ASCE GENERAL MEETING SPEAKER:
Mr. John E. Balliew, P.E.
Leads EPWU as President & CEO
Before being selected by the Public Service Board to lead
EPWU, Mr. Balliew served as the utility's vice president of
operations and technical services. His areas of responsibility
included the water, wastewater, stormwater and reclaimed
water systems; planning and engineering; environmental
compliance; and hydrogeology.
Mr. Balliew now oversees all aspects of the operation of the
utility, which provides municipal water service to more than
90 percent of the homes in El Paso County.
Building on a Legacy:
"El Paso Water Utilities is a leading voice for the innovative,
sustainable and proactive management of water resources,"
Mr. Balliew said. "I look forward to building on that legacy
while serving the hundreds of dedicated men and women
who make EPWU an exemplary organization."
Balliew earned a bachelor's degree in chemical engineering
from Texas A&M University then began working at EPWU as
a laboratory technician in 1983. He rose quickly within the
organization and held several leadership positions before
being named vice president in 2007.
He served on the board of directors of both the American
Membrane Technology Association and its Austin-based
affiliate, the South Central Membrane Association. His

2. The University of Texas at El Paso Hosts
2013 Steel Bridge Texas-Mexico Regional Design Competition
The College of Engineering hosts the 2013 Steel Bridge Texas-Mexico Regional Design
Competition Saturday, January 19, 2013 at the Memorial Gym at the UTEP Campus.
The American Society of Civil Engineers (ASCE) and the American Institute of Steel
Construction (AISC) are organizing sponsors for the annual competition.
The competition enriches civil engineering education with a comprehensive design-build
project experience. Each participating team conceives, designs, fabricates and erects a
unique bridge. The Texas-Mexico Regional Competition puts design entrants against
each other through a series of tests, to determine the best models. The top three teams
become eligible for the National Competition.
Participating student ASCE chapters design and construct a scaled steel bridge of
approximately 21 feet long, three feet tall, and three feet wide. The competition provides
students the opportunity to explore a variety of real-world design issues related to the
use of steel, as well as simulating the construction challenges engineers face in building
novel infrastructure with limited time and resources.
Participating universities include Texas A&M University, Texas Tech University,
University of Houston, The University of Texas at Austin, The University of Texas at El
Paso and the Universidad Autonoma del Estado de Mexico.
Teams are evaluated in six categories: stiffness, lightness, construction speed, display,
efficiency, and economy. Criteria for judging submissions include: steel as the primary
structural material, long-span steel structure, creative and innovative use of structural
steel in the design solution, successful response of the design to its surrounding context,
and successful response to basic architectural concepts.
