ECPAT Indonesia 2013
Overview
ECPAT Indonesia is an organization who concern in
protecting child especially who involved in commercial
sexual exploitation accordance to ECPAT stands for End
Child Prostitution, Child Phornography, and Trafficking od
Children for Sexual Purposes. ECPAT Indonesia is one and
only representative of ECPAT International in Indonesia
and has vision and mision not only for members but also
for society and goverment.
ECPAT Indonesia also has conducted various events in
2013 to fulfill its purposes accordance to vision and
mision.
These following activities that has conducted by ECPAT
Indonesia in 2013.

This program is a serial activities to increase capacity of ECPAT Indonesia in
managerial and strengthening programs of ECPAT Indonesia cooperation with
The Body Shop. ECPAT Indonesia held internal meeting with staff of ECPAT
Indonesia and board meeting to discuss and design program of ECPAT Indonesia,
and then national forum (MUNAS – Musyawarah Nasional) with ECPAT members
around Indonesia in Januari
2014. Beside that, there are
a web training, the making
of Standtard Operasional
Procedure (SOP), and
management revitalization
with ECPAT Consultant, Mr.
Indrajit.
ECPAT Indonesia also
conducted direct service
program that is conducted
by ECPAT member,
Bandungwangi in Jakarta to
improve child victims of sexual exploitation. There are 2 form of program in this
direct service.
1. Skill training that oriented to work that is conducted in the form of
orientation building, the skill training in comestic industry and fashion
fasilitated by The Body Shop Indonesia, and on-job training in cosmetic and
fashion company.
2. Skill training that oriented to bussines with making batik that is held in the
form of orientation building, making batik training, production and
marketing management training, and production and marketing.
This sustainability program is supported by MM Netherlands (Mensen met een
Missie Netherlands) and has been entered to the second period for 1 (one) year
ahead. In the first period which was completed in November 2013, Legal aid
service unit of ECPAT Indonesia has designed SOP , Leaflet, dan Factsheet. The

network meeting, and audience with police and some related agencies. Legal aid
service unit has been succesfully handle 8 cases in Jakarta, Bali, and Palembang. It
also has been succesfully arranging MoU with local Police, police resort, and head
of woman and child protection unit in police headquarter
This second period is more concern to

sexual exploitation and advocacy of

exploitation of children that is
accordance to Optional Protocol on
the sale of children, child pornography
and child prostitution, and the
improvement of ability and capability
law enforcers in handling commercial
sexual exploitation of children cases.
The program lasted for about 6 months from November 2012 - April 2013 and
supported by ChildFund and working on 3 (three) areas of research, namely: West
Jakarta and Tangerang, Central Java and East Nusa Tenggara. The main activities
of the program are collects primary data from the target respondents consisted
of children who are victims / survivors of human trafficking activities with
different objectives, and collect primary data from key office holders for the issue
in each of the study areas including government, social organizations, community
leaders, and so forth. Overall the program aims to capture the situation of child
trafficking in the Childfund region and to design intervention programs that are
relevant to the problem that includes prevention, protection and / or
empowerment.
Programs lasted approximately three months from July - September 2013 and
supported by the TDH. This research was conducted in three regions, Bandung,
Surabaya, and Jakarta. The program activites are study document,
questionnaires, FGD, interviews to collect data premiere of the target
respondents consisted of children, related stakehorder, social and governmental
organizations.

This research aims to identify and map
the situation of children who are involved
in online child sex crimes in Indonesia and
to develop program recommendations
addressed to TDH-NI in tackling the
problem of online sexual crimes to
children. There are a total of 28
respondents, 15 focus group discussions,
and 15 questionnaires in this research.
The coference is held on 23-24 october 2013 in Mercure Hotel, Nusa Dua, Bali in
cooperation between ECPAT Indonesia
and Frence Embassy and supported by
TDH, MM-N, IFI, AFP, UNICEF dan
ACCOR. The conference aims to build
cooperation in improving legal system
of countries in Southeast Asia which
have not delivered protection for
victims of sexual crimes against children
To deliver lesson learn on best practices
of countries which have been practicing
protection for victims of sexual crimes
against children through restitution and
compensation mechanism. The event
was attended by 19 participants from 10
countries and

19 speakers that fill the conference in
six panels. Along with this conference
also held a photo exhibition from
photographer Romania, Alexandra
Radu with 30 photos portraying the
lives of girls trapped in prostitution in
Indramayu, Jakarta, Bandung, and
Surabaya.
As a follow-up action of this conference,
ECPAT Indonesia held a "Workshop on
Legal Protection for Victims of Sexual
Exploitation against children" in
Auditorium Adhiyana, Wisma Antara on
17 December 2013 with 30 participants
aimed to discuss the results of the
conference in Bali with key stakeholders,
to arrange a follow-up plan, and to
design strategic steps from
recommendations from the conference
in Bali. The event was opened by Mr. Ali
Khasan, as representatives from Ministry
of Women’ Empowerment and Child Protection. The event is filled by Ahmad
Sofyan from ECPAT Indonesia, Mrs. Cahyani Suryandari, SH, MH from Ministry of
Justice and Human RIght, and Mrs. Catherine Indrayani from Police Headquarters.

CSEC in East Jakarta. In collaboration between ECPAT and Bandungwangi to run
this program which aims to provide information to the community about the
dangers of human trafficking can happen around us and also to provide
information on how to report if they seeing cases like this.
The program is divided into three
parts, the first is Group Discussion (FGD), which was held on the 9th november
2013 and discuss the issues of human trafficking and its prevention. The second is
the legal training to enhance the public understanding in handling trafficking
cases were held on 29 November 2013. Last is the dissemination of prevention
trafficking in persons crime (TPPO) and CSEC in east Jakarta that held on the 19th
of December, through this program we hope it can be useful to the community in
efforts to prevent trafficking in persons and also raise awareness of human
trafficking that could happen around the neighborhood.
After establishing youth organization succesfully named KOMPAK Jakarta in 2010,
ECPAT Indonesia regenerate for second batch for KOMPAK Jakarta II that
inagurated on september 14, 2013 in University of Indonesia that supported by
ECPAT Internasional.

KOMPAK Jakarta II consist of 12 members
with 7 boys and 5 girls and the chief of KOMPAK
Jakarta II is Derry Fahrizal from University
of Indonesia, before inaguration, they is given
basic knowladge about trafficking and CSEC from
ECPAT and ECPAT’s members. On november
16, 2013, Ahmad Sofyan as national coordinator of
ECPAT shared information about CSEC
and also inagurated KOMPAK Jakarta II.
Then, the members of KOMPAK Jakarta II visited
ECPAT”S members to get more information
about trafficking in persons and CSEC and
also to introduce themselves as a new
KOMPAK Jakarta. They visited YKAI and
Bandungwangi on december 9, 2013 and KPAI on december 19,2013.
ECPAT Indonesia disseminated activities through the official web ECPAT
Indonesia and social media such as facebook and twitter. All of these social media
was made in 2012. Facebook until now has reached 264 people, while reaching
284 twitter followers.
ECPAT also designed newsletter during 2013. This newsletter is distributed via the
web, social media and mailing. The newsletter itself has entered the 8th edition of
this December edition, whereas the newsletter began in April 2013. At first, this

newsletter only use Indonesian language, but starting in December this will be

Succeses and Lesson Learn
Public trust towards ECPAT Indonesia through legal aid service unit has been running well in
handling CSEC cases against children with number 8 cases in Jakarta, Bali and Palembang
who has handled Pelhuk ECPAT.
Legal aid service unit ECPAT has designed MoUs with local Police, Police resort, Police
Headquarters and Chief of woman and child protection unit. Legal aid service unit also will
organize child friendly training for law enforcers.
Establishment of youth organizations in helping ECPAT Indonesia to run its programs and
also strengthen the participation of young people in combating CSEC and trafficking.
Social media ECPAT Indonesia has managed to get a positive response from the public. The
evident is from the number of followers that have reached 264 people for facebook and
followers of twitter are 284. ECPAT has published 8 e-newsletter from April-December 2013.
Through a number of programs and activities, ECPAT Indonesia has managed to make some
collaboration and cooperation with various sectors include NGOs, Governments,
International Organizations, Private Sector, law enforcement, and others at both national
and regional, including efforts for amend laws of legal protection for child victims of sexual
exploitation and production of training modules for law enforcers in handling cases of child.
Challenges
Commitment for the collaboration of various government agencies, public and private
sectors, to combating sexual exploitation of children is one aspect that needs to be
developed continuously. The problems of sexual exploitation of children need more
encouragement from all sides as a serious problem faced by the children and the right
methodology in handling it should be developed in a comprehensive manner so that the
problems are resolved as soon as possible.
The lack of human resources and the availability of supporting institutions is still a
significant obstacle in developing the program.
The implementation of ratification the optional protocol is a challenge and an
opportunity for ECPAT for the changes to national legislation and national policy can be
directed and focused.
Submission of amendments to the legislation that deal with legal protection for child
victims as well as the application of law enforcers education in order child-friendly in
handling cases of children is also a challenge for ECPAT.
Incorporate the role of media as a campaign about this issue to the public still needs
further coordination.
