Procedure for obtaining
Development Permission &
Commencement Certificate
Every person who intends to carry out a
• development or redevelopment,
• erect or re-erect a building or
• alter any building or part of a building
has to submit application with plans and
statements in required number of copies.
The plans may be ordinary prints.
One set of such plans is retained in the
office of the Development Authority for
record
after the issue of permission
or refusal.
Every application is accompanied by the
following documents :
1 Key (location) plan- 1:10000 min,
showing site boundary &
neighborhood landmarks
2 Site / layout plan - 1:500, showing site
boundary, access, streets, existing
buildings, setbacks, north, existing
trees, wells etc, statement of areas,
electric supply etc.
3 Building plans scale 1:100 include all floor
plans with covered area showing room sizes &
use, width of staircase, ramps, other exit
ways, lift-wells, machine rooms etc.
4 Terrace plan showing drainage and slope of
roof.
5 Lay out of parking spaces with necessary
calculations
6 Elevations from all streets in 1:100
7 sections, at least one through stairs in
1:100 showing height of building, rooms
and parapet.
8 Service plan showing WC, sink etc.
9 Landscape plan in 1: 250 showing
various landscape features such as
trees, hedges, paved areas etc. Type
and number of existing trees, trees to
be felled, trees to be transplanted and
proposal for planting of new trees.
Other important information
• relative levels of streets
• dimensions of portions projecting
beyond the permissible building line
• north line relative to the plans
• schedule of doors, windows and Light
and ventilation
Presentation of Plans
All dimensions in drawings shall be in
metric system.
The size of drawing sheets can be A0, A1,
A2, A3, A4, A5
The prints of the plans shall be on one side
of the paper only.
Normally, four sets / copies
of plans and statements is submitted
along with the application.
In case clearances from other agencies
like Fire, CRZ, Environment and Forest etc.
are necessary,
the number of sets / copies of plans are as required
by the respective authority.
plans shall be duly signed by
• the owner or Attorney of the owner
• architect
• licensed surveyor/ engineer/ structural
engineer as the case may be
with their names, addresses and license numbers
The Planning Authority may either sanction
or refuse to sanction the plans and
specifications
or
may sanction them with modifications or
directions.
DEEMED PERMISSION
If the Authority does not communicate its decision
either to grant or to refuse permission to the
applicant within 60 days
• from the date of receipt of application
or
• from the date of receipt of reply from the applicant
if any requisition was made by the Authority,
whichever is later,
such permissions are deemed to have been
granted on the date immediately after 60 days.
Deemed permission is only when
the proposal is strictly in conformation with
Regulations
and
the scrutiny fees, development charges duly
paid.
