Personal Philosophy
Every building and every roof is unique. Construction details, exposure to elements, location, building
use, environmental considerations and other variables all contribute to specific project requirements.
Each building owner has particular needs as they relate to longevity, durability, budget, aesthetics,
code requirements, and maintenance. My team works with each customer to meet these needs. Pro-
active management plans that minimize problems and extend the useful service life of the roof and
building envelope are provided, also. My customers trust my team to provide peace-of-mind whether
it is a small leak, a repair, restoration/maintenance, replacement or new construction.

• Successfully managed more than 600 projects totaling more than 20,000,000 square feet of roofing
• Served building owners in schools, hospitals, heavy industry, food manufacturing, electronics, fed
eral and state governments and many other markets
• Currently helping more than 60 different building owners manage more than 8,000,000 square feet
of roofing assets through the development and use of roof management plans and Tremco
Roofing’s online roof management database.

Meet Tremco Roofing’s Central Pennsylvania Team
Clifford C. Conover, PE, RRC: Tremco Consultant
Cliff has over 30 years experience as an expert in roofing and masonry construction.
He is a registered Professional Engineer (DE, MD, NY, PA, VA) and a Registered
Roof Consultant. Cliff is an expert in building envelope analysis and solutions. He
has been an expert witness in litigation and is used by the architectural community to
solve problems that others cannot..
Rob Mefford: WTI Construction Manager
Rob has a BA in Business Management from the University of Toledo, and has been
in the construction industry since 2001, joining Tremco Roofing/WTI in 2006. He has
excelled in his role managing field operations for well over 100 of WTI’s roofing and
general contracting projects in central and eastern Pennsylvania.
Jere Flowers: WTI Mid-Atlantic Regional Supervisor
Jere joined the roofing industry in 1978, has been with Tremco Roofing since 1996,
and became the WTI Mid-Atlantic Region Supervisor in 2001. Jere trains and
manages a staff of several dozen WTI field technicians who support building owners
by providing services including roof inspections, maintenance, on-site progress
inspections of ongoing roof projects, final roof inspections, and warranty support.
Paul R. Hertzler II, CSI, CDT, CCS: Architectural Specialist
With over 25 years of experience managing a wide range of architectural projects, Paul
has a thorough understanding of all phases of project development and execution,
including the importance of proper coordination among all parties. Working closely
with our team, Paul helps design professionals navigate the many roofing options
available today, including product information and system selection, drawings, details
and specifications; he also shares industry news and provides continuing education
opportunities. Paul has Construction Documents Technologist (CDT) and Certified
Construction Specifier (CCS) certifications from the Construction Specifications Institute.
Jim Burke: Senior Technical Representative
Jim has been in the roofing industry since 1976 and was a roofer, foreman, and pro-
ject manager before joining Tremco in 2002. Jim’s responsibilities include warranty
approvals, contractor management, project management, leak investigation, on-site
progress inspections, and repair estimation.
