. Areas included
inventory theory, establishment of levels, transportation, reporting and accounting requirements,
and manpower assessments.
 Key player in Department of Defense Logistics strategic planning and Logistics War
games…enabled Navy and DoD staffs to analyze long-range requirements against available
resources. Analysis of shortfalls provided senior Navy and DoD officials’ many options to satisfy
National Security Strategy requirements.
Supply Officer, USS HUE CITY (CG 66), August 1994 - July 1996
 Directed accounting, inventory, services, payroll, and subsistence for a major warship. Managed
30,000 line item inventory with a $20 million budget, exceeding all goals required by higher
authority.
 Supported performance of Maintenance and qualified as Planned Maintenance Coordinator.
 Responsible for Logistics departments manning and training.
 Expert understanding of ILS requirements for United States Ships and the impact on fleet policies
and directives.
 Provided full Logistics planning, implementation, and execution during 3 major 6 month
deployments to the Persian, Gulf, Mediterranean, and Baltic Seas with exceptionally readiness
results.
 Developed POM requirements for OMN and OPN.
Director of Material Management, Nuclear Reactors Support Department, Naval Inventory
Control Point, Mechanicsburg, PA, January 1991 - July 1994
 Director of Logistics Planning for distribution, inventory management, procurement and technical
authority of Nuclear Reactor spares required to support Navy Nuclear powered ships. Led
analysis in determining new inventory management plan to improve support without increasing
the logistics footprint.
 Developed POM submissions for SCN, OPN, and OMN requirements.
 Responsible for a $42M budget execution profile.
 Developed and implemented planning and provisions for all ILS Elements.
 Directed supply operations for 400,000 line item inventory with locations on moving
platforms…managed this $120 million inventory with less than 100 personnel; achieved, and
maintained an inventory accuracy of greater than 96%. Developed and implemented process
changes that resulted in improved inventory accuracy and material throughput and in more
efficient use of human resources.

Deputy Program Manager, Littoral Combat Ships, Fleet Introduction and Sustainment, April 2012-July 2015  As Deputy Program Manager was directly responsible for directing various acquisition teams in the performance of maintenance, Operations and Support, Manning Strategy and planning, personnel management, training, and Human Systems Engineering functions for the United States Navy. Ensured compliance with DoD5000 Series and MSAM Guidance. Adhered to this guidance for ship platform and major weapons systems acquisition programs such as LCS, DDG1000.  Directly responsible for over $1B budget development and execution over FYDP including OMN, SCN, RDT&E and OPN. Developed POM submission for products, services and future enhancements using OMN, SCN, RDT&E, and OPN. Ensured all requirements were planned and budgeted for during FYDP.  Developed, implememted, and executed a comprehensive performance based logistics strategy for LCS Class Ships. Directed the preparation and award of $100M+ contracts to execute this strategy.
  • 2.  Managed a civilian work force of over 50 direct reporting personnel and over 100 field activity personnel. Developed and implemented the staffing plan and execution of the plan in establishing the Fleet Introduction and Sustainment Office. Developed and implemented planning and provisions for all in service fleet supportability Elements, TOC reductions and Integrated Product Data Environment (IPDE). Developed process control for the all supportability elements such as configuration, planning yard, modernization, ILS products and training delivering to ensure 100% applicability and availability to our sailors.  Directly responsible for the Planning, Budgeting and Coordinating of the construction of facilities to support LCS and Mission Modules in three separate locations throughout world.  Developed modeling and coordinated all infrastructure studies and analysis by ship builders and applicable Navy/DoD activites to ensure right sizing and timely execution of the MILCON and OPN to support ship delivery and need dates.  Developed and implemented tenets and a division to manage the processes which resulted in acquisition cost reductions and TOC reductions. Operations Manager, Alion Science and Technology, June 05-April 2012  Developed and implemented Logistics Program Policies, Fleet Introduction Strategy and executed planning for the Littoral Combat Ship (LCS) from 2003 to present. Drafted, staffed, and executed contractual language, planning documents, in service support strategy, and costing strategy for all facets of Integrated Logistics. Key member of all Production Reviews, Outfitting planning, and deployment planning. Developed the current Integrated Logistics Structure in place to support LCS production and delivery schedule.  Directly responsible for directing various acquisition teams in the performance of maintenance, Operations and Support, Manning Strategy and planning, personnel management, training, and Human Systems Engineering functions for both the United States Navy and for the Coast Guard. Ensured compliance with DoD5000 Series and MSAM Guidance. Adhered to this guidance for ship platform and major weapons systems acquisition programs such as LCS, DDG1000, VIRGINIA Class, Polar Star, Deepwater, and various others.  Provided senior level advise and consultant services to Program Managers and PEO’s on introduction of new ships to the fleet and all associated activities regarding fleet introduction.  Lead Acquisition Program Level Integrated Product Teams (IPT) for the LCS Program in designing and delivery of all logistics products and documentation. Not only lead these teams but developed the concept, implemented the strategy and provided program office guidance on charters and execution of the process.  Conducted and lead Performance Based Logistics strategy development for LCS Program. Developed detailed approaches and analysis required to fully execute strategy.  Directly managed highly functional experts from competing activities with competing priorities including government personnel, contractor personnel and industry personnel to execute the mission requirements of the LCS program.

Ensured all requirements were planned and budgeted for during FYDP.  Developed detailed outfitting support plans for all 55 potential new construction ships.  Instrumental in developing the process to outfit the ships and manage the process given the TOC constraints.  Developed and implemented planning and provisions for all ILS Elements, TOC reductions and Integrated Product Data Environment (IPDE). Developed process control for the ILS products to be managed via the IPDE. Developed and implemented processes which resulted in acquisition cost reductions and TOC reductions. Understands the requirements for TOC.  Responsible for the accounting and management of over $100M in funding for various Navy Programs.  Vice President and Operations manager for large defense contractor accountable for the fiscal solvency of over $90M in government funding and Contracts.  Fully versed in Technical Specification development.   • 4.  Manages all aspects of LCS Logistics funding.  Prepared and submitted POM submission on the behalf of the Navy client for OMN and R&D.  Familiar and trained on the FAR and other procurement regulations.  Developed ILS processes for NAVSUP which included ILS product management, SPEC development, POM submittals, maintenance support, and ILS product delivery.  Successfully negotiated large and small contracts for various entities.  Understanding of Fleet logistics procedures and development of planning to enhance these logistics enhancements and capabilities. Developed purchase card process which reduced costs and increased the logistics capabilities of all ships. Principal Logistics Manager, Concurrent Technologies Corporation, February - June 2001  Developed and obtained funding for Logistics Research and Development program at NAVSUP. Generated requirement and successfully briefed through Navy leadership. Research and development program including establishment of the Serial Number Tracking Program, Obsolescence Management Program and Diminishing Manufacturing Process; all of which were critical to enhance TOC reductions.  Supported TOC reductions for the United States Army’s motorized transport vehicle. This work resulted in savings to the ARMY of over $4M over the FYDP. Deputy Force Supply Officer and Supply Operations Officer, Atlantic Submarine Force, May 1999 - February 2001  Experienced with Human Factors Engineering required to delivery two new Submarine Classes. Directly involved in reductions in available manpower and systems engineering research required to overcome these reductions.  Developed and implemented planning and provisions for all ILS Elements, TOC reductions and Integrated Product Data Environment (IPDE).  Submarine Force Logistics Staffing, manning and training were directly subordinate to me as Deputy. Required detailed planning, management, and execution of workforce planning to ensure all submarine manning and training requirements were met efficiently and effectively.  Oversaw management of $300 million annual budget for the Atlantic Submarine Force. Formed and implemented fiscal policy and systems. Allocated funds to programs and measured their performance. Successfully resolved funding shortfalls through persistence and factual, compelling argument.  Acted as COTR on numerous contracts including entire services contract for the Caribbean Region.  Familiar and trained on the FAR and other procurement regulations.  Successfully negotiated large and small contracts for various entities.  Lead Acquisition Program Level Integrated Product Teams (IPT) for the SEAWOLF and VIRGINIA Class Programs in designing and delivery of all logistics products and documentation. Not only lead these teams but developed the concept, implemented the strategy and provided program office guidance on charters and execution of the process.  Prepared and submitted POM budgets for OMN, SCN, and OPN. Integrated Logistics Support Officer, New Construction programs and Alternative Logistics Support Officer, Navy Supply Systems Command, August 1996 - April 1999  Program Manager for Navy Supply Systems Command Research and Development Program, drafted and submitted Congressional documentation for budget submits, successfully liaison with congressional staff to received yearly congressional funding of approximately $13.1 million.  Developed and implemented program where NAVSUP/COMSUBLANT capitalized on the research and development programs of both industry and academia.   • 5. developed viable solutions to logistics problems by coordinating in progress programs with PENN ST, Concurrent Technologies Corp., Visicom, and Titan Corp.  Led analysis in developing and implementing long-range resource strategy for logistics processes to be implemented on new ships integrating financial management with logistics management. Advised major weapons acquisition programs on strategy to implement COTS, into the logistics process while maintaining solvency financially. Ensured that programs were balance across research, acquisition and operations. Developed and presented briefs to DOD, Congressional and General Accounting Office analysts.  Developed and coordinated implementation of supply management policies and procedures at corporate level within the Department of the Navy and Department of Defense. Areas included inventory theory, establishment of levels, transportation, reporting and accounting requirements, and manpower assessments.  Key player in Department of Defense Logistics strategic planning and Logistics War games…enabled Navy and DoD staffs to analyze long-range requirements against available resources. Analysis of shortfalls provided senior Navy and DoD officials’ many options to satisfy National Security Strategy requirements. Supply Officer, USS HUE CITY (CG 66), August 1994 - July 1996  Directed accounting, inventory, services, payroll, and subsistence for a major warship. Managed 30,000 line item inventory with a $20 million budget, exceeding all goals required by higher authority.  Supported performance of Maintenance and qualified as Planned Maintenance Coordinator.  Responsible for Logistics departments manning and training.  Expert understanding of ILS requirements for United States Ships and the impact on fleet policies and directives.  Provided full Logistics planning, implementation, and execution during 3 major 6 month deployments to the Persian, Gulf, Mediterranean, and Baltic Seas with exceptionally readiness results.  Developed POM requirements for OMN and OPN. Director of Material Management, Nuclear Reactors Support Department, Naval Inventory Control Point, Mechanicsburg, PA, January 1991 - July 1994  Director of Logistics Planning for distribution, inventory management, procurement and technical authority of Nuclear Reactor spares required to support Navy Nuclear powered ships. Led analysis in determining new inventory management plan to improve support without increasing the logistics footprint.  Developed POM submissions for SCN, OPN, and OMN requirements.  Responsible for a $42M budget execution profile.  Developed and implemented planning and provisions for all ILS Elements.  Directed supply operations for 400,000 line item inventory with locations on moving platforms…managed this $120 million inventory with less than 100 personnel; achieved, and maintained an inventory accuracy of greater than 96%. Developed and implemented process changes that resulted in improved inventory accuracy and material throughput and in more efficient use of human resources.   • 6.  Acted as liaison between weapons systems PARM’s, Program Offices and Logistics Commands.  Provide Maintenance Support, planning support, manning support, and training to all Logistics personnel assigned to the submarines assigned.  Provided deployment support for over 20 deployments to Western Pacific, Southern Pacific, Local areas, Under the Ice Cap and around the world cruises.
