This document describes a publisher application system created by Anatolian University Libraries Consortium (ANKOS) to standardize and streamline the process for evaluating publisher applications. The system includes interfaces for both publishers and the negotiating group members. Publishers can submit application forms online, while group members can view submissions, leave comments, and track the evaluation process. The system was developed over several years and aims to facilitate information sharing and record keeping for improved decision making.

Açık erişim, bilimsel bilgilere herhangi bir engel olmaksızın erişilmesini, bu bilgilerin kullanılmasını ve paylaşılmasını sağlar. Kişisel ve toplumsal düzeyde hepimizi ilgilendiren açık erişim ve açık bilim çalışmaları Türkiye’de son yıllarda önemli bir ivme kazanmıştır. Ulusal düzeyde gerçekleştirilen çalışmalar ve yürütülen Avrupa Birliği projeleri politika yapıcıların açık erişim ve açık bilim konularına ilgi göstermelerini sağlayarak gelişmeleri tetiklemiştir. Bu gelişmeler 2012’den itibaren düzenlenen konferans, seminer vb. gibi etkinliklerle ve devlet kurum ve kuruluşlarının da sürece dâhil olmasıyla birlikte daha da hızlanmıştır. Bu çalışmada Türkiye’deki farklı kişi, kurum ve kuruluşlar tarafından gerçekleştirilen açık erişim ve açık bilim faaliyetleri literatüre dayanarak incelenmektedir.
Open access provides access to, use of, and sharing scientific knowledge without any barriers. Studies on open access and open science that interest us all on individual and societal levels have gained a momentum in recent years. Studies carried out on a national level as well as the EU projects being partaken have drawn the attention of policy-makers and triggered the developments. These developments have further accelerated with the conferences, seminars and other events that were organized regularly since 2012 as well as with the inclusion of governmental institutions in this process. Based on the relevant literature, we review in this paper open access and open science activities that were carried out by different people and institutions in Turkey.

How was the system created?
• A new group formed in 2008 to support database evaluation
process which is called “ Negotiating Group on Databases”
• After a one year experience, a new requirement emerged for
a support system
• A system, which helps group members to maintain the
process management via a unique platform
• After the discussions on expectations, planning done and
project started

How was the system created?
• First step was to create a publisher application form, which is
completed in about 8 months with the full effort of ANKOS
Negotiation Group Members.
• Beta version of the form was added to the System and placed
on ANKOS’s web page in June, 2010 for any suggestion.
• First entry to the system was in August, 2010
• System presented at Library Directors Meeting in November,
2010 and then ANKOS Annual Meeting in May, 2011
