proven technology. Stopped auditing buildings over and over just to meet a government requirement which did

spending. Redirected the Enterprise Energy Management System to monitor and control BAS systems instead

In a newly created position, programs were developed to reduce energy at the corporation and in all 7 refineries.
The 5 year - 10% reduction goal was achieved in the third year of the program, with savings over $10 million
Dollars. The program established: (1) baselines per utility and per refinery, (2) efficiencies for each cogeneration
plant and large energy user equipment, (3) normalized energy signatures, (4) energy mass balances per utility
and per refinery, (5) energy teams having each member assigned tasks and deadlines at each refinery, (6)
corporate annual energy conferences, (7) monthly reporting with graphical analysis and comparative normalized
data. In addition, the company carbon footprint was established by refinery.

Energy Savings Performance Contracts (ESPC) were developed for agencies in the state of Maryland such as

energy consumption developed LED tunnel lighting working in conjunction with the Illumination Engineering
Society of North America (IESNA), New York/New Jersey Port Authority and the Maryland Department of

PROJECTS HIGHLIGHTS
Catholic University of America, Washington DC – Developed Energy Savings Programs to greatly reduce their
energy consumption introducing VRF systems in dorms with no cooling systems aside from window units.
Removing all window units, replacing all windows, installing complete system with standalone controls at each
room as well as a centralized control system in each building. Proposed the replacement of old chillers,
cooling towers and associated equipment. Introduced Micro Turbines as power generators with available
thermal Energy for Heating and/or Cooling and over thirty additional energy reducing projects paying all costs
from energy savings.
University of San Francisco – Developed Energy Savings Programs for this Catholic School to reduce energy
consumption developing systems to shut down thermal systems when windows were open (a customary way
to cool the rooms where no chillers are available due to ideal, constant temperature) introduced CHP systems
with cleaner power generation like fuel cells and micro turbines in order to meet stringent state environmental
regulations. Additionally over 30 other energy conservation measurements were proposed to reduce power,
water and natural gas consumption.
Naval Support Activity (NSA) Hampton Roads – Worked with NAVFAC engineers to develop and submit
energy projects to achieve the very aggressive goal of 50% reduction by 2020 using 2003 as the base.
Introduce progressive and new technologies from renewables such as solar, wind, hydro, geothermal as well
as those products already proven for energy reduction. In charge of development for 4 bases with over a
hundred buildings, Introduce in just 4 months multimillion dollar projects surpassing goals by 300%.
American Sugar Refining (Domino Sugar in Baltimore, MD, Yonkers, NY and Chalmette, LA, Redpath in
Toronto, C&H in California, Tate & Lyle in London, England, Sidul in Lisbon, Portugal) - Concentration at all
refineries was on improving efficiencies and reducing energy consumption. Areas of focus were: (1) heat
recovery, (2) power generation, (3) steam distribution, (4) condensate returns, (5) water, (6) waste water, (7)
purchased power, (8) compressed air, (9) evaporators, (10) boilers, (11) turbines, and (12) process
equipment. Audits were conducted for: (A) lighting, (B) steam traps, (C) insulation, (D) compressed air leaks,
(E) power distribution, and (F) motors. Mass balances were created for city water, waste water, process water,
steam, compressed air, power, and process flow diagrams. Published monthly reports, baselines and
normalized signature equations.
Howard County – Developed a multi-million dollar project and was able to increase the project scope from 5
buildings to 7 buildings with the project potential of increasing to 66 buildings. These buildings included
detention centers, kitchens and court houses with special requirements.
Maryland Department of Transportation (MDTA) – Project involved 60 buildings, 8 tunnel bores, road signage
and bridge lighting throughout the state. Developed and proposed the conversion of tunnel fluorescent
lighting into continuous LED lighting that met IESNA RP-22 recommendations. Developed feasibility studies
utilizing solar latest technology for highways and windows applications.
NASA Goddard – Developed a 1.7 million dollar ESPC contract for 1 building and was able to expand the
contract to 4 additional buildings, for a total contract price of over 5 million dollars. Energy savings were in the
69% range with a straight ROI in less than 3 years.
US Department of State – Developed a 2.2 million dollar energy project at Main State in Washington, DC.
Annual savings were over $500,000. This project was awarded the “Energy Savings Project of the Year”
award. It was completed in just 4 months and surpassed the guaranteed energy savings. An additional project
was secured for further energy savings redesigning the emergency lighting system.
US Department of Transportation – Developed a million dollar lighting project to retrofit over 12,000 lights,
convert 8-foot fixtures to 4-foot fixtures, and install over 200 motion sensors in offices, corridors, conference
rooms and bathrooms at the headquarters in Washington DC. Client’s energy savings were over 60%.
US Coast Guard – Designed and implemented a power monitoring project with built-in reliability on a critical
communication center with worldwide coverage and remote access.
