This document discusses how developing countries can participate in global value chains through standards and conformity assessment. It notes that lacking awareness, technical capacity, human resources, and funds are major obstacles currently preventing developing countries from effectively participating. The solution proposed is for countries to build a world-class quality infrastructure system, including organizations for metrology, standardization, testing, certification and accreditation. Implementing this poses challenges requiring government and private sector involvement and understanding of the importance of quality infrastructure for trade and development. If countries invest in developing such infrastructure, it will help their products meet international standards and allow them to attract foreign investment and participation in global value chains, thereby creating wealth.
