The document discusses thematic support packages (TSPs) being developed by the U-LEAD with Europe programme to build the capacity of amalgamated hromadas in Ukraine. 2. 1) Deliver U-LEAD with Europe’s specific objective: “enhancing the capacities of key
actors at the national, regional and local levels to implement the Government’s regional
policy and decentralisation reforms”
Considering:
• Needs-led process: Meeting the needs of AHs at every stage (preparation, formation,
development)
• Multi-stakeholder environment: Recognising that many players (LGDC, U-LEAD, other
donor initiatives) are engaged in many events of AH capacity-building
• And risks around absorption: There is a limit to how much training and other capacity
development that the AHs can absorb
2) Streamline, structure and systematise U-LEAD’s existing and ongoing CD activities
(including 1000+ training events in 2017), share practices across RCs and learn from
each other (as well as other TA projects), and achieve consistent standards of quality.
3) Contributing to development of a systematic, modernised and sustainable training
system for LSG in Ukraine.
WHY Thematic Support Packages
(TSPs)?
3. The most appropriate mix* of training and other forms of knowledge
transfer to develop individual competence and organisational capacity
of AHs on key topics. These delivery modes might include:
Training events (workshops, seminars, etc.) and e-learning;
Advice and guidance (expert consultations);
Coaching & mentoring;
Study visits;
Summer schools;
Internships;
Peer-to-peer exchanges;
Learning networks;
Communities of practice (CoPs), etc.

• Formation of Standing Working Group (SWG), led by Alexandra
Fehlinger (Deputy Programme Director) with representatives of all U-

NOT AIMED AT:
•Other government bodies (with own training efforts), e.g. MinRegion, other Ministries, OSAs, RSAs
•School, BA, MA or PhD students
•Other interested parties (e.g. businesses, NGOs / CSOs, academics, think tanks)
BUT they could access & use published materials and benefit indirectly
AND exception for healthcare & education (HC facilities and schools are integral part of the system
with AHs) and (regional) economic development (likewise for OSAs)
DESIGNED FOR CAPACITY DEVELOPMENT OF AHs & THEIR OFFICIALS
NOT DESIGNED TO DELIVER WHOLE U-LEAD AGENDA, FOR EXAMPLE:
•Directly engaging policy-makers, citizens and other stakeholders in reform
•Developing implementable & enforceable legislation
•Piloting new approaches to education or energy efficiency
•Etc.
BUT the TSPs should complement other U-LEAD initiatives
CLARIFYING TSP CONCEPT

• LGDC and its 24 Regional Centres
• But also others, e.g.:
• U-LEAD with Europe Programme Units
• eLearning / distance learning (online & at a time, place &
pace to suit the individual)
• Partners in other projects (e.g. SKL, Council of Europe,
Eastern Ukraine project, DOBRE, DESPRO, Deloitte,
Gender Responsive Budgeting project, etc.)
• Contractors (e.g. specialist NGOs, healthcare trainers, etc.)
DELIVERY VEHICLES FOR TSPs
9. All TSPs should consider & integrate:
Gender equality and equal opportunities (following the SDG’s
main principle “no one left behind”)
Ethics - including dealing with conflicts of interest & potential
dilemmas
E-government - including e-procurement, e-health, e-services, etc.
Change management – how to handle the transformation from
single to amalgamated hromadas and the new responsibilities and
opportunities presented by decentralisation & regional policy
